1 Job Purpose

1. The post holder is responsible for supporting the Fire and Rescue Service in a range of duties as described below.

2. Major Tasks

1. Assistance at Training, Displays and Exhibitions

a) Preparation of training exercises, including preparation of real fire training cribs and compartment fire training facilities when required.

b) Clearing sites and cleaning following exercises.

c) Erection and dismantling of display and exhibition materials.

2.2 Maintaining Lifejackets and Pneumatic Equipment

a) Carrying out annual service, inspection and certification of lifejackets and pneumatic equipment.

b) Carry out ongoing maintenance of lifejackets and pneumatic equipment.

2.3 Courier Services within and for the Fire Service

a) Collection and delivery of stores, station supplies, vehicles including LGV, and equipment as required.

b) Packing and despatch of items to be sent away by using Parcelforce online system.

4. Caretaking Duties

a) Grounds maintenance to areas not contracted out.

b) General tidying and cleanliness of buildings and surroundings.

c) Minor maintenance of buildings including minor repairs and fixtures.

2.5 General Tasks

a) Maintaining station fuel stocks as required.

b) Receive reports of equipment defects, action maintenance and repair, as required and according to training and competence. Monitor progress and maintain records.

d) Receive stores deliveries and maintain goods inwards records.

e) Issue stores and pool stock PPE..

f) Respond to routine stores queries.

g) Monitor stock levels and report to Equipment & Contracts Officer.

h) Assist in the maintenance of computerised systems within the department, ensuring that data is input regularly and that information is up to date. Attend training on use as required.

Other Tasks

3.6 Ensuring information is securely maintained and treated confidentially in accordance with Service policy, the Data Protection Act and other Information Acts.

3.7 To make an effective contribution to the corporate aims of the Fire Authority.

3.8 Maintain proper administrative procedures and records in accordance with Service policy, orders and instructions including documenting and recording work activity.

3.9 Ensure that any defect of Service premises, accommodation, furnishings, vehicles fixtures and fittings are reported in accordance with specified procedures.

3.10 To become involved in and to respond effectively to the changing requirements of the Authority.

3.11 To carry out such other duties as may be directed, commensurate with the grading of the post.

3. Analysis of Performance Requirements and Conditions

4.1 Contacts

Regular contact will be made with all levels of Fire Service employees and management. Contact will also be made with a range of outside bodies, including contractors and suppliers.

4.2 Decisions and Recommendations Made

The post holder is expected to make routine decisions without detailed reference to management.

4.3 Supervision

The Equipment Contracts Manager is the line manager for the post holder. The post holder will have a range of tasks and a varying workload.

5 Complexity

The ability to mix with people at all levels within the organisation and with contacts outside the Authority is required.

6 Job Overview

6.1 Knowledge and Skills

The post holder needs knowledge of the Authorities relevant procedures and practices, plus additional practical and procedural knowledge in order to do this post. The post requires both literacy and numeracy skills. A good knowledge of correct spelling, grammar and punctuation is desirable, but not essential.

The post holder will undergo training where necessary to enable them to carry out equipment maintenance tasks, and will undergo re-certification in these tasks at periods specified by legislation or equipment manufacturers.

The post holder is regularly faced with problems or situations which he/she must resolve personally, virtually always done by applying existing rules, procedures or instructions.

The ability to drive a light van or truck with an LGV Class C driving licence is a requirement of the post. Manoeuvring this vehicle into, within, and out of severely restricted spaces is an integral part of the post.

6.2 Demands

The post requires the post holder to use a very high level of effort in pushing, pulling, lifting or carrying for a small proportion of the total working time.

6.3 Responsibilities

The post holder is responsible for the maintenance and use of equipment, some of which is safety critical and/or very expensive.

4. Working Conditions

The post holder regularly works outdoors and will sometimes be exposed to the weather when doing so. The post also involves regular exposure to very disagreeable or unpleasant conditions.

7 Conditions of Service

7.1 The Conditions of Service will be those specified by the National Joint Council for Local Government Services as adjusted from time to time.

2. The post is based at Fire and Rescue Service Headquarters, St. Michael’s Street, Shrewsbury.

3. The appointment is full time for 37 hours weekly. However, some evening and weekend commitment may be required at the request of the Line Manager of which time will be allowed. A flexible working hours scheme is in operation and participation in the scheme is at the discretion of the Chief Fire Officer.

4. This post carries eligibility to join the Local Government Pension Scheme. Information about this and other pension options will be enclosed with any formal offer of appointment.

5. Annual holidays will be at the rate of 23 days per annum with a further 5 days for those with 5 years service, plus an additional discretionary day as determined by the Shropshire and Wrekin Fire Authority from time to time. Bank Holidays also apply.

6. The appointment is subject to one month’s notice.

7. The appointment is subject to the satisfactory completion of a six-month probationary period for new entrants to Local Government service.

8. There is a requirement to wear corporate clothing when representing the Fire and Rescue Service in the community which will be supplied.

9. Applicants should note that, for the health and comfort of its employees, Shropshire Fire and Rescue Service operates a total ban on smoking at work.
