THE CONSUMER SERVICES DIVISION IS SEEKING AN INDIVIDUAL TO ASSUME THE DUTIES OF CONSUMER COUNSELOR III IN ITS SPRINGFIELD OFFICE, WHICH IS LOCATED IN SANGAMON COUNTY AT 527 EAST CAPITOL AVENUE, SPRINGFIELD, ILLINOIS.

BRIEF DESCRIPTION OF DUTIES

Using English communication skills, this position investigates consumer complaints and violations of Administrative Codes, rules and regulations and approved tariffs; assists consumers in filing and resolving complaints; secures and enters pertinent information concerning consumers’ complaints on the computer and proper forms, including utility replies; determines if a complaint falls within the Illinois Commerce Commission’s jurisdiction; contacts utility liaisons to report complaints; reports findings to the complainant; participates in formal hearings and public meetings; drafts written responses for consumer complaints including executive referrals; leads or participates in rulemakings, including preparation of testimony; analyzes proposed legislation and prepares CSD comments for bill reviews and provides testimony before legislative committee if necessary; conducts or participates in workshop; conducts training of new staff; researches issues and provides reports for assigned projects, acting as team leader when needed; conducts public hearings related to consumer issues; and performs other duties, special projects and research as required or assigned.

EDUCATION, TRAINING AND EXPERIENCE REQUIRED

Requires a bachelor degree preferably with courses in communications, business or related areas and four to six years of relevant regulatory, utility or customer service experience. Also requires development of an advanced knowledge of the Public Utilities Act, ICC Administrative Codes, approved company tariffs and Consumer Services Division procedures manuals and instructions; ability to interpret requirements of the Administrative Codes, utility reports and other pertinent information; understanding of utility rates and billing procedures; ability to interpret various computer reports; development of a thorough knowledge utility policies, procedures and practices; ability to work closely with consumers, utility and ICC staff; a clear and friendly speaking voice and a superior ability to be courteous and patient, especially when dealing with challenging complaint situations; knowledge of the personal computer and Windows applications; superior ability to communicate orally and in writing; ability to manage multiple projects and tasks simultaneously; and sufficient maturity and professionalism to deal with the access to sensitive and confidential documents and information.

The Consumer Counselor III position is an AFSCME, RC-62, grade 18 position with a salary range of $4377 (Step 1c) to $6581 (Step 8) per month. The hours of work are anticipated to be 8:30 a.m. until 5:00 p.m., Monday through Friday, with a one hour lunch period and two 15 minute breaks.
