All employees are required to comply with relevant safety procedures/guidelines and equal opportunity principles at all times.Role StatementThis position is responsible for processing the full range of transactional documentation to ensure the accurate and effective payment of staff and the maintenance of all employee records related to personnel and payroll; providing a human resource consultancy service to a particular portfolio; providing high level service; and contributing to best practice in payroll related processes and policies. Supervises and mentors Payroll Officers ensuring they provide a high standard payroll service to Departmental employees.Duties and Responsibilities1.0 Payroll Consultancy1.1Participates as a member of the Payroll Services team and contributes towards planning and overall management of service delivery within the Department.1.2Provides a consultancy service, assistance and advice on general human resource management issues and personnel and payroll matters, to staff within the Department.1.3Liaises, consults and negotiates with key internal and external stakeholders.2.0Personnel and Payroll Services2.1Calculates entitlements and checks data integrity to ensure employee entitlements are consistent with those outlined in relevant awards and agreements2.2Resolves issues or errors associated with payroll output.2.3Checks and processes all employee commencement, cessation and extension of service advice.2.4Determines, authorises and processes salaries, wages and allowances for employees ensuring compliance with awards and agreements.2.5Creates and maintains personnel and payroll records for all Departmental employees.2.6 Checks and authorises the payment of monies for salary increments, higher duties, resignations, retirements and leave.2.7Provides advice to Departmental employees regarding conditions of service and rates of pay.2.8Processes applications for annual leave, long service leave, sick leave, special leave and accrued leave.2.9Processes taxation deductions in accordance with Australian Taxation legislation.2.10Deals with complex personnel and payroll issues.2.11Ensures that all reporting and evaluation is conducted and provided in a timely manner within the parameters of the prescribed framework and in accordance with Departmental, Government and relevant legislative standards.2.12Ensures that all reporting and evaluation is analysed appropriately, identifying all related risks and issues and providing potential solutions to ensure accuracy.3.0Payroll Mentoring and Process Improvement3.1Mentors Payroll Officers ensuring they provide a high standard payroll service to Departmental employees.3.2Contributes towards the review and development of Human Resource (HR) policies, procedures, processes and practice related to personnel, payroll and general HR matters to enhance the provision of HR services.3.3In conjunction with other team members, regularly updates relevant HR electronic and hard copy documentation.3.4Maintains an expert awareness of contemporary and relevant HR trends and issues with particular emphasis on personnel and payroll matters.3.5Participates in the professional development process, including partaking in training opportunities as required in order to facilitate organisational and Professional Development objectives.Essential Work-Related Requirements (Selection Criteria)Experience in the maintenance of staff records and payroll production in an integrated Human Resource Management Information System.Relevant experience in the effective delivery of services to clients together with a personal commitment to continually achieving a high level of client satisfaction.Well-developed communication and interpersonal skills together with the ability to liaise with others at all levels.Well-developed analytical and problem-solving skills.Good organisational and prioritising skills together with the capacity to utilise initiative in a demanding environment.Desirable Work-Related Requirements (Selection Criteria)Experience with either the ASCENDER or EMPOWER Human Resource Management Information System.Essential Eligibility Requirements / Special Appointment Requirements 1.Appointment is subject to a satisfactory National Police Clearance. ................
