BOARD OF EDUCATION
MINUTES
August 20, 2019
The Braxton County Board of Education met in regular session on Tuesday, August 20, 2019
at the Braxton County Schools Board office. The following members were present: Jill Cooper-President, Dave Hoover-Vice President, Brad Shingler, DeAnna Whipkey, Dolores Wright, Kathy Hypes – Superintendent.
I. Call to Order:
Jill Cooper called the meeting to order at 6:00 p.m.
II. Pledge of Allegiance:
Jill Cooper led the Pledge of Allegiance.
III. Opening Prayer:
Dave Hoover had the opening prayer.
IV. Recognition of Students and/or Employees:
None reported
V. Delegations:
None
VI Discussion:
1. Staff Development Council reconvened for the 2019-20 School Year
There will be representatives from both service and professional personnel.
Brad Shingler agreed to be a representative from the Board.
The Board will listen to a Webinar about House Bill 206 on Friday, August 23, 2019.
A discussion was held regarding having representatives from each school attend Board
meetings as well as a student representative from BCHS.
VII. Consent Agenda:
Dave Hoover moved and DeAnna Whipkey second to approve the consent agenda
Approval of August 6, 2019 minutes, payment of bills, budget transfers and supplements,
transportation requests, Treasurer’s report, request to be released from Braxton County
Schools to attend Clay and Lewis County Schools.
Vote: Unanimous. Motion carried.
VIII. Personnel:
Brad Shingler moved and Dave Hoover second the following personnel actions:
A. Resignation:
Katelyn Benson PE Teacher, Little Birch Elementary, effective retroactive August 5,
2019
B. Employment/Reassignments:
Mary Ramsey 3rd Grade Teacher, Burnsville Elementary, effective retroactive

IX. Superintendent Updates:
• WV Career Readiness – Braxton County has been accepted to be a part of the pilot program
• Braxton County Schools is now on LinkedIn, Facebook and Twitter
• WV Public Education -2018-19 Year in Review. Copies will be emailed to the Board.
X. Legal Updates:
• Settlement demand for 3 grievances will be discussed in Executive Session.
XI. Old Business:
• Ethics training on Wednesday, August 21, 2019. Angie Jackson will attend.
• Braxton County has been in the news twice this week in a positive manner.
• Fall Kickoff on 28th. Lori Stover will be sending out information on that.
XII. New Business:
a) Brad Shingler moved and DeAnna Whipkey seconded to approve fundraisers (List
attached)
Vote: Unanimous. Motion carried.
b) Dolores Wright moved and Brad Shingler seconded to approve Mutual of Omaha
Insurance Company to Provide Student Insurance FY 2019-20
Vote: Unanimous. Motion carried.
c) Brad Shingler moved and DeAnna Whipkey second to give permission to post position
for Career Readiness Teacher at BCMS. Another teacher is needed at BCMS. Career
Readiness was chosen as an elective to offer students to help with technology, career
exploration and workforce readiness.
Vote: Unanimous. Motion carried.
Executive Session:
Brad Shingler moved to convene into executive session under 6-9A-4 (2) (a) (6) to discuss any material the disclosure of which would constitute an unwarranted invasion of an individual’s privacy. DeAnna Whipkey second the motion.
Vote: Unanimous. Motion carried.
The Board convened into executive session at 6:38 p.m..
Brad Shingler moved and DeAnna Whipkey second to reconvene into regular session.
Vote: Unanimous. Motion carried.
The Board reconvened into regular session at 7:18 p.m. with no action taken.
Brad Shingler moved and Dave Hoover second to reject the offer that was given to Board.
Vote: Unanimous. Motion carried.
XIII. Adjournment:
Brad Shingler moved and Dave Hoover second to adjourn.
Vote: Unanimous. Motion carried. The meeting adjourned at 7:19 p.m.
The next regular meeting will be held at 6:00 p.m. on Tuesday, September 3, 2019 at the
Board office at 98 Carter Braxton Drive, Sutton.
