Return to Campus; MultiphaseBased on the Texas Governor Greg Abbott’s Governor’s Report to Open Texas released on April 27th, and the guidance from the Division of Human Resources and Organizational Effectiveness, the College of Education and Human Development has developed a multiphase plan to return-to-campus which is summarize below. Phase 1 April 24-July 31, 2020Current mode of operations (including remote work protocols) remains in effect for the majority of employees. During this phase, we have a small number of employees reporting to campus such as; Technology and Facilities. In every phase of this plan, managers are asked to take into consideration those employees:Whose job duties cannot be performed remotelyWhose essential job duties can partly but not entirely be performed remotelyWho are needed to work on-site based on managerial priorityWho would be more productive on-site rather than working remotelyWhen there is doubt about which category fits a particular employee’s situation, consultation with Suprena Bennett and Carol Holmes will be required. In general, many CEHD employees can and should continue to work remotely unless they fall into the categories listed above. Phase 2 June 1, 2020-July 31, 2020The Associate Dean for Research will be reviewing requests received ten business days before your research team wishes to resume operations on campus for all but face-to-face human subjects’ research efforts. No research-related work can begin until you have written notification of approvals from the CEHD Associate Dean for Research. A fillable PDF form will be provided to prompt consideration of important safety issues and secure permissions. Social distancing, wearing of masks/face coverings, and occupancy limitations in laboratories and buildings will be strictly enforced unless otherwise notified. With your plan, you will provide a copy of 1) proposed cleaning log for posting in each work area to be filled out and signed by the cleaner with date and time 2) A sign-in sheet for all research staff and students working in your research space to sign verifying they will follow the rules (wear masks, gloves and clean). Researchers allowed on campus must self-monitor for COVID-19 symptoms and self-isolate if symptoms are present. Researchers must follow CDC guidelines at all times (). CEHD will be providing masks coverings through your departments.It is the goal of Phase 3-5 to return employees to campus in preparation for a fall semester with students in physical attendance. If students are in attendance at Texas A&M and on campus, staff and faculty should be available on campus as well. To best prepare for all employees returning to campus, employees will be brought back in phases as noted below. Just because employees are expected to return to campus, there is not an expectation that business will be conducted in typical ways. The Dean has commissioned working groups across our various student services and departments to rethink how student support and instruction is administered in a Covid19 world. PHASE 3: August 3, 2020-August 7, 2020In this phase, a small number of employees (not to exceed 25% of the Colleges workforce in a given physical area, inclusive of those already working on-site) may be asked to return to campus based on operational needs and managerial discretion. Managers must provide advanced notice to employees outlining when the employee is expected to return (minimum of 2-days’ notice is recommended). To the extent that remote work is possible, it should continue for medically vulnerable individuals and parents with children at home. Employees who are notified to return to work but have concerns about returning should consult with their supervisor and/or HR Liaison to discuss the feasibility of the employee continuing to work remotely. Individuals with ongoing child care issues may be able to file for Extended FMLA. Consultation with Carol Holmes will be necessary. PHASE 4: August 10, 2020-August 14, 2020Remote work protocols continue for some employees, where feasible. Depending on the results of the preceding week, a second group of employees may be asked to return to campus. The total number of employees on-site must not exceed 50% of the Colleges workforce in a given physical area, inclusive of those already working on-site. Again, managers must provide advanced notice to employees outlining when the employee is expected to return. Concerns should again be addressed with the supervisor and HR Liaison. Phase 5: August 17, 2020-August 24, 2020.All remaining employees may return to campus. Remote work protocols may continue for employees, where feasible, especially for those medically vulnerable employees. Alternative Work Location plans will be required to be approved through normal procedures. ................
