IO 1.0 CALL TO ORDER by President Heidi Mueller at 9:45 a.m.

1. Roll Call

President Mueller welcomed everyone to the Board of Education Meeting. She mentioned that NeAngela Dixon is currently the Interim Chief Legal Counsel as Ms. Esther Yahnig resigned her position. A new legal team member will be starting, September 17, 2018 and will be supporting the education work and the Board of Education.

AI 1.2 Oath of Office for Board Members

President Mueller sworn in under oath board members: Mr. David Green; Mr. Patrick Griffin; Dr. Heather Dalmage; Ms. Jennifer Vidis and Dr. Shawn Jackson. The new board appointments will continue for three years.

2.1 Approval of Agenda

President Mueller motioned to move the approval of the September 14, 2018 agenda. Member Vidis motioned to approve the agenda and Member Dalmage seconded.

President Mueller motioned to move the approval of the minutes for July 20, 2018. Member Green motioned to approve the minutes for July 20, 2018 and Member Vidis seconded.

IO 3.0 Public Participation

IO 4.0 PRESIDENT’S REPORT

President Mueller introduced Dr. Shawn L. Jackson to the Board of Education meeting as the Illinois School Board of Education appointed him to the Illinois Department of Juvenile Justice Board of Education.

4.1 New Board Member Dr. Shawn L. Jackson

Dr. Jackson mentioned that he currently serves as the Interim President at Truman College in Chicago. He has a long education history spanning over 15 years in education in many capacities. He mentioned that he is excited about this new opportunity to work on this board.

President Mueller mentioned that we are moving forward with our programs at IDJJ. We should have another status report the Court Monitor, Dr. Peter Leone sometime this fall on our education progress. We are progressing with our staffing at St. Charles and are currently having full-day school as we bring in new security staff. We are seeing fewer and fewer complaints from youth and staff at St. Charles. Partnership with the City Colleges of Chicago is currently on hold until recent changes are implemented with security staff.

IO 5.0 SUPERINTENDENT’S REPORT

Superintendent Jones-Redmond welcomed everyone to their new and reappointed positions to IDJJ Board of Education.

• The School District will have an All-Staff Meeting, October 22 and October 23, 2018 in Springfield for team building and professional development. We have a speaker Dr. Susan McKee from Pace Learning Systems to speak on the subject of Soft Skills. The All-Staff meeting will be held In the Illinois State Fairground, Department of Natural Resources, you are welcomed to attend.

• The School District’s Administrators Retreat will be hosted at Maya Angelou, Warrenville on October 26, 2018.

• The School District is currently in partnership with Goodman Theatre Education and Engagement Program. We will have our first professional development training October 25, 2018 followed by the play “Women in Denmark” as our first introduction to the Goodman Theatre.

The Board Members, Executive Team, and Instructional Leaders are invited to attend the performance. The instructional leaders will attend Professional Development prior to the performance which will be centered on building theatre curriculum techniques around classroom instruction.

• As part of building community partnerships we have partnered with Goodman Theatre to have CTEI - Construction youth along with the CTE Teacher construct Library Boxes for the Village of Ford Heights as a classroom assignment. This small community has no public library for their residents. The Director of Career and Technical in conjunction with the Career and Technical Teacher and youth will build the boxes for the community and reveal the boxes during National Library Week, April 16, 2019.

• The College of DuPage will be starting at Maya Angelou, Warrenville in October 2018.

• Youth at Warrenville, Chicago, and St. Charles were invited to attend the Museum of Contemporary Arts to participate in discussion with the Actors and the Production Casts on an experimental theatre show. This is a great way to introduce the youth, for those interested in Theatre, a behind the stage glimpse of what is involved in theatre production.

• The U.S. Department of Governmental Accountability will be at Chicago and Warrenville schools to engage in a study of alternative schools in Illinois. Board members are invited to attend October 4, 2018.

IO 5.1 Legislative Update – House Hill 5005 Enrolled

Superintendent Jones-Redmond mentioned that the Governor signed in Law, Senate Bill 5005. This bill reduces the length of time necessary to hire a teacher by conditionally exempting candidates from the Department of Central Management Service (CMS) licensure verification, prequalification requirement. CMS relies on information from the Illinois State Board of Education (ISBE) to prequalify School District teachers and this information is readily accessible to IDJJ. This CMS pre- qualification process has made it difficult for IDJJ to hire teachers in a timely manner, which compromises its ability to be in compliance with the Federal Consent Decree. This new law will bring IDJJ in line with other school districts by allowing the Department to independently verify educator’s professional license through ISBE rather than relying on CMS to review the file.

IO 5.2 School District 428 Hiring Processes/Educator Licensure Information Systems (ELIS)

Superintendent Jones-Redmond mentioned that in addition to the recent changes to the Prequalification, the School District has updated it Hiring Process Procedural Policy to reflect the changes. In addition, we have added an Educator Licensure Information System (ELIS) informational sheet to the procedural policy.

IO 5.3 Staffing Update

Superintendent Jones-Redmond mentioned that the staffing report is developed through the weekly communication of the facility’s Human Resource Representative, Human Resource Manager, Chief Financial Officer and the Superintendent of Schools and the report reflects current staffing as of the reporting date. Just a few key updates on staffing:

• Principal of Thurgood Marshall, IYC Chicago is leaving today, September 14, 2018 and will be transferred to DOC-Adult School in Joliet. We are already receiving many calls and applications for this position. We have selected someone as the Interim Principal until the position is filled.

• The Assistant Superintendent’s position is currently being worked on. The process is moving forward. We anticipate this candidate being on-board mid-October.

• Thurgood Marshall, IYC Chicago and Samuel Sublett, IYC St. Charles both has posted a Music Teacher’s position.

IO 5.4 July – August 2018 Special Education Reports

Dr. Bethel-Leitschuh mentioned that the reports sent to each of you are the reports for the previous school year and the current monthly report. We brought together all the Special Education teaching staff to a two-day session in Springfield to kick-off the new school year. Professional development included a Tier II Reading Program, Technology and IEP writing quality. In addition, the School District invited all Special Education Coordinators and School Counselors to attend Restorative Justice – Peace Circle Training in Chicago for crisis intervention. The Post-Secondary Curriculum Counsel Committee will have the tools needed to be in compliance with the ISBE Program. We had discussions with Literary Volunteers of Illinois (LVI) to set up a priority list for SPED youth needing immediate tutoring services. The discussions were received and tutoring services are being prioritized by the need of the student and those close to graduation at St. Charles.

President Mueller mentioned that family engagement at IDJJ is important to the development of youth in our schools. We are working with the Vera Institute of Justice to assist us in researching family engagement in our facilities; how it affects and impacts behavior and success. This is a critical component with youth as we expand our program with the Department of Children and Family Services (DCFS) as it relates to youth placement, policy and current staff.

IO 5.5 July – August 2018 Principal Data and Education Reports

Superintendent Jones-Redmond mentioned that the Principal Data and Education Reports are based on analysis compiled and shared with the IDJJ Executive Team. The purpose of the report is to continually monitor the progress of the youth in school as it relates to educational attainment and completion. This report will continue to be provided at each of the Board of Education meetings.

IO 5.6 Vocational and Post-Secondary Programming across the School District Update

Superintendent Jones-Redmond mentioned that she will be presenting Ricardo Johnson report to the Board. Ricardo highlighted a few areas of concern prior to this meeting:

• Equipment is being ordered for the Barber and Cosmetology Programs at Thurgood Marshall, IYC Chicago and Maya Angelou, IYC Warrenville. The programs are scheduled to start this fall.

• June 2018 Dakota Beavers, Director Principal Consultant with ISBE – CTEI program completed a Technical Assistance Visit (TAV) at Booker T. Washington, IYC Harrisburg. The TAV consisted of a review of documentation about the Career and Technical Education (CTE) programming of the school district in providing quality college and career readiness opportunities to the youth. ISBE expressed satisfaction with the

accomplishments of the school district. The final report is included with the packet.

• The College of DuPage (COD) awarded Maya Angelou, IYC Warrenville with FY19 grant to host college courses for youth. The plan is to select and enroll a cohort of eight youth, included high school students for dual credit. The COD will provide two instructors for the training with an additional intern student that has affiliation with the program as part of their college program requirement.

• A new health program has been proposed by Thurgood Marshall, IYC Chicago. The program will be taught by the CTE Teacher who will focus on occupations in the field of health.

• August 2018 District-wide professional development training was provided to all CTE Teachers on the topics of classroom management approaches; CRISS strategies used to empower students; integrated Common Core Math; and Common Core English/Language (ELA) subjects just to name a few during the five-hour workshop.

IO 6.0 BOARD DISCUSSION ITEMS

Member Griffin asked where is the Department with “Friends of IDJJ”?

Answer: We have friends but the person who was taking the lead on this initiative has been none responsive. We are reaching out to folks that are interested and do not hold a full-time job because this initiative

requires commitment in getting structures in place.

President Mueller motioned to close the Board of Education meeting. Member Vidis motioned to approve to close the Board of Education meeting and Member Dalmage seconded.
