From the Program Manager
I reflected this time last year that we would expect more emphasis on distributed learning in general,
and JKO in particular, because of resource constraints across the DOD. In fact, we realized this over
the past year in ways that exceeded my expectation. We have established a ¡°new norm¡± for JKO
trainee throughput and training delivery statistics. For the month of July 2014, JKO reported a record
high of 188,685 course completions, compared to the previous high of 121,481 for March 2014. The
record high for 2013 was 118,978 for October. In 2013 JKO reported average completion rates of
86,000 course completions per month and we now revise that upward for 2014 to the ¡°new norm¡± of
averaging 150,000 course completions per month. As we enter FY15, we are trending toward ~2M
registered users accessing JKO and are experiencing upwards of 40,000 logins per day. The
significant increase in use is driven in large part by new organizations coming to JKO for a costeffective training delivery solution easily adapted to their training needs, and more agencies using JKO
for their common military training requirements. We have also made considerable progress in
supporting collective exercises as part of the Blended Learning Training System, tailoring JKO
courseware, reporting proficiency metrics for exercise Academics, and delivering small group desktop
exercises tailored to CCDR exercise objectives. I am confident that past, recent and continuing ability
to respond to new customers and training innovations, lends credence to the JKO design as a flexible,
scalable architecture readily adaptive to emerging requirements.

provides access to wide-ranging
learning resources including

Blended Learning Training System Leveraging Distributed Learning Capability
Significant advances are being
made to leverage distributed
learning capability and use of
blended learning to increase
access and efficiencies in joint
training. Distributed and
blended learning are lower cost
training alternatives gathering
momentum in individual, staff
and collective exercise joint
training as critical enablers to
meet training objectives and
learning effectiveness in the
current environment of
constrained resources.
The Joint Staff J-7 DDJT
introduced the Continuum of
eLearning (CoL) concept in
2011 applying science of
learning disciplines to enhance
and leverage existing
capabilities available on JKO to
target cost and performance
efficiencies for training
exercises. Controlled studies
were conducted 2011 to 2014
in a variety of training exercises
and events to assess
acceptance and effectiveness
to enhance joint training with
lower cost training modes. Over
the course of the three years
the concept evolved as the
Blended Learning Training
System (BLTS) blending online
learning, metrics and
assessments, in-resident
academics, table top exercises,
and distributed small group
simulation-based training.
Today, study results indicate that
participants generally benefitted
from pre-exercise online courses
and SGST team training, and
demonstrate the BLTS as a fully
operational capability to support
events across the joint training
enterprise.
The BLTS framework includes
online, self-paced courses with
embedded metrics and metricreporting that supports inresident academics, distributed
small group simulation exercises
to support team-related training,
blended live training,
instructional design processes
and schedule processes. Based
on this framework Blended
Learning Training Packages
(BLTP) are tailored to specific
exercise objectives and
integrated into the schedule of
live training events. A BLTP
leverages existing JKO
courseware or may entail new
development, depending on
training topics and specific
objectives. JKO BLTP courses
begin with a pre-test that enables
a customized program of
instruction based on the
learner¡¯s baseline knowledge,
maximizing the individuals¡¯ time.
A post-test is also required, with
opportunity to retake as many
times as necessary, to assure
content mastery. Pre-requisite
online courses are scheduled to
be completed prior to classroom
academics. Proficiency metrics
from the online courses are
captured, analyzed and
aggregated for the training
audience and metrics reports are
given to the Observer Trainers
and training managers to assist
them in training to knowledge
gaps.
¡°In FY 2015 and beyond we
need to implement a new
model that accounts for fiscal
realities, provides scalable
options and prioritizes exercise
support in line with the
Department¡¯s priorities. Our
focus must be on the
consideration of cheaper
training modes and the use of
distributed joint training
enablers to achieve multiple
cross-CCMD joint training
objectives.¡±
A BLTP uses prescribed scenario
simulations for staff or small
team training using the JKOhosted SGST. With SGST
participants use desktop
computers, such as they would to
perform normal staff operations,
to form as a team in reacting to
realistic interfaces and simulated
injects introducing new
information as the simulation
unfolds. This offers combatant
command staffs opportunity to
learn basic concepts of joint
operations (i.e. planning,
coordination, and battle rhythm)
and to practice those concepts
as a team.

Support for Collective Training Exercises and Events
JKO collaborates with the J7
Joint Exercise Division and
Deployable Training Division on
the development of Web-based
training courses and scenarios
in support of exercise program
events. Tailored individual
training courses and SGST staff
exercise scenarios comprise the
BLTP and support the overall
effort of the CoL.
JKO also works with the
Observer Trainers on the
development and maintenance
of the Joint Force Command
(JFC) Curriculum. The JFC
curriculum is designed to
enhance the joint learning
continuum with a series of 100
and 200 level courses, all with
embedded features that set the
conditions for higher-level
learning. The curriculum is
intended for military and civilian
personnel who will be assigned
or attached to any joint
organization such as a
combatant command staff or
Joint Task Force (JTF) staff. It is
designed to deliver individual
training on the fundamentals of
joint military organizations and
functions, and to provide a
foundation of joint knowledge
based on joint doctrine. The 100
level course content is
developed specifically to deliver
foundational knowledge with
eight core modules that deliver
procedural and basic knowledge
across the joint disciplines, like
planning, logistics and Intel. The
200 level courses provide more
contextual insights and best
practices gathered from years of
observing collective training
events. JFC level 200 courses
are developed from Observer
Trainers¡¯ "Best Practices and
Insights" papers. All JFC 100
and 200 level courses meet full
CoL and BLTP standards. JKO
Selection of JFC 100/200
modules for pre-requisite
exercise training is typically
foundational in Initial planning
and development of the 300
level modules is also underway.
These modules emphasize case
studies drawn from the Joint
Center of Operational Analysis ¨C
Lessons Learned.
