Global Alliance for Preserving the History of WW II in Asia

Our Mission

The Global Alliance for Preserving the History of WW II in Asia (GA) is a nonprofit, nonpartisan worldwide federation of over 40 grassroots organizations. Founded in 1994, our mission is to preserve the historical truth of the Asia-Pacific War (1931-1945). For only from truth in history, can we secure justice for victims, safeguard humanity from repeating mistakes of the past, and bring about a genuine reconciliation and lasting peace among all people.

Our mission springs from the following which we hold to be self-evident:

1. that a full accounting for the Asia-Pacific War is imperative when ruling elements of the Japanese Government foster collective amnesia and ultra-nationalist citizens engage in

2. denial, justification and whitewashing of Japanese war crimes committed in the first half of the 20th century

3. that unspeakable crimes against humanity were committed on a grand scale during this historical period

4. that victims of war crimes and crimes against humanity are still seeking justice at the hands of an unrepentant Japan nearly 60 years after the end of this war

5. that a nation which forgets the past is condemned to repeat its mistakes in the future

We embrace our mission with no other feeling but sympathy and friendship toward the people of Japan and of Japanese descent elsewhere, for they too have been victims of Japan's militarism. Thus, we invite all people of goodwill to join in our endeavor in the spirit of the Golden Rule. For worldwide justice, peace, and prosperity will prevail and endure so long as nations shall do unto other nations as they would have others do unto them

Our Demands

We further believe when the worldwide public knows of the historical truth of this period, there shall emerge a formidable consensus compelling the Government of Japan to honor its postwar responsibilities. These are our goals based on our mission: that Japan shall offer an official and unequivocal apology with equitable compensations for its war victims and that it shall rectify its distortion and whitewashing of its war history.

These are our minimal demands based on our goals:

That through Diet-enacted legislation which is signed into the law of the land, the Government of Japan must:

A. Offer an official and unequivocal apology acknowledging the commission of atrocities in China, Korea and other Asian countries and Pacific states during the Asia-Pacific War

B. Authorize full disclosure and preservation of documents relating to this dark chapter of history

C. Mandate learning lessons of humanity from Japan’s wars of aggression and its related war crime issues in the first half of the 20th century at all levels of schooling

D. Provide just and due compensation to

1) all identified deceased and surviving victims or their surviving family members, and

2) victims whose properties were looted and/or destroyed

E. Enforce the non-applicability of all statutory limitations under Japanese laws that prevent victims of war crimes and crimes against humanity committed by Japanese Imperial Forces during the Asia-Pacific War from seeking due redress in the courts of Japan

F. Provide funding for the creation of a memorial museum in Tokyo dedicated to

1) commemoration and remembrance of non-Japanese war victims of the Asia-Pacific War

2) preservation of documents declassified through (B) in the above,

3) research and publication of information pertaining to all facets of the war,

4) educational outreach focusing on lessons learned through war crimes and related issues of this period and

5) efforts to bring closure to this war and to prevent future wars of aggression

G. Outlaw public denial of war crimes committed by the Japanese Imperial Forces, prosecute the living Japanese war criminals that have escaped international war crime trials after the end of the war, remove relics of all war criminals now enshrined in the Yasukuni Shrine and prohibit honoring and worshiping of war criminals in that Shrine or any other religious establishments of national significance

H. Establish a national day of remembrance for non-Japanese victims of the Asia-Pacific War

I. Return all looted national treasures, including cultural and historical relics

J. Honor the "military monetary certificates" issued by the Japanese occupational authorities that people of victimized countries were forced to exchange for their national currencies with due compensation to military monetary certificate holders.

Only when Japan sincerely acknowledges and works toward discharging its postwar

responsibilities as set forth in our minimal demands is Japan ready to become a responsible and respectable member of the international community. And we assert only a responsible and respectable member of the international community should be considered for a permanent seat on the United Nations Security Council.

Our Activities

We believe our work must start with an unbiased understanding and courageous acknowledgment of the truth of the Asia-Pacific War. To that end, GA

6. espouses the study, research, and dissemination of the historical truth by all like-minded individuals and institutions worldwide

7. initiates and co-ordinates worldwide responses to misinformation, distortion and denial of war atrocities committed by the Japanese Imperial Forces

8. supports efforts related to the redress movement of the survivors and victims of Japanese Asia-Pacific War atrocities

9. coordinates joint projects and activities related to our mission among our member organizations

10. communicates our goals and activities through an official website, electronic mail and newsletters

11. convenes conferences on goal-related and mission-relevant subjects of importance
