The League did not have an army so it would have to ask its members to donate troops (they didn’t want to due to the Depression and after-effects of WW1). The only sanctions the League could impose were economic/trade sanctions but the Depression meant that member countries were not willing to stop trading out of fear of unemployment at home. ................
