Official transcripts, including a degree was conferred, and certificates must be submitted to Human Resources in order to qualify for the increased pay rates. EMPLOYMENTEmployment of a substitute teacher occurs according to the current needs of Prosper ISD and Prosper ISD reserves the right to assign a substitute teacher to a specific assigned campus. Individuals desiring employment as a substitute teacher in Prosper ISD are required to complete a substitute teacher employment application. Applicants selected as substitute teacher candidates are to be fingerprinted in accordance with Senate Bill 9 before attending a substitute orientation. Background checks and fingerprinting will be completed on all substitute teacher applicants. Substitute teacher applicants selected for employment will be notified of their orientation meeting date. Additional forms, completed at the orientation and appropriate processing are required before employment. A substitute teacher’s social security number is required for identification in payroll and for registration in the Absence Management System. Substitute teachers may not be eligible for unemployment compensation benefits drawn on school district wages during any scheduled school breaks including, but not limited to, the summer break, winter break, and spring breaks in accordance with the Letter of Reasonable Assurance which was signed in the substitute teacher application. This assurance is contingent on continued school operations and will not apply in the event of any disruption that is beyond the control of the district (e.g., lack of school funding, natural disasters, court orders, public insurrections, war, etc.).Services rendered as a substitute teacher may be credited towards retirement provided such service is for at least 90 days in a school year. Eligible individuals are responsible for contacting the Teacher Retirement System of Texas for further information. RETIRED EMPLOYEESAn employee retired from a Texas school district, currently drawing pay from TRS, may substitute teach as many days as desired following one complete calendar month of non-work. Substitute teacher pay for retired Texas school district employees will be the usual and customary pay rate paid to substitute teachers in Prosper ISD. For TRS purposes, a substitute teacher is a person who serves on a temporary basis in the position of a current employee. If the position is vacant, the retiree cannot be a substitute teach per TRS purposes. Individuals are responsible for contacting TRS to identify any ramifications, such as loss of benefits that may occur due to employment as a substitute teacher. (Standard 1.1)The educator shall not use institutional or professional privileges for personal or partisan advantage. (Standard 1.4)The educator shall not reveal confidential information concerning students unless disclosure serves lawful professional purposes or is required by law. (Standard 3.1)The educator shall not intentionally, knowingly, or recklessly treat a student or minor in a manner that adversely affects or endangers the learning, physical health, mental health, or safety of the student or minor. (Standard 3.2)The educator shall not intentionally, knowingly, or recklessly misrepresent facts regarding a student. (Standard 3.3)The educator shall not exclude a student from participation in a program, deny benefits to a student, or grant an advantage to a student on the basis of race, color, gender, disability, national origin, religion, family status, or sexual orientation. (Standard 3.4)The educator shall not intentionally, knowingly, or recklessly engage in physical mistreatment, neglect, or abuse of a student or minor. (Standard 3.5)The educator shall not solicit or engage in sexual conduct or a romantic relationship with a student or minor. (Standard 3.6)The educator shall not furnish alcohol or illegal/unauthorized drugs to any person under 21 years of age unless the educator is a parent or guardian of that child or knowingly allow any person under 21 years of age unless the educator is a parent or guardian of that child to consume alcohol or illegal/unauthorized drugs in the presence of the educator. (Standard 3.7)DRESS CODEAll substitute teachers are required to dress in a manner that reflects a professional appearance while appropriate for the position of the substitute teacher’s specific job assignment. Any questions should be referred to the campus administrator. All substitute teachers shall observe modesty, appropriateness and neatness in clothing and personal appearance. Substitute teachers are professionals and should dress and act accordingly. PROHIBITED ITEMS ON SCHOOL PROPERTYState law prohibits smoking, using tobacco products, or e-cigarettes on all district-ownedproperty and at school-related or school-sanctioned activities, on or off school property. Thisincludes all buildings, playground areas, parking facilities, and facilities used for athletics andother activities. Prosper ISD is committed to maintaining an alcohol and drug free environment and will not tolerate the use of alcohol and illegal drugs in the workplace and at school-related or school-sanctioned activities on or off school property. Substitute teachers, students, visitors and employees, including those with a license to carry a handgun, are prohibited from bringing firearms, knives, clubs, or other prohibited weapons onto school premises (i.e., building or portion of building) or any grounds or building where a school-sponsored activity takes place. A person, including a substitute teacher, who holds a license to carry a handgun may transport or store a handgun or other firearm or ammunition in a locked vehicle in a parking lot, garage or other Prosper ISD provided parking area, provided the handgun or firearm or ammunition is properly stored, and not in plain view. To ensure the safety of all persons, substitute teachers who observe or suspect a violation of the district’s weapons policy should report it to the campus administrator immediately. TECHNOLOGY USAGEGenerally, substitute teachers do not have complete access to Prosper ISD’s technology, with the exception of some long-term assignments. When using technology of Prosper ISD, substitute teachers are required to comply with Prosper ISD Acceptable Use Policy. Failure to do so can result in termination of privileges and may lead to termination of active substitute teacher status. A copy of the Policy may be accessed online at . REMOVAL FROM THE SUBSTITUTE SYSTEMFailure to comply with Prosper ISD policies and the guidelines established in Prosper ISD’s Substitute Handbook may result in adverse employment action against the substitute teacher including, but not limited to, termination and/or removal from Prosper ISD’s substitute system.Other actions that may result in removal from the substitute system are: Any single incident determined by Prosper ISD to be inappropriate in carrying out the substitute’s responsibilities. More than 3 cancellations by the substitute within 24 hours of the start time of the assigned job.More than 5 tardies by the substitute after 5 minutes of the start time of the assigned job. Excluded from 3 or more campuses.Failure to complete 3 full assignments per semester.Failure to return Letter of Reasonable Assurance at the end of each school year.SUBSTITUTE PAY RATESPayment is made through direct deposit on the 25th of each month, unless it falls on a weekend or holiday. If it falls over the weekend, payment will be made on the Friday before the weekend. Payment is deposited the month following the completed assignment. For example, if an assignment is completed in September, payment will be deposited in October. Substitute teachers are enrolled in the FICA Alternative Plan in lieu of social security. This mandatory deduction will be explained in more detail during new substitute orientation. If there are discrepancies in the amount of the payment deposited and the number of days worked, the substitute teacher should contact the Payroll Supervisor, Keri Croy, at 469-219-2013 or kbcroy@prosper-.If a substitute teacher has to update any changes to their direct deposit account and/or bank information, please bring a voided check or direct deposit form from the bank to our Payroll Department located at 605 E Seventh Street. Substitute teachers should inform Tracy Brewster in Human Resources at tlbrewster@prosper- with any changes to their home and/or email addresses or home/cell phone numbers. 2020-2021 SUBSTITUTE PAY DATESSeptember 25, 2020October 23, 2020November 20, 2020December 18, 2020January 25, 2021February 25, 2021March 25, 2021April 23, 2021May 25, 2021June 25, 2021SUBSTITUTE HEALTH INSURANCEProsper ISD provides health coverage to employees through TRS-ActiveCare. A Prosper ISD substitute teacher is eligible to enroll in TRS-ActiveCare if Prosper ISD reasonably expects the substitute teacher to work at least 10 hours per week. Hours worked for other school districts are not considered in determining whether a substitute teacher is eligible for benefits through Prosper ISD. Although Prosper ISD reasonably expects substitute teachers to work at least 10 hours per week (40 hours per month), Prosper ISD does not guarantee that a substitute teacher will receive 10 hours every week. Prosper ISD’s need for substitute teachers varies from week to week. In some weeks, a substitute teacher may not be able to accept assignments due to illness or other personal reasons. For theses reasons, Prosper ISD is willing to look at it as 40 hours a month. Due to the Affordable Care Act, a substitute teacher must accept or decline medical coverage within 31 days from your hire date. A substitute teacher will receive an email from Michelle Benvie, Benefits Specialist, with information, rates and instructions for the online process. If a substitute teacher declines coverage, the substitute teacher cannot enroll again until the next plan year unless the substitute teacher experiences a Qualified Event per the IRS guidelines. However, if a substitute teacher who meets eligibility requirements as regularly scheduled to work 10 or more hours per week declines coverage, he or she may elect coverage later during the plan year if changing status to a TRS member (i.e. becoming a full-time employee with Prosper ISD). If a substitute teacher responds to the email that he or she would like to enroll, he or she will be responsible for the full premium. The substitute teacher must submit payment by check made payable to Prosper Independent School District for one calendar month of their enrollment. The premiums for subsequent months must be submitted to Prosper ISD by the 25th of the preceding month. If a substitute teacher fails to timely pay the monthly premiums, Prosper ISD will proceed with the coverage cancellation process. The substitute teacher coverage may also be cancelled if he or she lose eligibility for TRS-ActiveCare. Contact information can be found on the Benefits page of Prosper ISD’s website under Departments. If a substitute teacher is removed from Prosper ISD substitute system, he or she who is enrolled in TRS-ActiveCare will become ineligible for health coverage and will be provided notice regarding continuation coverage under COBRA (if eligible). Cancellation due to non-payment is considered a voluntary drop so he or she will not be eligible for COBRA. Please note that student and staff safety is our first priority. The decision to call off school is a very important one and is made only after thorough consideration. The district may close schools because of bad weather or emergency conditions. When such conditions exist, the Superintendent will make the official decision concerning the closing of the district’s facilities. When it becomes necessary to open late, to release students early, or to cancel school, district officials will post a notice on the district’s website and notify radio and television stations.Radio & Television Announcements - Official announcements during inclement weather will be made on WBAP News Talk 820 AM and on KXAS Channel 5, KDFW Fox 4 News, KTVT Channel 11 and WFAA Channel 8.Inclement weather that may exist in this area includes:TornadoesThunderstorms and high winds Flash floodsHeavy snow or ice stormsHeat wave, ozone alert, and droughtSubstitute teachers that are assigned to job assignments on school days that have been cancelled due to inclement weather will not be paid. Substitute teachers on a long-term assignment will continue their daily count but will not be paid. Substitute teachers are required to meet the specific hours for the assigned job. The set start and end hours for the job are stated on the Absence Management System when the assignment in posted and accepted. If a substitute teacher is unable to fulfill their previously accepted assignment, they should communicate with the campus contact (see the table above) AS SOON AS POSSIBLE so a replacement can be secured. Cancellations cannot be made by the substitute teacher in the Absence Management System once a job has been accepted. IV.SUBSTITUTE DUTIES AND RESPONSIBILTIESGENERALThe substitute teacher is expected to be attentive and on duty during the entire time of the assignment, as defined for each campus and/or position and to perform the duties of the regular teacher. The substitute teacher will preserve the regular routine and follow the lesson plans provided by the teacher, unless otherwise instructed by the team leader or campus administrator. Substitute teacher will never leave students unattended. Due to the needs of a campus, a substitute teacher may be asked to work a different assignment other than the one that he or she was originally assigned. The substitute teacher is expected to stay on campus for the duration of the shift. If there is not a scheduled class during a specific period of the day, please check in with the front office to provide other assistance as needed. Please be aware that a substitute teacher is not to leave early even if the class period of the day is an off-period. A substitute teacher, serving as a long-term substitute, assumes the role and responsibilities of the regular teacher. These duties may include, but are not limited to, planning lessons, attending team meetings, entering grades, conducting parent conferences etc. A multi-day assignment is at-will. A campus administrator reserves the right to end any multi-day substitute assignment, including long-term assignments, at any time with or without cause, if the campus administrator determines the removal is in the best interest of Prosper ISD. The substitute teacher will not receive money from students unless instructed to do so by the campus administrator. If money is collected, the substitute teacher will deposit it with the school secretary before leaving the building. Substitute teachers will not lend money to students for any purpose. The substitute teacher will not leave the building during the school day without notifying the campus secretary and complying with Prosper ISD policy regarding signing out.Use of personal items, such as a book, newspaper, cell phone, or other personal electronic devices while supervising students is prohibited. Students require full-time supervision. Cell phones and personal electronic devices must be silenced during the day. Substitute teachers should not bring any outside materials to class for lessons. The teacher will provide all information and materials necessary to conduct the lessons. Substitute teachers should be cautious in accepting assignments that are beyond their realm of qualification and comfort level; such as, accepting a Spanish bilingual assignment when the substitute teacher cannot speak or understand Spanish. Substitute teacher will not substitute teach in the same class as their child or immediate relative. Substitute teacher will not have lunch with their child while they are working an assignment. PROFESSIONAL ETHICSAs previously stated, all individuals serving as a substitute teacher for Prosper ISD shall comply with all Prosper ISD Board Policies, including but not limited to “Standards of Conduct.” DH (Legal), DH (Local), and DH (EXHIBIT).The substitute teacher must maintain the confidentiality of all student records in accordance with FERPA (Family Education Rights and Privacy Act). The substitute teacher will use extra caution in expressing personal opinions and reactions about any subject. Under no circumstances will a substitute teacher criticize a teacher or a student in the presence of other teachers, assistants, volunteers and students. It is not appropriate for a substitute teacher to provide students with personal information or receive personal information from students. This may result in removal from the substitute system. This includes, but is not limited to, email, social media, website, phone number, address as well as personal materials such as photos and videos. Questions or comments should be directed to the campus administrator.SUBSTITUTE PROCEDURESArrive on-time to get organized and prepared for class.Provide your driver’s license to the campus receptionist to receive a visitor’s badge. Please wear the visitor’s badge on the front of your shirt at all times throughout the time on the campus. Return the badge to the receptionist when you sign out at the end of your assignment. Sign the sign-in sheet at the front desk. If the sheet is not available, please contact the campus secretary. Take the attendance worksheet(s) with you to the classroom.Please confirm with the receptionist or campus secretary of any extra duty responsibilities that will be required for the day. Some examples could be, lunch duty, recess duty, morning or after school duty. Introduce yourself and meet other team members whenever possible as they will provide pertinent information and assistance to you during the day. Review lesson plans and the daily schedule of activities. If lesson plans were not provided, notify the team leader or another member of the team if the team leader is not available. Greet the students as they enter the classroom. When class begins, please introduce yourself to the class. Check attendance at the start of the class. For elementary campuses, attendance worksheets must be submitted no later than 10:00 am. For middle and high school campuses, attendance worksheets are completed at the start of every class and returned to the attendance clerk office immediately after completing the worksheet. Begin lesson plans as quickly as possible.Administer any assignments or tests and collect the papers to leave on the teacher’s desk. Please do not grade assignments or tests. Please do not take any collected papers out of the classroom. Do not allow students to grade each other’s papers. Please leave detailed notes for the teacher. Some examples of detailed items in a note are: lesson plans not completed and an explanation why they were not completed, positive feedback on classroom behavior, anything unusual that may have happened during the class or classes.Please respect the teacher’s classroom and leave it in the same condition as it was found at the beginning of the day. STUDENT ILLNESS OR ACCIDENTIf a student becomes ill while at school or has an accident, the student should be sent to the nurse’s office with a pass. In the case of a serious illness, accident, or injury, do not move the student. Please call and send for the school nurse or administrator immediately. If the substitute teacher is involved in an accident on campus, please report it to the school nurse immediately. Under no circumstances should a substitute teacher administer medicine to a student. Regarding the treatment of students, all substitute teachers must comply with Prosper ISD Board Policies Health Requirements. The following drills may occur on campus: Lockout, Lockdown, Evacuate, and Shelter.CLASSROOM INSTRUCTIONThe substitute teacher is responsible for students, equipment, and materials assigned to his or her care. The substitute teacher shall make every effort to carry on the regular work of the classroom teacher and complete the lesson plans. The substitute teacher will not have access to students or associate with students except during class time. Being alone with a student, eating lunch with students, or providing students with a pass to return to the class are examples of inappropriate situations that may result in removal from the substitute system.In addition to the general information provided above, the substitute teacher will comply with all Prosper ISD Board Policies, all instructions given by the campus administrator and any and all information contained in campus handbooks. CLASSROOM MANAGEMENTThe substitute teacher should be appropriate at all times when communicating with students. Remember to speak kindly and politely when addressing students. The substitute teacher must never administer corporal punishment to any child. The use of corporal punishment in any form is cause for dismissal of a substitute.The substitute teacher is expected to maintain a level of discipline in the classroom, which is conducive to good learning. The substitute teacher must follow the classroom, campus, and district disciplinary guidelines. The substitute teacher should never leave the classroom unattended. A substitute teacher should never physically remove a student from a classroom. Consequences for discipline issues will be handled by campus administration. If a discipline issue is beyond the comfort level or control of the substitute teacher, the substitute teacher should call for a campus administrator. Firm, fair treatment of all students, combined with explicit explanation and direction, will preclude many disciplinary problems. EXTRA DUTIESThe substitute teacher will be expected to fulfill all extra duties that have been assigned to the regular classroom. These duties may include morning or afternoon duty, lunch duty, or other special assignments. CONFERENCE/PLANNING PERIODThe substitute teacher will follow the daily schedule of a teacher, which includes a conference or planning period. A substitute teacher may be asked to cover/perform other duties and responsibilities as needed by the campus during the day. Substitute teachers are required to assist in any capacity asked during the assignment, which may include working in another room during conference or planning periods. Please be aware that a substitute teacher is expected to be present and work the duration of half day or full day shift assigned. This includes being present at the end of a shift even if the class period at the end of the shift is a planning/conference period. ASSIGNMENT CANCELLATIONSIf a substitute teacher has to cancel a job assignment, please contact the campus contact AS SOON AS POSSIBLE. Please DO NOT contact the teacher nor Central Office nor leave a message on the general voicemail of the campus. Each campus contact manages the substitute assignments for their campus. Each campus contact can be found on pages 10-11.Cancelling an assignment within 24 hours of the start of the assignment 3 or more times will result in the substitute teacher being removed from the substitute system with Prosper ISD. REACTIVATIONAt the end of the school year, all substitute teachers will be made inactive in Absence Management System. All substitute teachers will be sent a Letter of Reasonable Assurance approximately 4 weeks prior to the end of the school year. If the substitute teacher completes the Letter of Reasonable Assurance by the specified date, and the substitute teacher is in good standing with Prosper ISD, the substitute teacher will be reactivated in Absence Management System prior to the beginning of the new school year to continue substitute teaching with Prosper ISD. If the Letter of Reasonable Assurance is NOT received by the deadline, the substitute teacher will be resigned in our substitute system. Should he or she want to become an active substitute teacher again, they will be required to complete a new substitute orientation the following school year. ................
