COVID-19 Pandemic Unemployment Benefits

The Coronavirus Aid, Relief and Economic Security Act (CARES Act), allocated funding for Recovery Rebates for individual's unemployment benefits.
Guidance received from the Social Security Administration, the weekly $600.00 Pandemic Unemployment Benefits (UIB) is non-countable income for all eligibility determinations. Any amount remaining after 12months is a countable resource.
In the NC FAST system, workers will now see a newly created Benefit Income evidence called Pandemic Unemployment Insurance to distinguish between regular Unemployment Insurance and Pandemic Unemployment. A job aid will be posted entitled Pandemic Unemployment Insurance (UPI).
NC FAST has created three (3) reports to display closures, application denials, benefit reductions and/or modifications that include unemployment insurance benefits (UIB) evidence effective 4/1/2020 to the present. All reports can be found on the COVID-19 Resource Page in FAST Help. The reports will display as and capture the following information:
1. "Pandemic UIB Closures" FNS, CASH, Energy, Medicaid, Child Care, and Special Assistance (including SA In-Home) cases that closed effective 4/1/2020 to present that include UIB evidence
2. "Pandemic UIB Application Denials" FNS, CASH, Energy, Medicaid, Child Care, and Special Assistance (including SA In-Home) cases that were denied effective 4/1/2020 to present that include UIB evidence
3. "Pandemic UIB Reduction or Modifications" FNS, CASH, Energy, Medicaid, Child Care, and Special Assistance (including SA In-Home) applications or cases where benefits were reduced or modified effective 4/1/2020 to present that include UIB evidence
