Winchester Curling Club Return-to-Play Procedures

Message from the WCC Board

Winchester Curling Club (WCC) is approaching return to play in the 2020-2021 season cautiously and is working under the following principles :

1.The return to play must create a safe environment for all members. Safety first.

2.The club must adhere to -

i. The laws of the Province of Ontario (Reg. 364/20)

ii.The requirements and recommendations of the Eastern Ontario Health Unit

(EOHU)

3.The Board must follow -

i.The recommendations of Eastern Ontario Health Unit (EOHU)

ii. The Guidelines for Return to Play published by Curling Canada, CurlON

including addendums and clarifications which have been developed in consultation with the province and public health officials.

The Board has set out to make curling at WCC in 2020-2021 as orderly as possible while following these principles. The Board realizes that curling may look different than what we are used to; however, safety of our members and community is our priority.

It must be noted that our governments and public health bodies can change the requirements on a moment's notice either easing, modifying, or further restricting policies, in response to the status of the virus in our community. As such, policies and rules will be updated including this document as necessary throughout the season.

We appreciate your patience and cooperation implementing these new procedures. They are new to everyone so please help each other.

Executive Summary

It is imperative that while at the curling club, all members continue to follow the advice of our public health officials. These responsible behaviours are fundamental to maintaining a safe environment for all members.

If you are feeling unwell or have any covid-like or flu-like symptoms then please stay home. Safety first. A self-assessment form is available in Appendix A. Every member should perform a self-assessment at home, prior to every time they curl.

Wash your hands often and use an alcohol-based hand sanitizer if soap and water are not available.

Avoid close contact and maintain 2 metre physical distancing as much as possible.

Masks must be worn at all times when you are inside the building, except when seated in the lounge eating or drinking.

Masks must be worn at all times when in the rink, except when you are throwing a rock, sweeping a rock, or calling for line/weight. If your team is not throwing a rock then you should be wearing your mask.

The use of the lounge follows a relatively normal pattern of activity. The only persons who will be allowed in the facility are the curlers and staff. The Board will not be allowing spectators, including children, in the lounge until further notice. The goal is to maximize social time while maintaining a clean and safe environment for all curlers.

Entering the Club

The Board will be implementing procedures on entering the club in order to minimize congestion and maintain social distancing.

Players should perform active screening at home prior to leaving for the Club. If you answer “Yes” to any of the questions then you should not enter the Club. An active self-assessment form can be found in Appendix A.

Locker rooms will be off-limits. Please arrive dressed, ready to play, with the exception of your curling shoes, no more than 20 minutes prior to your game start time.

The exterior wall will have markers at 2 metre intervals. Please line up and wait your turn to enter. Upon entering, proceed up the stairs where coat racks and boot trays will be available.

An attendance log of everyone who enters the facility will be maintained for required contact tracking. All members will be required to sanitize hands and sign in. By signing-in, the member acknowledges that they are well enough to enter the facility. Sign-in can be done in two ways : 1) using the CurlON-supplied app and your phone, or 2) old-fashioned pen and paper.

Once a player has signed in, they will proceed to their appropriate table where they can sit and put on their curling shoes. Each sheet will have designated tables and chairs in which to sit. Please do not re-arrange the tables or chairs. You may hang your coat on your chair to identify your spot in the lounge.

The Board will be minimizing access to certain areas of the building and reducing the opportunity for exposure to potential common touch-points. Extra items such as chairs, tables, club-owned brooms and stabilizers will be removed and stored in the basement.

Until further notice the following areas will have restrictions :

Kitchen – The kitchen will remain open but use this space carefully. If you use the kitchen then it is your responsibility to tidy up and sanitize any areas you have touched. We are not permitted to use the stoves or ovens.

Locker Rooms - Off limits as we will use this space to store surplus furniture. For those who have articles in their lockers that need to be recovered prior to the season, pickup dates and times will be scheduled.

Washrooms – The washrooms will be open, however, please sanitize the surfaces you

have touched prior to exiting the washroom.

Supply Room in the basement - Limited access only by personnel designated by the Board.

Ice Tech and Mechanical Rooms - Limited access to the Head Ice Technician, and their assistants.

Playing the Game

Teams will not enter the ice surface until given the go-ahead by the Ice Prep crew.

Spares can only be sourced from club members.

Members will need to provide all their own curling equipment. For those members who usually use club equipment, you will be assigned what you need to use for the season, while supplies last. Please take care of the equipment and return it at the end of the season.

Players playing on Sheet 2 will enter the ice surface first. They can use either door to enter the rink. They will begin their game at the far end of the rink. This will help ease congestion during the first end of the game.

Players on Sheet 1 will enter the ice surface via the door nearest to the bar. The game will begin at the near end of the rink.

Players on Sheet 3 will enter the ice surface via the door nearest to Sheet 3. The game will begin at the near end of the rink.

Games will continue to be 8 ends.

The last rock and team stone colour will be predetermined by league coordinators.

Instead of a hand shake, give a friendly wave or tap brooms to start the game.

Masks must be worn at all times when in the rink, except when you are throwing a rock, sweeping a rock, or calling for line/weight. If your team is not throwing a rock then you should be wearing your mask.

In-ice markers will be installed to help curlers maintain physical distancing – please be mindful of where you should be at all times.

Only one sweeper follows a delivered rock – no relaying (ie. no second sweeper taking over halfway) and a sweeper can only sweep between tee lines.

The skip/third of either team may not sweep any rock, of either colour, in motion or set in motion.

Players must designate one person to keep score for both teams. You may use the scoreboard or your phone or however you wish to keep score, as long as it is safe.

After each end, rocks shall be moved to their appropriate location by one person from each team. Each team will be responsible for designating a rock mover, ideally the 2nd or 3rd. Rocks should be moved with your feet or your broom. Please be careful when moving the rocks. Only the rock movers should be near the hacks while moving rocks, all other players should be at the tee-line or beyond.

Proper use of measuring devices: remove gloves, sanitize your hands, conduct measure, return measure device to its proper location, sanitize your hands.

During play, curlers can use their broom, but not their hands, to remove any debris from under the rock (i.e. the running surface). Bare hands will be allowed for throwing of the rock as rocks handles will be cleaned and sanitized before each draw. Curlers are encouraged to clean their gloves frequently.

Players select their two stones. No interchanging of stones during a game. Players should not touch any stones other than their own.

Two or more players who are part of the same family or social circle and are on the ice at the same time must follow the physical distancing guidelines as if they were not part of the same family or social circle.

Hand pump sanitizers, facial tissues and garbage bins will be provided on each sheet at each end to minimize distance and cross-sheet movement. There will also be one “cleaning station” on each side of the rink. In total, eight hand sanitizing points and garbage bins will be available on-ice for curlers and staff.

If you need to use the washroom during a game then you must put on your mask before leaving the ice surface. Players on Sheet 1 will leave the ice surface using the door nearest to the bar. Players on Sheet 3 will leave the ice surface using the door nearest to Sheet 3. Players on Sheet 2 will use either door, being aware not to interfere with game play and also to maintain 2 metre distancing.

Traffic to and from the washrooms will be via the stairs nearest to Sheet 3 only. The front entrance will be too wet and dirty.

Leagues may commence no earlier than Monday, November 2nd, 2020. We expect there to be a learning curve so the Board suggests Week 1 of play be dedicated to education of the new procedures. Any remaining time will be used to play. Week 2 will address any questions or concerns before the games begin. These procedures are new to everyone so please be patient and help each other.

Volunteering

Traditional volunteering duties (kitchen help and food donations) will not be required as WCC will not be hosting any events or bonspiels this season.

Club members will be required to volunteer for the following duties after every draw :

Smartserve Bartenders

Bartenders will wear a mask. There will be one dedicated bartender per draw. The bartender will NOT drink alcohol during their shift. Ideally, a curler who is also playing in the draw, will volunteer to be the dedicated bartender for that draw. If a Smartserve bartender is unavailable then the bar will not open. The bartender will also be responsible for cleaning duties. A list of items to be cleaned can be found in Appendix B.

Post game cleaning

This cleaning will require just 20 to 30 minutes to complete. A volunteer will be responsible for cleaning tabletops, wiping down chair backs plus any other common lounge touch points prior to leaving the Club. A list of items to be cleaned can be found in Appendix B. A log book of the daily cleaning will be maintained, to assist with monitoring the cleaning. Volunteer cleaners will provide their own PPE.

The Board will also arrange a weekly, more-thorough cleaning of the entire facility.

Monitor

EOHU requires one person to be designated as the monitor. This person will enforce the requirements outlined in this document. A monitor must be present for every draw. Ideally, the convenor will be the on-ice monitor during games, and the bartender and/or convenor will monitor the bar/lounge after the games.

The Volunteer Coordinator will maintain the schedule of volunteers, contacting members primarily via e-mail. The schedule will be posted on the bulletin board in the lounge.

Bar and Lounge Details

No spectators will be allowed in WCC until further notice.

Masks must be worn at all times while in the building, except when seated in the lounge eating or drinking.

Bartenders will wear a mask.

Tables and chairs will be arranged in the lounge to maximize physical distancing. No rearrangement of tables/chairs will be allowed.

There will be signage and markings on the floor which will aid you in maintaining social distancing. Lineups for the bar will run along the wall parallel to the kitchen.

The preferred method of payment is through contact-less debit.

Only individual serving sizes of food and beverage will be sold at the bar. No pitchers of beer or large bags of chips and popcorn will be sold.

The sharing of any food, including items brought by members, is not permitted.

All remotes will be stored behind the bar and for the exclusive use of the bartender.

The lounge policies and procedures are currently based on the Provincial law (364/20 as it pertains to restaurants, bars, etc.), and the EOHU as it pertains to masks. These policies and procedures will be reviewed and updated from time to time, as the preceding change or as required.

The main entrance (South doors) is to be used for entry and exit to the building.

The exit door by the bar will be used as an emergency exit only.

The exit door by the trophy case (North door) will be used as an emergency exit only.

Exiting the Club

Members will exit using the front door as we have done in the past. It is recommended that only one sheet at a time depart the lounge, to minimize congestion at the exit. We ask that members record their departure time on the Attendance log, to assist in contact tracking.

Ice Maintenance

The Head Ice Technician and their assistants will abide by strict procedures to limit the potential for transmission of COVID-19 between each other and WCC members. They must be the only personnel on the ice during this ice prep.

The Head Ice Technician and their assistants are responsible for their normal ice-prep duties plus the following :

- Sanitizing all rock handles on a per draw basis

- Sanitizing all scoreboards and score markers on a per draw basis

- Sanitizing all benches on a per draw basis

- Sanitizing all door handles facing into the ice playing area on a per draw basis

- Cleaning all rock running surfaces on a per ice maintenance (i.e. scrape) basis

- Cleaning all measuring devices on a per ice maintenance (i.e. scrape) basis

- Refilling all sanitizers to ensure none are empty on a per draw basis

- Emptying all garbage bins on a per ice maintenance (i.e. scrape) basis

Teams will not enter the ice surface until given the go-ahead by the Ice Prep crew.

Cleaning of the Building

There are significant requirements for cleaning as mandated by the province and public health authorities. The Board will be implementing these as a minimum requirement and will go beyond as required to maintain a safe environment.

WCC will adhere to all relevant government directed health protocols which take precedence over sports related recommendations. Safety of our members is paramount. The Board will instill a protocol of cleanliness and sanitization, however, the Board needs your support, cooperation, and due diligence to ensure all aspects are respected.

The Board will nominate someone to be responsible for coordinating appropriate acquisition of approved cleaning and sanitizing products. Approved supplies will be kept in the supply room along with all other building supplies. Cleaners and disinfectants will be clearly marked.

As a member, in general, when you use a surface, clean it afterwards. This is especially true in the kitchen and washrooms. Each area will have the necessary items to disinfect surfaces.

Additionally, the Board will arrange a weekly, more-thorough cleaning of the entire facility.

Membership

Members will be required to sign the following documents :

- Each Adult member to sign a “Declaration of Compliance” and a “Return to Play” waiver.

- Each parent or guardian of a member under 18 signs an “Assumption of Risk” agreement and “Rowan’s Law” waiver.

- Each member under the age of 26 is required to sign “Rowan’s Law” waiver.

These documents can be found in the appendices. Members are not permitted to play until all forms are signed and handed in with your registration form.

If there is a suspected/confirmed case of COVID-19 of any member or staff who has entered the facility, WCC will immediately contact EOHU and follow their guidance and procedures.

If cancellations or closures are necessary due to a COVID-19 outbreak either within WCC or within the community, refunds will not be provided. The club is committing to you, our members, by spending the necessary dollars to put the ice in and get the club running for the season. In return, the Board asks that you commit to WCC and understand that the club is a non-profit organization and will be unable to provide refunds if closures or cancellations occur.

If the season is cancelled before the ice plant is turned on then refunds will be available.

Proposed Schedule

Due to Covid, the Club will not host any bonspiels during the season. This means the weekends are available for use by the membership. The Board will offer the opportunity to have league play on weekends, if there is enough interest from the members.

If there is enough interest for playing on the weekend, we can introduce, for example :

another draw for the Daytimers,

a second Fixed league,

another Mixed league,

a Men's league.

We can also attempt to make use of available day-time curling on Tuesday, Wednesday and Friday. This is new territory for the Club but we are hoping to keep the curling and socializing as normal as past years.

Appendix A – Self Assessment form

Cleaning supplies can be found in the downstairs supply closet. The supply closet doorknobs and light switch must also be wiped down after use.

Bar – Bartender is responsible for cleaning the following items before they leave the Club :

top of bar, taps of sink, tap of keg fridge, door of keg fridge, tv remotes, cash register, debit card tap reader, light switch, keys, lock on drink fridge, drink fridge door handles, liquor cabinet lock, liquor cabinet door handle, liquor bottles, shot dispenser thingees, cabinet door handles

Kitchen – Each person who uses the kitchen is responsible for cleaning after they are finished with it. The following items, plus whatever else that was touched, must be cleaned and sanitized prior to leaving the Club :

sink taps, cupboard doors/handles, drawer handles, microwave doors/handles, refrigerator/freezer doors/handles, stove/oven control panels, stove/oven doors/handles, broom, dustpan, soap dispenser, kettle, coffee machines, keurig machine

Lounge – One volunteer will clean and sanitize the following before leaving the Club :

table tops, chairs, light switches, handrails, thermostat, main door handles, ice rink door handles, security panel keypad, pens at sign-in station. If required, sweep the floors and stairs. If required, vacuum the lounge carpet.

Office – Each person who uses the office is responsible for cleaning after they are finished with it. The following items, plus whatever else that was touched, must be cleaned prior to leaving the Club :

door knobs, light switch, keys, safe handle, safe keypad

Washrooms - Each person who uses the washroom is responsible for cleaning it after they are finished. The following items, plus whatever else that was touched, must be cleaned prior to leaving the washroom :

door knobs, light switches, sink taps, toilet seats, toilet flush handles, soap dispensers, countertops

An individual (or the individual’s parent/guardian, if the individual is younger than the age of majority) who is unable to agree to the terms outlined in this document is not permitted to enter the Organization’s facilities or participate in the Organization’s activities, programs, or services.

I, the undersigned being the individual named above and the individual’s parent/guardian (if the individual is younger than the age of majority), hereby acknowledge and agree to the terms outlined in this document:

The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization and COVID-19 is extremely contagious. The Organization has put in place preventative measures to reduce the spread of COVID-19 and requires all individuals (or their parent/guardian, when applicable) to adhere to the compliance standards described in this document.

The individual has not been diagnosed with COVID-19; OR If the individual was diagnosed with COVID-19, the individual was cleared as noncontagious by provincial or local public health authorities more than 14 days prior to the date this Declaration of Compliance was signed.

The individual has not been exposed to a person with a confirmed or suspected case of COVID-19; OR If the individual was exposed to a person with a confirmed case of COVID-19, the date of exposure was more than 14 days prior to the date this Declaration of Compliance was signed.

The individual is attending or participating voluntarily and understands the risks associated with COVID-19. The individual (or the individual’s parent/guardian, on behalf of the individual (when applicable)) agrees to assume those risks, including but not limited to exposure and being infected.

The individual has not, nor has anyone in the individual’s household, experienced any signs or symptoms of COVID-19 in the last 14 days (including fever, new or worsening cough, fatigue, chills and body aches, respiratory illness, difficulty breathing, nausea, vomiting or diarrhea, pink eye, or loss of taste or smell).

If the individual experiences, or if anyone in the individual’s household experiences, any signs or symptoms of COVID-19 after submitting this Declaration of Compliance, the individual will immediately isolate, notify the Organization, and not attend any of the Organization’s facilities, activities, programs or services until at least 14 days have passed since those symptoms were last experienced.

The individual has not, nor has any member of the individual’s household, travelled to, or had a lay-over in any country outside Canada, or in any province other than Ontario in the past 14 days. If the individual travels, or if anyone in the individual’s household travels, outside Ontario after submitting this Declaration of Compliance, the individual will not attend any of the Organization’s facilities, activities, programs or services until at least 14 days have passed since the date of return.

The individual is following recommended guidelines, including but not limited to, practicing physical distancing, trying to maintain separation of six feet from others, adhering to recognized hygiene best practices, and otherwise limiting exposure to COVID-19.

The individual will follow the safety, physical distancing, and hygiene protocols of the Organization.

This document will remain in effect until the Organization, per the direction of the provincial government and provincial health officials, determines that the acknowledgements in this Declaration of Compliance are no longer required.

The Organization may remove the individual from the facility or from participation in the activities, programs or services of the Organization at any time and for any reason if the Organization believes, in its sole discretion, that the individual is no longer in compliance with any of the standards described in this document.

(collectively the “Organization”), including but not limited to: games, tournaments, practices, training, personal training, dry land training, use of strength training and fitness conditioning equipment, machines and facilities, nutritional and dietary programs, orientational or instructional sessions or lessons, aerobic and anaerobic conditioning programs (collectively the “Activities”), the undersigned being the Participant and Participant’s Parent/Guardian (collectively the “Parties”) acknowledges and agrees to the following terms outlined in this agreement:

I am the Parent/Guardian of the Participant and have full legal responsibility for the decisions of the Participant.

Description and Acknowledgement of Risks

The Parties understand and acknowledge that:

The Activities have foreseeable and unforeseeable inherent risks, hazards and dangers that no amount of care, caution or expertise can eliminate, including without limitation, the potential for serious bodily injury, permanent disability, paralysis and loss of life. The sport of curling is played on a sheet of ice, which is slippery, hard, and dangerous;

A pertinent risk to participating in the sport of curling is the risk of suffering serious head injury should the Participant fall, trip, or stumble onto the ground or ice. It is highly recommended that the Participant wear a helmet at all times when participating in the sport of curling;

The Organization has a difficult task to ensure safety and it is not infallible. The Organization may be unaware of the Participant’s fitness or abilities, may misjudge weather or environmental conditions, may give incomplete warnings or instructions, and the equipment being used might malfunction;

The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization and COVID-19 is extremely contagious. The Organization has put in place preventative measures to reduce the spread of COVID-19; however, the Organization cannot guarantee that the Participant will not become infected with COVID-19. Further, participating in the Activities could increase the Participant’s risk of contracting COVID-19.

The Participant is participating voluntarily in the Activities. In consideration of that participation, the Parties hereby acknowledge that they are aware of the risks, dangers and hazards and may be exposed to such risks, dangers and hazards. The risks, dangers and hazards include, but are not limited to:

Health: executing strenuous and demanding physical techniques, physical exertion, overexertion, stretching, dehydration, fatigue, cardiovascular workouts, rapid movements and stops, lack of fitness or conditioning, traumatic injury, bacterial infections, rashes, and the transmission of communicable diseases, including viruses of all kinds, COVID-19, bacteria, parasites or other organisms or any mutation thereof.

Premises: defective, dangerous or unsafe condition of the facilities; falls; collisions with objects, walls, equipment or persons; dangerous, unsafe, or irregular conditions on floors, ice, or other surfaces, extreme weather conditions; travel to and from premises.

Use of Equipment: mechanical failure of the equipment; negligent design or manufacture of the equipment; the provision of or the failure by the Organization to provide any warnings, directions, instructions or guidance as to the use of the equipment; failure to use or operate the equipment within my own ability.

Contact: contact with brooms, brushes or curling stones, other equipment, vehicles, or other persons, and may lead to serious bodily injury, including but not limited to concussions and/or other brain injury, or serious spinal injury.

Advice: negligent advice regarding the Activities.

Ability: Failing to act safely or within my own ability or within designated areas.

Sport: the game of curling and its inherent risks, including but not limited to, running, sliding or slipping on the ice surface, delivering the curling stone, skipping or sweeping, stepping onto the ice surface from the walkway or onto the walkway from the ice surface, or stepping over dividers that divide one sheet of ice from the next.

Cyber: privacy breaches, hacking, technology malfunction or damage.

Conduct: My conduct and conduct of other persons including any physical altercation between participants.

Travel: Travel to and from the Activities.

Terms

In consideration of the Organization allowing the Participant to participate in the Activities, the Parties agree:

That when the Participant practices or trains in their own space, the Parties are responsible for the Participant’s surroundings and the location and equipment that is selected for the Participant;

That the Participant’s mental and physical condition is appropriate to participate in the Activities and the Parties assume all risks related to the Participant’s mental and physical condition;

To comply with the rules and regulations for participation in the Activities;

To comply with the rules of the facility or equipment;

That if the Participant observes an unusual significant hazard or risk, the Participant will remove themselves from participation and bring their observations to a representative of the Organization immediately;

The risks associated with the Activities are increased when the Participant is impaired, and the Participant will not participate if impaired in any way;

That it is their sole responsibility to assess whether any Activities are too difficult for the Participant. By the Participant commencing an Activity, they acknowledge and accept the suitability and conditions of the Activity;

That COVID-19 is contagious in nature and the Participant may be exposed to, or infected by, COVID-19 and such exposure may result in personal injury, illness, permanent disability, or death; and,

That they are responsible for the choice of the Participant’s safety or protective equipment and the secure fitting of that equipment.

In consideration of the Organization allowing the Participant to participate, the Parties agree:

That the Parties are not relying on any oral or written statements made by the Organization or their agents, whether in brochure or advertisement or in individual conversations, to agree to participate in the Activities;

That the Organization is not responsible or liable for any damage to the Participant’s vehicle, property, or equipment that may occur as a result of the Activities; and

That this Agreement is intended to be as broad and inclusive as is permitted by law of the Province of Ontario and if any portion thereof is held invalid, the balance shall, notwithstanding, continue in full legal force and effect.

Jurisdiction

The Parties agree that in the event that they file a lawsuit against the Organization, they agree to do so solely in the Province of Ontario and they further agree that the substantive law of the Province of Ontario will apply without regard to conflict of law rules.

Acknowledgement

The Parties acknowledge that they have read this agreement and understand it, that they have executed this agreement voluntarily, and that this Agreement is to be binding upon themselves, their heirs, their spouses, parents, guardians, next of kin, executors, administrators and legal or personal representatives.
