Youth Council Conference Call
Meeting Minutes May, 1, 2014
Committee Chair Linda Clark welcomed new members and thanked everyone for serving. Chair Clark informed the new members that there would be an orientation at the first meeting, May 21, 2014.
Introductions
Idaho Department of Labor Workforce Bureau Chief Marsha Wright introduced new members:
Linda Clark, Chair, Workforce Development Council member, Superintendent of the Joint School District #2 in Meridian
Mike Nelson, Workforce Development Council member, Human Resource Safety Manager for Premier Technology in Blackfoot
Justin Marsh, Coeur d’Alene Tribes Department of Education, High School Coordinator in Plummer
Carl Powell, Job Corp Center Liaison in Nampa
Tim Rigsby, Principal of Juniper Hills School, Juvenile Corrections Center in Nampa
Ms. Wright said two members Mike Dittenber, representing the Housing Authority in Caldwell and Lori Lodge representing the council as a parent of an eligible youth from Boise. Were not able to join us today
Overview of Idaho’s Workforce Development System and Role of Idaho’s Youth Council
Ms. Wright explained that the Youth Council is a sub group appointed by the Governor’s Workforce Development Council. Under the Workforce Investment Act, the workforce investment boards designate youth councils to bring together players who have similar concerns and vision to help with youth activities. The purpose is to bring together our resources to make Idaho better for the youth. Currently there are over 600 youth councils across the nation which recommends policy to their workforce investment boards.
Role and Responsibilities of the Youth Council
• Provide expertise in youth policy
• Provide recommendations to the Workforce Development Council
• Help with developing Request for Proposals (RFP) for federal funding for our youth programs
• Awareness of education or employment issues affecting the youth
• Advocates for the youth and promote the Youth Council
• Create strategic plans using LMI
• Leveraging resources
• Bring to the council input from the youth and youth activities
Ms. Wright said the Youth Council requires specific partners which are the Job Corp, Industry, the Juvenile Justice System, Public Housing Authority, a parent of an eligible youth, and a representative of an organization that represents youth activities.
Ms. Wright explained that the Workforce Investment Act (WIA) is the nation’s principal workforce development legislation which provides funding to address employment and training needs for the youth programs, low income adults, and the adult dislocated workers. Ms. Wright introduced the Supervisor for the WIA grants unit, Vicki Parkinson who will discuss this program at the next council meeting
Operations and By-laws
Idaho Department of Labor Sr. Planner Rico Barrera explained that a set of by-laws is required for this organization. Mr. Barrera explained that there are ten articles, establishing the name, membership, function and duties, code of conduct, voting, and officers. Mr. Barrera will provide copies of the proposed by-laws for review of members and they will be discussed at the first meeting which will be held the day before the Workforce Development Council meeting May 22, 2014.
Travel and Logistics
Idaho Department of Labor Administrative Assistant Pat Nelson explained that council members can be reimbursed for your travel expenses such as mileage, airfare, and meals which will be reimbursed at the state per diem rate. Hotel accommodations will be direct billed to the department and provided at the Oxford Suites Hotel in Boise. Please register on the website for the council meeting and lunch that day will be provided.
Ms. Wright encouraged members to attend the council meeting on May 22nd and explained that the Youth Council will be introduced at the meeting.
Youth Council Agenda for May 21, 2014
Ms. Wright explained that the Youth Council meeting will be 1 to 4 pm on Wednesday, May 21st at the District Service Center, 1303 E. Central Drive, Grand Teton Conference Room, in Meridian.
Ms. Wright reviewed the agenda which includes a new member orientation; detail about the WIA program, One Stop System, the WIA service levels, in-school projects and out of school youth programs. Ms. Wright said there would be time for general discussion.
Ms. Wright advised new members to review information on the Workforce Development Council website which contains information regard the council, members, and meeting minutes.
Ms. Wright introduced Idaho Department of Labor Deputy Director Sue Simmons who welcomed new members to the Youth Council and encouraged members to bring new ideas to help better the youth program in Idaho.
