The New Bedford Housing Authority (NBHA) is being impacted by effects of the global pandemic and is following all federal and local guidance with regards to health and safety of residents, participants, and staff.

The Department of Housing and Urban Development (HUD) issued a Notice on April 9, 2020 listing all of the currently available waivers and administrative relief being offered to Public Housing Authorities in order to accommodate changes in operations as a result of the pandemic.

Notice of adoption of the following were given to and approved by the NBHA Board of Commissioners on April 23, 2020: Extension of Deadline for submission of 5 year and annual plan to 01/16/2021; family income and composition annual examinations to 12/31/2020: family income and composition annual examination income verification requirements to 12/31/2020; family income and composition interim examinations to 12/31/2020; EIV monitoring to 12/31/2020; FSS contract of participation to 12/31/2020; waiting list open and closing notice to 12/31/2020; initial HQS inspection requirements to 12/31/2020 or 1 year of anniversary of date of owners certification; PBV pre HAP contract inspections and acceptance of completed unit to 12/31/2020 or 1 year anniversary of the date of owners certificate; HQS initial inspection

non-life threatening deficiencies up to 30 days for owner repair to 12/31/2020; HQS initial inspection owner self-certification of no life threatening deficiencies to 12/31/2020 or 1 year of date of owners certification; HQS biennial inspection requirement to 10/31/2020 or 1 year after the date of which the biennial inspection would have been required absent the waiver; HQS interim inspection requirement to 12/31/2020; PBV turnover unit inspections to 12/31/2020; PBV HAP contract HQS inspections to add or substitute units by owner certification to 12/31/2020 or 1 year anniversary of date of owners certification; HQS quality control inspections to 12/31/2020; HQS space and security requirement remains in effect one year from lease term or date of the HUD notice, whichever is longer; approval by the board for administrative plan policy changes to 09/30/2020; HCV oral briefings requirement to 12/31/2020; HCV term of voucher extensions to 12/30/2020; HCV absence from unit longer than 180 days to 12/30/2020; HCV execute HAP contract after 60 day deadline to 12/31/2020; HCV automatic termination of HAP contract to 12/31/2020; HCV increase in payment standard during HAP contract term to 12/31/2020; utility allowance schedule required review and revision to 12/31/2020; fiscal closeout of capital grant funds varies; total development cost waives TDC and HCC limits for development proposals submitted to HUD no later than 12/31/2021; cost and other limitations type of labor to 12/31/2020board approval requirement for ACOP adoption of tenant selection policies to 09/30/2020; community service self sufficiency requirement to 03/31/2021; energy audits to one year beyond 2020 audit deadlines; over income families to 12/31/2020; review and revision of utility allowance to 12/31/2020; advance tenant notification for changes to project rules and regulations to 12/31/2020.
