REGULAR SESSION BULLITT COUNTY FISCAL COURTHELD ON TUESDAY NOVEMBER 19, 2019, AT 9:30 A.M.PRESENT:HON. Magistrates Rayhill, Mitchell, Logsdon were present. Pastor Frankie Brown, of Family Worship Center, gave the invocation and led the pledge to the flag.*****FISCAL COURT/TREASURER BILLS APPROVEDOpen Invoice Reports from the Judge/Executive’s Office dated through November 14, 2019 had been submitted for Fiscal Court’s review and approval and copies are on file in the County Clerk’s Office. Disbursements from each fund totaled: #01- $288,878.37; #02- $9,092.78; #03- $47,966.24; #04-$6,456.94; #09- $25,241.12; #77- $88,638.61. Grand total disbursements from all funds: $466,274.06. Open Invoice Reports from the Treasurer’s Office dated through November 7, 2019 had been submitted for Fiscal Court’s review and approval and copies are on file in the County Clerk’s Office. Disbursements from each fund totaled: #00- $41,159.10; #01- $111,053.02; #02- $54,109.04; #03- $115,800.46; #09- $187,946.08. Grand total disbursements from all funds: $510,067.70.On motion of Esq. Mitchell, seconded by Esq. Logsdon, with Fiscal Court having concurred, the claims referenced above totaling $976,341.76 were approved as presented and were ordered to be paid.Vote: Unanimous for—motion carried.*****TREASURER’S REPORTSThe Treasurer’s Financial Reports for the month of October 2019 and/or the fiscal year to date through October 31, 2019 as reported to the Department of Local Government had been submitted for Fiscal Court’s review and copies are on file in the County Clerk’s Office. The Reports included: Financial Cover Sheet (as recorded below); Bank Reconciliation Statement for each fund; Appropriation Condition Report; Transfers/Expenditures by Date; Long Term Liabilities; Warrant Distribution List; Monthly Revenue Journal; and, Fund Receipts Report.On motion of Esq. Rayhill, seconded by Esq. Logsdon, and with Fiscal Court having concurred, the Financial Report for October 2019 were approved and accepted as presented and recorded below.Vote: Unanimous for—motion carried.*****MINUTES APPROVEDOn motion of Esq. Logsdon, seconded by Esq. Rayhill, and Fiscal Court having agreed to dispense with the formal reading, the minutes of the regular session of Bullitt County Fiscal Court held on Tuesday, November 5, 2019, were approved as presented and the Judge was authorized to sign same.Vote: Unanimous for—motion carried.*****PRESENTATIONSHEPHERDSVILLE CITY POLICE Shepherdsville City Police introduced their new drug dog to Fiscal Court. His name is Ash, is 3 years old, and has a dual purpose on the force that includes apprehending a suspect and drug searches. *****PRESENTATIONSHERIFF’S OFFICEWalt Sholar presented the Deputy of the Month, as well as the Employees of the Month. He introduced Deputy Terry Summerville as the June 2019 Deputy of the Month. He also introduced Geneva Payton, Mary Allen, Casey Aldridge, and Melissa Hines as the Employees of the month for July 2019. He stated that these women have collected over 88% of taxes in October, and have pulled everything together since the retirement of the Office Manager. *****ZONING ORDINANCE: SECOND READINGORDINANCE #19-22Assistant County Attorney Mr. Robert Flaherty gave the second reading of the following zoning ordinance that was given first reading on November 5, 2019.Ordinance #19-22; Docket #2019Z-32; Bernheim IW Foundation, INC.—an ordinance changing the zoning from Agricultural- Non Conforming to B-1 Highway Business. The property in question is 1.59 acres, more or less, located on Clermont Road (Highway 245), in an unincorporated area of the county.On motion of Judge Summers, seconded by Esq. Rayhill, with Fiscal Court having concurred, and with the recommendation of the Planning Commission, Ordinance #19-22, Docket #2019Z-32 was adopted as presented and recorded below and the Judge was authorized to sign the same.Vote: Unanimous for—motion carried.*****EMERGENCY MANAGEMENT SERVICESHIRINGOn motion of Judge Summers, seconded by Esq. Mitchell, with Fiscal Court having concurred, to hire Laura Hocter Krininger as Full Time Paramedic at $21.75 per hour, Chris Seelye as Full Time Paramedic at $21.75 per hour, and Clarinda Sheffler as Part Time Paramedic at $22.75 per hour; effective November 20, 2019. Vote: Unanimous for—motion carried.*****INTERLOCAL AGREEMENT CITY OF PIONEER VILLAGEOn motion of Esq. Rayhill, seconded by Esq. Logsdon, with Fiscal Court having concurred, to accept the Interlocal Agreement by and between Bullitt County Fiscal Court and the City of Pioneer Village for the purpose of acquiring salt/ice treatment materials. Vote: Unanimous for—motion carried.*****PLANNING AND ZONING PROMOTIONOn motion of Judge Summers, seconded by Esq. Mitchell, with Fiscal Court having concurred, to promote Angie Finn from Administrative Assistant to Planner 1 with a salary increase of $14.50 per hour, to $40,000.00 annual salary, effective November 21, 2019. Vote: Unanimous for—motion carried.*****HUMAN RESOURCES SPECIALISTHIRINGOn motion of Judge Summers, seconded by Esq. Rayhill, with Fiscal Court having concurred, to hire Rhonda Walls as Human Resources Specialist at an annual salary of $65,000.00, effective November 21, 2019. Vote: Unanimous for—motion carried.Treasurer Kenann Sharp asked what line item this will come from, and Chief Financial Officer Keith Griffee stated that it will come from Contracted Services line item. *****HOMELAND SECURITY GRANT APPLICATIONRESOLUTION 19-16On motion of Esq. Mitchell, seconded by Esq. Logsdon, with Fiscal Court having concurred, to accept Resolution 19-16, a Resolution authorizing the application for, execution of documents and administration of a Kentucky Office of Homeland Security Project. Vote: Unanimous for—motion carried.*****BULLITT COUNTY BOARD OF HEALTH REAPPOINTMENT On motion of Judge Summers, seconded by Esq. Rayhill, with Fiscal Court having concurred, to reappoint Doctor Casey Lewis to the Bullitt County Board of Health, term to expire December 31, 2021.Vote: Unanimous for—motion carried.*****MAINTENANCE SERVICE AGREEMENT JODIE’S BUSINESS MACHINESOn motion of Esq. Rayhill, seconded by Esq. Logsdon, with Fiscal Court having concurred, to accept the Maintenance Service Agreement Contract with Jodie’s Business Machines. Vote: Unanimous for—motion carried.*****FISCAL COURT MEETINGSYEAR 2020Fiscal Court presented a 2020 Meeting Schedule that includes changes from the previous years. Discussion was had amongst Magistrates and Judge Summers. On motion of Esq. Mitchell, seconded by Esq. Rayhill, with Fiscal Court having concurred, to accept the 2020 Fiscal Court Meeting Schedule. Vote: Four (4) Judge, Mitchell, Rayhill, Laswell For; One (1) Logsdon Against—motion carried. *****CODE ENFORCEMENT UPDATED FEE SCHEDULEDirector Bozeman spoke to Fiscal Court about updating Bullitt County’s Code Enforcement Fee Schedule. He wants to adjust the residential fee schedule for the first time in ten years for one and two family dwellings, to mirror the State of Kentucky’s Fee Schedule. He stated Bullitt County is lower than all surrounding counties and surrounding jurisdictions and the proposed changes would bring us equal to or still less than surrounding jurisdictions, with the exception of Spencer County. Judge Summers stated that Planning and Zoning are also updating their fee schedule, so both will be presented at the next Fiscal Court meeting on December 3, 2019. *****SPEAKERBROOKS HILL ROADNOISE AND NUISANCE COMPLAINTGayle Joiner spoke to Fiscal Court about a noise and nuisance complaint he has on Brooks Hill Road. He stated there are dump trucks coming from Jefferson County and is surrounded by constant noise at his residence. He has made complaints in the past, but feel that the county is ignoring his concerns. He has been told that the trucks are not doing anything illegal, but believes they are breaking the noise and nuisance Ky State Law. Judge Summers stated that he believed the matter had been resolved after receiving a thank you note in the mail. Sheriff Sholar also stated that he has personally drove out there and has reached out to the Commercial Vehicle Enforcements that stated they were allowed to travel with the heavy loads. Discussion was had amongst Magistrates, Judge, Sheriff Sholar, and the County Attorney John Wooldridge. Sheriff Sholar suggested that he file a complaint with the County Attorney’s Office to see what can be done. County Attorney John Wooldridge stated that he will look at amending the current Ordinance, but is not in favor of limiting work hours. *****PRESENTATION PROPERTY VALUATION OFFICEAdministrator Depp Rasner gave an update to Fiscal Court. He stated that they are in the process of inspecting Quad Two for reassessment, and Quad One (Mount Washington) has already been reassessed. He stated that Field Representatives are out today and plan to bring back seven million in assessments today. He has updated several uses of technology in his office including automating reports and eliminating faxes. He stated that his office will be closed on December 4 and 5 for a training conference for all employees. He is currently engaging in an office makeover, establishing points of service, and redesigning the layout. *****ADJOURNMENTThere being no further business, on motion of Esq.
