Right To Life Act of South Carolina (SC Personhood Bill)

COLUMBIA -- For the first time in the 12 years since personhood legislation was first introduced in the

South Carolina Senate in 1998, a vote regarding the legislation occurred on the floor of the SC Senate today,

April 13. Primary sponsor, Christian pro-life Senator Lee Bright (R-Spartanburg) moved to Recall the Personhood Bill,

S.450, from Senator Glenn McConnell’s (R-Charleston) Judiciary Committee, where it has been intentionally blocked

by McConnell’s hand-picked Judiciary Subcommittee chairman Senator Jake Knotts (Lexington). Senator Knotts has

refused to even hold a public hearing on the bill. After a period of debate on Senator Bright’s Recall motion today,

an opposing motion to Table the Recall motion was proposed, which passed 24 -18, thereby killing Senator Bright’s

effort to Recall S.450 from McConnell’s / Knotts’ Committees.

S.C. Unlikely To Pass Fetus 'Right To Life' Bill This Year

abortion/archives/068401.html

COLUMBIA -- Supporters of legislation that would grant a “right to life” to fetuses have been unable to schedule a vote

on the issue in the South Carolina Senate, making it unlikely the measure will pass this year. While it did not mention

abortion, the bill by Sen. Lee Bright, a Spartanburg County Republican, would vest the right to life under the state's Constitution to a fetus upon conception, a move opponents said could make abortion an act of manslaughter or murder

and cause problems in wills and trusts. Senate President Pro Tem Glenn McConnell, a Charleston Republican who also chairs the Senate Judiciary Committee, argued Tuesday the bill would invite an expensive lawsuit the state would not win.

SC Senate Journal - March 30, 2010 - Remarks of SC Senator Mike Rose (R-Dorchester/Charleston)

- "There is a trend in the last few years in the U.S. Supreme Court. I've got three cases here in which the

U.S. Supreme Court upheld state laws that conflicted with laws of the federal government."

- "Today we have a new theory. We have a new plan of action endorsed by the U.S. Supreme Court steadily growing,

case by case, to carve out areas in which the states can preserve their own rights. And we should take advantage of this."
