On Tuesday, 1 October 2019, the Newport County Council, Navy League of the United States, co-hosted by the Rotary Club of Newport RI, will honor the Newport Navy Station’s 2018 Junior Officer of the Year, and the U.S. Coast Guard Section Southeast New England Enlisted Person of the Year at a recognition luncheon.

Our honorees are LT J. Striker Brown, JAGC, USN, Junior Officer of the Year and Boatswain’s Mate First Class Carl R. Heise, USCG, Enlisted Person of the Year. These servicemembers are being recognized for their exceptional professional performance, inspirational leadership and community involvement. Their biographies are attached.

Biography

LT J. Striker Brown, JAGC, USN

LT Striker Brown’s hometown is Ferriday, LA. He attended Huntington High School in Ferriday, LA and attended the University of Louisiana, Lafayette, LA from which he graduated in May of 2009. He then attended the Indiana University School of Law, Bloomington, IN receiving his law degree in May of 2012. He joined the Navy and received his commission as an Ensign upon completion of Officer Development School on 31 August 2012. Over the next seven years, he was station at various Naval legal service posts throughout the United States. During these tours, he furthered his education by attending the United States Naval War College via the distance education program, on his personal time, and was awarded a Master of Arts in Defense and Strategic Studies (with Distinction) in June of 2018.

At his latest duty station, the Naval Justice School (NJS), Newport, RI, LT Brown’s Military Bearing sets the standard of professionalism and is an outstanding example for staff and students alike. He oversees uniform inspections, leads coordinated weekly physical training sessions and provides instruction for the Basic Lawyer Course and Legalman accession students. As Assistant Command Fitness Leader he supports one of the largest Fitness Programs within the Command, yielding a 100% success rate for staff and students during the last annual cycle.

LT Brown is a sought-out mentor for staff and students. He is routinely recognized as an exceptional instructor, demonstrating his versatility and expertise by delivering approximately 200 hours of superior legal instruction to more than 300 accession students, senior line officers, and legalman, proving himself to be a technical expert in multiple areas of law. In a time of heavy turnover and personnel shortages, LT Brown assumed the critical role within the Basic Lawyer Course as a small group leader, utilizing his experience in the courtroom and as a Staff Judge Advocate (SJA) to provide hands-on, personalized instruction. Through his mentorship and expertise, he tirelessly developed his Navy, Marine Corps and Coast Guard students’ foundational courtroom skills and the practical skills required of SJAs, to their great benefit as well as to the benefit of the Fleet and sea services in general.

As the Assistant Course Coordinator for the Basic Lawyer Course, he ensured the seamless provision of instruction and student support, expertly directing and managing administrative logistics, scheduling, and instructional training for 36 new judge advocates, and numerous integration exercises between those new lawyers and 30 legalmen.

LT Brown is extremely active and involved in the local Newport area and volunteers his time to assist multiple environmental groups including Save the Bay, Ocean Clean Access and Rhode Island’s Department of Environmental Management (DEM).

In summary, the JAG Corps details only the best judge advocates to NJS. LT Brown, in one short year on the board, has distinguished himself amongst his peers. He has flawlessly executed his responsibilities with enterprise-wide positive impact, whether instructing new judge advocates and legal-men, spearheading curriculum development, or performing collateral duties. LT Brown is the “go -to” junior officer at the Naval Justice School and was therefore selected as “Service Member of the Year”.

Biography

Boatswain’s Mate First Class Carl R. Heise, USCG

Boatswain’s Mate First Class (BM1) Heise is a native New Yorker. He graduated in 2000 from Colgate University with a B.A. in Biology and a minor in Environmental Studies. He holds a graduate certificate in Coastal Zone Management from Nova Southeastern University. BM1 Heise enlisted in the Coast Guard in 2004. He is a qualified Commercial Fishing Vessel Safety Examiner and is a qualified Buoy Deck Supervisor, Combat Life-Saver and Ice Rescuer. Some of his personal awards include four Achievement Metals, three Meritorious Team Commendation ribbons, one Commandant Letter of Commendation ribbon and one Presidential Unit citation.

BM1 Heise has substantially impacted USCGC SANIBEL (WPB 1312) and Sector Southeastern New England in multiple facets over the past year. Petty Officer Heise’s technical proficiency, motivation and maturity directly allowed the Coast Guard to gap SANIBEL’s Executive Officer billet for 6 months in order to send LT Fasoli overseas as the Commanding Officer of the CGC ADAK. To assist in filling this gap he took on the positions of the Command Intelligence Officer and the ship's Navigator.

After another sudden departure, this time of SANIBEL’s Food Service Officer, PO Heise volunteered again to take on a pivotal collateral duty, managing a monthly $6,000 budget. Within the first month, he drastically improved the unit’s galley material condition and administrative process. To further his professional development within this role, he joined the headquarters’ directed Food Service Working Group that is leading a review of service policies and procedures.

Again, after another unexpected departure of the independent duty Gunners mate, Petty Officer Heise once again stepped up to fill another key void as the ship’s weapons officer. Similar to all the other previously mentioned additional collateral duties, BM1 Heise overhauled the ship’s weapons program while still performing his primary duties at a superior level.

BM1 Heise has built multiple incredible partnerships throughout the district. One example is his work supporting a Coast Guard Academy Capstone project. Based largely on his input a team is working to revise the program, deployed Coast Guard wide, for the mandatory Commercial Fishing Vessel Safety Exam era.

Petty Officer Heise’s impact within the lifelines of SANIBEL cannot be overstated. He is the beating heart that takes adversity on the chin and stretches his comfort zone on a daily basis. His leader’s say he is the most impressive petty officer that they have ever had the pleasure of serving with and these are the reasons why he has been selected as Sector Southeast New England’s Enlisted Person of the Year.
