IO 1.0 CALL TO ORDER by President Heidi Mueller at 9:33 a.m.

1.2. Board Members Present: Heidi Mueller, Teresa Dunbar Garrett, Patrick Griffin, David Green, Jennifer Vidis and Dr. Heather Dalmage

1.3 Board Members Absent: Candice Smith

1.4. Others present: Dr. Sophia Jones-Redmond, Superintendent of Schools, Dr. Bambi Bethel-Leitschuh, Esther Yahnig, Assistant Legal Counsel, Maurice McAllister, Recorder; Ms. Katrina Bartlett, Wheaton.

2.1 Approval of Agenda

President Mueller motioned to move the approval of the July 21, 2017 agenda. Member Green motioned to approve the agenda and Member Dunbar Garrett seconded.

2.2 Approval of Minutes

President Mueller motioned to move the approval of the Minutes for May 19, 2017. Member Dunbar Garrett moved to approve the May 19, 2017 minutes and Member Vidis seconded.

IO 3.0 Public Participation

No public comments relative to the meeting. Ms. Katrina Bartlett introduced herself as a Debate Coach and Volunteer at IYC Warrenville. She mentioned that she currently assist the youth in knowing how to Debate.

IO 4.0 PRESIDENT’S REPORT

4.1 Agreed Order to Maintain Compliance with Consent Decree

President Mueller mentioned that the Agreed Order to Maintain Compliance with Consent Decree was drafted and approved by the court in an event the Budget does not pass. This agreement would’ve allowed the Department to continue to operate and be able to pay bills. The State of Illinois passed the Budget for fiscal year 2018. Therefore, this agreement is not necessary. This information relates also to Section 4.4 of this meeting – Budget Update.

4.2 General Policy Rollout

Esther Yahnig provided the board with an overview of policies currently being reviewed and approved. She mentioned that Positive Behavior Interventions and Support (PBIS) Physical Intervention and Youth Intervention policies are being finalized. Before policies are released to the staff, a final review will be conducted and the policies will be introduced in training sessions to the staff as these new implementations are in place.

4.3 Dr. Leone’s Visit to IYC Harrisburg and IYC Pere Marquette

Superintendent Jones-Redmond mentioned that she accompanied Dr. Peter Leone, Court Monitor during his visits at IYC Harrisburg and IYC Pere Marquette and related that he would like to attend the next Board of Education meeting, Friday, September 15, 2017. He was impressed with the updates at IYC Harrisburg with Lake Land College and and IYC Pere Marquette with Lewis and Clark College since his last meeting. Currently, IYC Pere Marquette has 5 youth attending college on campus. The School District is providing a laptop as a loaner to the youth to use while in class to do research and homework assignments. In addition, IYC Harrisburg is at full capacity with Educators and has met teacher/student ratios for months. Just to see the youth planting and eating the herbs was never possible months prior without Lake Land Horticulture and Culinary Arts programs in place. Superintendent Judy Davis and

Superintendent Sophia Jones-Redmond both met with College of DuPage and discussed partnership with the college and youth enrollment. Dr. Leone felt that more options for the youth should be in place as it relates post-secondary at Pere Marquette. Since we have youth who qualify for Financial Aid and the staff to assist with the application, we should be taking full advantage of this provision. IYC Pere Marquette is doing great things with their Angel Tree Drive; Military Serviceman Letter Writing; Gift Buying for the Needy and Youth Build programs.

IO 5.0 SUPERINTENDENT’S REPORT

AI 5.1 2017 – 2018 School Calendar

Superintendent Jones-Redmond introduced the 2017 – 2018 School Calendar to the Board of Education and requested an approval to accept the calendar for the upcoming school year. President Mueller requested to approve the proposed 2017 – 2018 School Calendar. Member Dunbar Garrett motioned to approve and Member Green seconded.

AI 5.2 School Board Policy – Draft

Esther Yahnig mentioned that the Special Education Services Administrative Directives (AD) was reviewed at our last meeting with recommendations to make changes. She is bringing the AD back to the board to review the changes as discussed prior. Ms. Yahnig mentioned that the changes reflect State and Federal Laws as it relates to compliance and will be forwarded to the Director for signature. Member Dunbar Garrett motioned to approve the Special Education Services Administrative Directives. Member Green motioned to approve and Member Dalmage seconded.

IO 5.3 Technology Integration Plan Update

Superintendent Jones-Redmond mentioned that all school educators and administrative staff were provided with new technology equipment. The new technology integration plan included: hotspots in all the schools; laptops;

keyboards; projectors; external CD drives; laptops covers; and AV carts for storage. The School District is looking at Smart Boards in all our classrooms for Fiscal Year 2018.

IO 5.4 School Counselor Update

Superintendent Jones-Redmond just wanted to briefly let the Board of Education be aware that IYC Warrenville School was approved to administer the ACT and SAT test for the youth. After an arduous application process, IYC Warrenville was awarded certification, thanks to the School Counselor, Ms. Ronnett Lockett.

IO 5.5 Post-Secondary Programming Across the School District

Superintendent Jones-Redmond presented the Board of Education with an update of Post-Secondary Programming Across the School District. It includes: Partnership with Lake Land College at IYC St. Charles and IYC Harrisburg who provides post-secondary and dual credit to the youth; IYC Chicago has The Center for Educational Excellence in Alternative Settings (CEEAS), although CEEAS is not a post-secondary or vocational program, this program is to help juvenile justice agencies and their education partners implement transformational student-focused practices designed to significantly improve the life changes of the youth they serve; IYC Pere Marquette partners with Lewis and Clark Community College who works towards youth development and building futures in a college settings; and the School District are in discussion with the College of DuPage to administer programs for the youth at IYC Warrenville.

IO 5.6 School District Staffing

Superintendent Jones-Redmond mentioned briefly on the School District Staffing report only that we are moving forward to filling all open positions at the Schools. At this time, all current vacant positions are posted or are in the process of being interviewed.

IO 5.7 May and June Special Education Reports

Dr. Bethel-Leitschuh mentioned that the Special Education Student Monitor Report provides monthly statistics as it relates to compliance, numbers of referrals initiated, student transfers into and exiting the school facilities and current and active Individual Educational Plan (IEPs) for each Illinois Youth Center. The monitoring report is a key component of the IEP process and the School District looks closely at compliance in our schools as it relates to 30, 60, and 90 day IEPs that are out of compliance.

IO 5.8 May and June Principal Data and Education Reports

Superintendent Jones-Redmond mentioned that the highlight of the Principal Data and Education Reports are the youth who has graduated in our schools by

a traditional High School or GED Diplomas. In the month on May the schools awarded: 13 High School and 6 GED Diplomas. In the month of June the schools awarded: 11 High School and 7 GED Diplomas.
