PERFORMANCE WORK STATEMENT (PWS) FOR

502 ABW COMMAND POST ACCESS CONTROL SYSTEM AND

HIGH DEFINITION CLOSED CIRCUIT TV SYSTEM (CCTV) ACQUISITION

1. DESCRIPTION OF SERVICES.

1.1. Introduction

The Access Control System shall be programmed via a provided computer located in the building. The system will have 3 access controlled doors. Each door will consist of a badge reader in, egress device out, and electronic door lock with door status switch. The magnetic lock power supply will hold the doors locked for 4 hours without 120vac electrical power. The system shall tie into the building fire alarm system for door release in the event of a fire alarm. This requirement includes all system design, software installation, database configuration, wiring, and testing and customer training required for an operational system. This requirement does not include data entry for cardholders. This requirement does not include electrical outlets required in communication room. Requirement will require a static IP address for network adapter for communications between the computer and controller. This requirement is a "Stand Alone System".

The High Definition Closed Circuit TV System (CCTV) will consist of 6 megapixel IP cameras. A private network will be built for communications between the IP cameras, Network Video Recorder (NVR) and client viewing workstations to allow for high network bandwidth requirements. A gigabit backbone will be used to allow for maximum data transfer between server and clients. The NVR will have 8 ports available for cameras. All cameras will be recorded using motion recording and will have 30 days of storage time. Storage is based on 40% motion per camera, 15 frames per second at a resolution of 1280 x 720. "Stand Alone System"

1.2. Scope

1.2.1. This PWS defines the effort necessary to satisfy the customer requirements for replacement of the Access Control software/hardware, and the sustainment/maintenance & repair of the Access Control and CCTV Security System. The contractor will provide all supplies, materials, equipment, tools, labor and personnel, transportation, supervisor and management necessary to perform maintenance and repair of the Access Control and CCTV security system.

1.2.2. The vendor shall respond to service request within a 4-hour timeframe.

1.2.3. The vendor responding technician shall be certified on the Access Control and CCTV Security system software/hardware.

1.2.4. The contractor will install an Access Control System with four (4) access controlled doors that will consist of a badge reader in, egress device out, and electronic door lock with door status switch.

1.2.5. All service calls will cover labor and parts replacement.

1.3. Access Control and CCTV System

1.3.1. The vendor will be responsible to replace the Access Control software/hardware and CCTV system, which includes installation, programming and testing.

2. QUALITY ASSURANCE.

2.1. The contractor will exercise quality control of all work performed on the access Control and CCTV Security System. The contractor will use the proper quality assurance tools to ensure the system is functional and is ready for immediate operation.

2.2. All services will be coordinated for approval with Command Post representative and properly documented on the work order.

3. SECURITY

Upon receive a service call from the Government the vendor will be responsible for ensure proper coordination is in place. All the necessary security access arrangements will be conducted by Government representations in the Command Post.

4. TECHNICIAL COORDINATION

The vendor shall manage coordination with the Government via telephone or email.

5. OBSOLESCENCE

The contractor shall manage its supple chain to minimize the impact of parts obsolescence on the access system.

6. GENERAL INFORMATION

6.1. Period of Performance

5-year contract: One (1) year base year, and four (4) one (1) year option years.

6.2. Hours of Operation.

The Command Post is a 24/7 operation; however, for on-scene service, hours of operation are Monday through Sunday 0800 – 1700.

6.3. Protection

The contractor shall take precaution to prevent damage to Government property. The contractor shall repair or replace damaged items at no additional cost to the Government.

6.4. Service Report

The contractor shall provide the Government with service call summary report no later than ten (10) days after completion of work. Contractor format accepted.
