NoticesLesley Finley, Chair, Disability Equality NWIt is with great sadness that I’m writing to inform you the death of Lesley Finley, our Chairperson, Friend and Supporter for over 15 years. Lesley began volunteering for Disability Equality (nw) Ltd (or Preston Disc as it was then) in 1999, as a volunteer advisor – during that time she helped and supported many disabled people to complete benefit forms, access information and learn more about their rights. In more recent years, Lesley came back to Disability Equality as a Trustee, she had so many useful skills and so much knowledge to share that we were delighted to have her back. She moved on to become Company Secretary, Vice Chair and then Chair – this gave her the opportunity to actively campaign for disabled people’s rights, to attend strategic meetings influencing local policies and services. Internally she supported the staff, volunteers and other trustees, she questioned everything, left no stone unturned and lead us with determination, sensitivity and with a great passion for Human Rights and the Social Model of Disability. The lives of many people are better for knowing Lesley and we’re going to miss her so much. Funeral details will be available from reception staff at Disability Equality from Thursday afternoon.Melanie CloseChief Executive six months of benefits changes hit hard in Blackpool? At this time of year, Blackpool's illuminated mile sparkles with neon self-confidence. But take in the view from the 19th floor of a council tower block in the Queen's Park district, and the town takes on a decidedly monochrome quality. For parts of this town appear to be stuck in an earlier era. A myriad of bed and breakfast hotels still display "no vacancies" signs between lacy net curtains, advertise rooms "en suite", and promise the delights of "colour" television. But this year, for once, Blackpool is in the vanguard of social change. According to experts from Sheffield Hallam University, the government's welfare changes have hit harder here than anywhere else in Britain. boss Clive Grunshaw in inquiry limboPolice Commissioner Clive Grunshaw could remain in limbo for months as he waits to hear if he will be charged with fiddling his council expenses. The former milkman, who has already been under investigation since January, faces another lengthy delay while the Crown Prosecution Service decides if legal action is necessary. A report of a nine-month probe by the Independent Police Complaints Commission has not yet reached CPS headquarters London. Only when it does, possibly in the next week, can lawyers begin judging if a crime has been committed. slams ‘obscene’ payA union official today slammed a ?500,000 payout to a former County Hall partnership boss as “obscene” at a time when council staff were having bonuses cut. Les Parker, of Unite, described the payments as “disgusting” and called for a “complete re-examination” of how Lancashire County Council is run. The comments came as police revealed they had been informed of the internal investigation now going on at County Hall. Lancashire Constabulary said the force had been contacted by the authority and “made aware” of the situation. PagesStories are being gathered as part of the Governance Pages web site, a project of Arvac (the Association for Research in the Voluntary and Community Sector) to bring governance related resources to committees of small voluntary and community organisations. These pages are for anyone involved in the governance of community and voluntary organisations who want an opportunity to tell their story. ?Whether on the committee, a volunteer or paid staff, this is the place to tell your story. These stories are part of Governance Pages, a website that aims to present information on governance from the perspective of the trustee or management committee member of a small voluntary organisation. We recognize the less formal and more fluid nature of small groups, where there is often no clear cut distinction between roles, no dedicated resources to support the committee, and many different ways for the committee to accomplish its aims. The website contains a database of questions arranged logically to cover common questions about governance. There is also a support finder feature that quickly locates appropriate sources of support. A dedicated search page allows you to search for resources and information from a range of hand picked sites greatly increasing the chances of finding what you are looking for. We hope that the site will be of use to committee members of small organisations as well as those who advise them. Governance Pages will continue to add features in response to demand, and user feedback and ideas are encouraged and welcomed.Editor’s comment: Although some of the entries are dated, much of the advice is timeless. The site is well designed, easy to use, with an A - Z format, Quick Guides, Sample Documents and useful links. ?Definitely worth bookmarking. warn government over ageing populationMinisters should do more to prepare for the impact of an ageing population, a group of leading charities has warned. A poll by care provider Anchor of 2,200 adults found more than three quarters (77%) said the government was not ready to cope with changing UK demographics. The survey results prompted the Ready for Ageing Alliance to say that action now was "crucial for a happier old age for future generations". The government insisted it had an ambitious programme for the elderly. forces offered interest-free home loansThe government is to offer armed forces personnel buying their first homes interest free loans towards a deposit. Defence Secretary Philip Hammond announced that service men and women will be able to borrow an interest free amount of up to 50% of their salary to a limit of ?25,000. The loan is repayable over 10 years and is designed to address the low rate of home ownership among the forces. The scheme will start on 1 April 2014 and covers a three-year period. Crisis reports 40% rise in calls since Savile scandalA charity for abused women and girls says it has seen a 40% rise in calls in the year since the first Jimmy Savile sex abuse claims emerged. ?Rape Crisis England and Wales said its national helpline had received 78,000 calls in the 12 months to October, compared with 55,000 the previous year. Local centres had also seen an increase in the use of their services, it said. 'will struggle' with Universal Credit paymentsMillions of benefits claimants will struggle to manage their money under Universal Credit, according to research for the Payments Council. When Universal Credit is introduced most people will receive their benefits once a month, rather than once a fortnight as at present. The Payments Council said that 2.7m current claimants will struggle with their finances as a result. But the government said some people will still get their money fortnightly. The Payments Council, which oversees bank and card transfers in the UK, carried out the survey of claimants within the last month. It found that many of them are worried about running into debt, or struggling to pay bills on time.
