SNAP is seeking a qualified individual for a Housing Inspector position, to work in SNAP’s Housing Services Core. This position is full time, regular and open to all qualified individuals. Job Description is attached.

JOB DESCRIPTION

Position Title: Housing Inspector Grade: 9

Core: Housing Services Employee Type: FT

Department: Inspection Services FLSA Status: Non-Exempt

Reports to: SFHR Coordinator EEO Class: 6 (craft workers)

Position Summary: Responsible for the inspection, diagnostics, and all phases of project management for single- and multi-family residential weatherization and rehabilitation projects.

Principle Duties and Responsibilities:

1. Conducts residential energy audits and health and safety inspections to identify energy conservation and repair deficiencies. Identifies scope of work and writes specifications for the Home Repair and Rehabilitation Program and the Lead Hazard Control Grant Program.

2. Manages approximately 30 to 40 projects at a time, coordinating weatherization work and related repairs on homes.

3. Conducts pressure diagnostic and combustion safety tests, analyzing results to develop cost effective strategies.

4. Assesses potential for indoor air quality problems that may affect health or threaten the building’s structure.

5. Develops written scope of work, cost estimates, floor plan sketches, and specifications.

6. Makes referrals to other programs as needed to provide appropriate housing repair services to the client.

7. Completes necessary paperwork and makes appropriate entries in database in a timely and accurate manner. Keeps accurate files and records of all work performed.

8. Provides energy conservation education and information to clients.

9. Solicits, reviews, and approves competitive bids from contractors. Negotiates and approves changes to work plans that arise while work is in progress.

10. Inspects completed work, ensuring proper installation; completes punch lists and authorizes payments.

11. Mediates and resolves client and contractor disputes. Responds to inquiries and complaints regarding services provided; ensures appropriate information is provided or refers problems to supervisor.

12. Participates in program, division, and agency-wide meetings, training, and committees. Coordinates services with other agencies and organizations as needed.

13. Works with coworkers and volunteers to promote a positive, respectful, and productive working environment, while protecting client and co-worker confidentiality.

14. Within the context of the stated principle job duties, serve as an ambassador of SNAP’s mission and values.

15. Completes assigned projects and performs related duties as assigned or as the situation dictates.

16. Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency.

Requirements:

Education and Experience

• Required: High school diploma or equivalent and five years experience in all phases of residential weatherization or rehabilitation work. Valid drivers license and satisfactory driving record are required.

• Preferred: Bachelor degree with one year or an Associates degree and three years in environmental sciences, energy management or one year related technical field and experience in performing residential inspections, preparing bid documents, awarding contracts, and project management

Knowledge, Skills, and Abilities

• Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information

• Knowledge of weatherization techniques and single- and multi-family rehabilitation scope, standards, and material specifications

• Knowledge of heating and ventilation systems

• Strong communication and interpersonal skills, with emphasis on effectively working in a team environment and with a diverse population

• Ability to work with detail, with good math skills, and to prepare bids, award contracts and manage projects

• Ability to interpret and apply complex codes, regulations, policies, and procedures

• Ability to work independently, using initiative and judgment to resolve problems and ensure workflow is appropriately addressed in a timely manner

• Ability to communicate clearly, both in writing and orally, with staff, contractors, clients and general public, using tact, courtesy and good judgment

• Ability to mediate disputes and problem solve in a professional manner

• Basic computer skills (proficiency in MS Word, Outlook and computerized auditing software preferred); aptitude and ability to learn related technical skills

Training and Certifications

• Valid drivers license and satisfactory driving record are required

• Safety training (ongoing)

• Quality Control Certification

• Ability to pass annual OSHA Respirator Medical Evaluation Questionnaire

• Technical training on specific equipment and testing procedures and BPI certification required within first year of employment

Work Environment/Physical Activities:

This position involves working in client homes, indoors and outside, with exposure to seasonal heat and cold. Some work is conducted in confined spaces such as attics and crawl spaces. Must be able to safely perform physical aspects of job, including lifting, pulling, transporting, and handling tools, equipment and supplies. May require working on ladders and other potentially hazardous areas. May be exposed to dusty, wet, muddy, poorly ventilated and occasionally unsanitary environments. May be exposed to fumes and substances including paint, solvents, and other materials.
