Roll was called.Pearl Thorndal-Stewart Councilmember presentJordan Pace Councilmember presentDoug Robinson Councilmember presentPat Kearney Councilmember presentScott Chesnut Mayor presentMel Pace Clerk presentPat Kearney led the pledge of allegiance.Mayor Chesnut asked if all councilmembers had read the minutes. Pat Kearney asked that excused council members be written in. Mel Pace stated that she would make the correction. Pearl Thorndal- Stewart made a motion to approve the minutes with corrections. Pat Kearney seconded. All were in favor. The motion passed.Mayor Chesnut thanked everyone for their work on Apple Days. It was a big success and thanked everyone who participated in it. The fireworks were a big hit.The council scheduled a Town Council Work Meeting for 6:30 pm on Friday the 16th. They would discuss the number and members going forward with the Planning and Zoning Commission at the work meeting.Town Treasurer Colleen Dudleston presented the bills and financial reports. Pat Kearney made a motion to pay the bills. Jordan Pace seconded. All were in favor. The motion passed.Dustin Oyler gave a maintenance report. The fire station was started on today by H&R. The new springs are being worked on. Pat Kearney thanked Dustin Oyler for all his hard work during the work on the 4th of July. The council all thanked him.Janet Hansen requested to be on the agenda. She has concerns for the supply in culinary water and demand. She stated that the drought might affect the town’s water supply even more next year. She would like council to look at the facts closely and be responsible with future water connections. Janet Hansen asked the council if the springs are producing and how much water is being delivered to our district? She asked if the town keeps a record of what each spring is producing. Mayor Chesnut stated that there is a meter on every tank. Dustin Oyler gave the following information: Sulphur is reading 70 gallons a minute, Birch is reading 21 gallons a minute, Chaffin is reading 980 gallons a minute. Mayor Chesnut stated that Indian has been reading 64 gallons a minute for the last 30 years. Dustin Oyler mentioned that Chaffin has increased over 600 gallons a minute in the last two years. Janet Hansen asked in total how much is coming into the tanks? Dustin Oyler answered that 1071 gallons per minute are going into the tanks without counting Indian. Janet Hansen asked what amount of water is going out per month? Dustin Oyler answered that he didn’t have the monthly totals, but gave the daily usage numbers instead. He stated that the highest useage is between the hours of 6-10am with the peak being at 260 gallons a minute. The next highest water usage is between the hours of 10am-4pm with the peak use being at 150 gallons a minute. Janet Hansen asked why Sand Creek Irrigation isn’t getting overflow? Dustin Oyler stated that the tanks have been overflowing for 2-3 hours every couple days. Janet Hansen stated that the usage must be more than what the town is figuring because Sand Creek Irrigation is getting very little overflow. Pearl THorndal-Stewart stated that there is more storage in our system because of new pipes. Mayor Chesnut added that the 12 inch water line from the forest service line to the tank holds more that the small tank does. Distribution holds a lot of water storage. There is as much storage in the lines as in the tanks. The lines are not always charged. Jordan Pace also thinks that the water is being lost somewhere. There should be more overflow if the numbers area right.Janet Hansen is concerned about commercial development in the water district. She feels that the water connection for big motels and developments need to be slowed down or stopped. Mayor Chesnut stated that as of 5pm today that Torrey Town is 40 gallons a minute over peak demand of what state requires. Carolyn Mooseman asked how much water in gallons does Torrey need to have in reserve for fire suppression? Mayor Chesnut answered that the town has several million gallons of water setting in storage between the lines and tanks. The fire hydrants are tested. Carolyn Mooseman expressed concerns for the future, if Torrey sells water outside of the town in our water district in the wetland. As a citizen, she is concerned that we will be looking at a central sewer line. Janet Hansen asked Colleen Dudleston how many hookups are left from the study done 80s. Colleen Dudleston states that the study concluded that there were 89 ERU’s (Equivilent Residental Use). There are 81 hookups right now used out of the 89. There are eight left. Mayor Chesnut stated that Ensign is working on a current study but is waiting for the new springs to be developed to come up with a new ERU number. Pat Kearney stated that 89 is the number we are working with and have been for all these years. Janet Hansen asked if motel rooms and trailer parks are calculated in the water hookups. Pat Kearney answered that they are calculated into the ERUs.Janet Hansen read portions of the 2006 water resolution to the council to refresh their memories. She stated that this is a reminder and something to think about. Many town citizens ask the council to slow down or stop selling connections until the drought eases. She then stated to please be wise and thanked them.Gary Bagley water connection application: Gary Bagley is looking into putting in a few more buildings. This will be the last meter that they request. They have a loop system to keep the water fresh and not stagnant. They have enough water already to complete the construction. They are requesting another meter to complete the loop system. Pat stated that the ERUs may drain the 8 hookups that left. Bagley stated that they do have irrigation and well water for landscaping. Pat Kearney mentioned that in light of the circumstances, that the council needs to learn more about the ERUs. She would like to table it and discuss it at the next the work meeting. Doug Robinson stated that if we sell another commercial hookup to you, a new owner can expand. He would like to have stipulations on the potential connection so that a new owner couldn’t go beyond the current ERU count. This would be insurance for the town. Gary Bagley will have ERUs for the work meeting. The water connection was tabled until the July 16th town council work meeting.Hanseen Water Connection Application: Hanseen asked for a water connection for a one-bedroom vacation home within the town limits. Pearl THorndal-Stewart made a motion to give water connection to Hanseen. Pat Kearney seconded. All were in favor. The motion passed.Pat Kearney gave a report on trees and the office. She thanked Bob Emerich for the tree donation. They finally have a reserve in the tree account. Everything in the office is going well.Doug Robinson gave a report on the water. He wants to make note that the town is down to 7 water connections. He would like to discuss water at the work meeting. It needs to be put on agenda.Jordan Pace gave a report on roads. He will get with Dustin Oyler to see if he has a key to the speed sign to get it programed and replace the battery. He will hook it up to the computer. Pearl Thorndal-Stewart gave a report on the post office and park . The post office still isn’t painted. The paint was stolen and needs to be repurchased. The pavilion needs to have the corkboard installed before next week. She will look for a grant for playground equipment.Mickey Wright gave a P&Z and IT report. During the June planning and zoning meeting the following were approved: Rick and Debbie Holt’s storage shed, Wild Rabbit Pergula and the Torrey Fire Station. They reviewed the draft sign ordinance. There is a public hearing on the 29th of July for the purposed sign ordinance. He presented an example of an engine break ordinance to the council. The council had concerns of how the town would enforce it. Mickey Wright bought up a few items that may need clarification in the zoning ordinanceThere were no citizen concerns.Pat Kearney made a motion to adjourn the meeting.
