The primary purpose of this position is to provide technical expertise necessary to plan, implement, or contract out land repair, maintenance, and reconfiguration projects to repair, protect and sustain maneuver lands and trails for current and future training of Idaho Army National Guard (IDARNG) training areas, maneuver areas and trails in the Orchard Combat Training Center (OCTC). May assist in all phases of the Land Rehabilitation and Maintenance (LRAM) project implementation and execution. DUTIES AND RESPONSIBILITIES:1. Provides technical expertise necessary to plan and execute land repair, maintenance and reconfiguration projects. Responsible for mitigating training effects by combining preventive and proactive land rehabilitation, repair, and/or maintenance practices to reduce the impacts of training on the Orchard Combat Training Area (OCTC); applying best management practices (BMP) for design and execution of LRAM projects. Recording and reporting on project inputs to include labor, supplies and materials to the LRAM Coordinator.2. Executes land repair, maintenance, and reconfiguration projects to sustain maneuver lands and trails for current and future training. Types of projects may include road reconfiguration, erosion control, grading, spot grading, disking and seeding with agricultural equipment. May assist the LRAM Coordinator in all phases of LRAM project execution. 3. Operates a wide range of complex construction equipment, under conditions requiring technical skills, to include 1 to 10-ton dump trucks, bulldozers, front-end loaders, motor graders, vibratory compacting rollers, backhoes, rubber-wheeled agricultural tractors with accessories, forklifts, sweeping and snow-removal equipment, and other related equipment. Incumbent’s duties include leveling, grading, excavation, filling, compacting, trenching and or ditching. 4. Maintains and prepares equipment for use. Performs operator maintenance such as inspecting, cleaning and lubricating equipment; performs preventive maintenance. Adjusts and changes operating attachments such as dozer and grader blades, buckets, clamshells and draglines. Replaces worn steel cables and wire ropes.5. Performs technical construction equipment functions. Determines most efficient type and application of equipment in various construction operations. Interprets construction surveys and uses data such as profiles, volumes, grade alignment and slope ratio to determine requirements and ensure projects are constructed to specifications. Evaluates machinery capability and determines rigging necessities to accomplish tasks.6. Conducts inventories and or performs operator level maintenance, and operation of LRAM equipment IAW ITAM Program SOP.7. Coordinates the use of additional equipment required to execute projects for the LRAM program.8. Utilizes Composite Risk Management processes for crew safety during LRAM projects. In coordination with the LRAM Coordinator, ensures that crews receive adequate safety training and that they operate in accordance with applicable Operational Safety and Health Administration (OSHA) standards. Provides feedback to the LRAM Coordinator on assignment of tasks and progress of work assignments.9. Reports to/coordinates with the LRAM Coordinator on matters of safety, maintenance, equipment, supply and personnel support requirements. Reports to/coordinates with the LRAM Coordinator on matters of project siting, scope of work (SOW), scheduling, project equipment necessities and materials estimates.10. In the absence of the LRAM Coordinator, or as assigned, oversees and directs the field crew for the State Integrated Training Area Management (ITAM) Program. Serves as a subject matter expert and may provide field crew personnel with technical training on LRAM equipment. Directs and oversees state employees in maintenance and repairs on maneuver areas and trails in coordination with the LRAM Coordinator and Range & Training Land Assessment (RTLA) Coordinator. Ensures that all LRAM activities are coordinated with the LRAM Coordinator, RTLA Coordinator, and that all personnel engaged in LRAM activities comply with range and environmental regulations. Oversees work, and reviews the results of work performed for adequacy and adherence to instructions and applicable standards and directives.11. Performs other related duties or projects as necessary or assigned.SUPERVISORY CONTROLS: Work is performed under the direct supervision of the LRAM Coordinator who makes general assignments in terms of broadly defined missions or functions. The LRAM Coordinator plans and executes projects based upon project prioritization approved by the RTLA Coordinator and/or State ITAM Program Coordinator. Incumbent is responsible for adhering, implementing and managing the ITAM Field Crew within a framework of prioritization. Assignments are carried out on own initiative in accordance with established guidance, policies and prioritization. Sound reasoning is used to accomplish a wide range of tasks, and interpret safety and occupational health policy, and standards and regulations in terms of established objectives. Consults with the LRAM Coordinator or State ITAM Program Coordinator for unusual or unprecedented situations; however, the incumbent is expected to provide acceptable recommendations and alternatives.GUIDELINES: The incumbent is guided by state and federal laws and policies, and regulations issued by the National Guard Bureau (NGB) and the Idaho Army National Guard (IDARNG). Implements ITAM policy and guidance to ensure the fulfillment of the LRAM component of the ITAM Program. Reviews and applies federal and state environmental compliance regulations, installation, National Guard and Department of the Army (DA) standards, standard operating procedures, range operational manuals, field manuals, technical manuals, federal, state and DOD directives, OSHA standards, Executive Orders, and historical precedents to the planning, design and execution of sustainable land rehabilitation practices. Incumbent must consider resources and established procedures, using judgment to adapt them or develop procedures to fill gaps in given procedures to alleviate specific problems. Although environmental regulations require strict compliance, the incumbent uses own judgment to select, interpret and adapt the guidelines that meet the requirements for range and training land use. Incumbent must use own judgment to interpret unclear guidance.PERSONAL WORK CONTACTS: The incumbent's contacts are with civilian and military staff and Commanders of the Idaho Army National Guard/Idaho Military Division; Commanders and units training at the OCTC; NGB staff; city, county, state and federal employees; environmental personnel from various agencies; and civilians who are interested in the environment at the training site. The purpose of the contacts is to promote proper training land management, while sustaining safe operating practices and environmentally sound conditions. Contacts involve coordination for non-standard events, exchange of information and guidance, coordination of inspections and support, provide technical advice and assistance, provide instruction to diverse groups and to influence, motivate and convince reluctant personnel to integrate safety and risk assessment into all activities in compliance with regulations and standards. Incumbent disseminates information and instructions on the land management and use of ranges, terrain, facilities, and promotes awareness and compliance with environmental and land use standards. Contacts are to coordinate the land maintenance of all range and training area assets, exchange information, persuade others to accept maintenance and construction scheduling changes, technical and policy requirements, and promote environmental awareness and compliance. Persons contacted may be upset or uncooperative, requiring tact and skill in obtaining the desired result.WORKING CONDITIONS / PHYSICAL EFFORT: The incumbent must be able to work irregular work hours and work days. Work will be performed outdoors and involves regular and recurring exposure to moderate risks and discomforts such as exposure to year-round weather conditions including high and low temperature extremes, day and night; moderate exposure to environmental factors such as insects and poisonous plants, and may involve infrequent, indirect exposure to toxic or chemical materials.
