Illinois Updates – October 16, 2020Johnson Appointed to Link’s SeatLake County Democratic Party leadership appointed Adriane Johnson to the 30th District Senate seat previously held by former Sen. Terry Link. Johnson, of Buffalo Grove, serves as commissioner of the Buffalo Grove Park District Board and the president of the Buffalo Grove-Lincolnshire Chamber of Commerce. She holds a bachelor’s degree from Columbia College and Master of Jurisprudence from Loyola University. The seat will be up for reelection in 2022.Senate Committees Take On Prison ReformThe Senate Criminal Law and Public Safety Committees held a joint hearing on Tuesday to hear subject matter testimony regarding evidence-based reforms to make prisons safer and more humane. Organizations providing testimony included the Safer Foundation, John Howard Association and the Shriver Center on Poverty Law. The Safer Foundation, which provides pre and post release services to offenders, proposed three reforms: permanent early release for non-violent offenders; funding for community-based transition services; and increased funding for post-release mental health and substance abuse treatment. The hearing was the latest in a series of subject matter, or informational hearings organized by members of the legislative Black Caucus to look at issues surrounding criminal justice reform. COVID-19 UpdatesFor two consecutive days, the Illinois Department of Public Health reported the single highest one-day total of positive COVID-19 cases. Today the IDPH reported 4,554 new cases of coronavirus, and the state’s positivity rate is currently at 5.1 percent. The Department also announced that 34 counties are currently at a warning level for increased mitigations, meaning that they are meeting at least two indicators of rising infection rates. Those counties include: Adams, Alexander, Boone, Cass, Christian, Clay, Clinton, Crawford, DeKalb, DeWitt, Jasper, Jefferson, Jo Daviess, Johnson, Kane, Lee, Macon, McDonough, McHenry Mercer, Monroe, Pike, Pulaski, Randolph, Saline, Stephenson, Union, Vermilion, Warren, Washington, Wayne, Whiteside, Will, Winnebago.New Executive OrdersGovernor JB Pritzker has issued additional executive orders in the past week related to the coronavirus pandemic. The orders are summarized as follows:EO 2020-58 - RESCINDS METRO EAST MITIGATIONS — As of October 9, 2020, Region 4 — the Metro East — has reached the threshold to lift mitigations following three consecutive days with a rolling positivity rate below 6.5%. Therefore, Executive Order 51 and Executive Order 54 are rescinded and Region 4 can return to Phase 4 of the Restore Illinois Plan.
