System Engineering: The development and maintenance of systems discovery and optimizing, maintaining performance and functionality of a defined system.SECONDARY DOMAIN(S): Information Technology Project Management: The management or oversight of all phases of the project management and system development life cycles to ensure efficient and effective delivery.STATEMENT OF DUTIES: Under the general direction of the Information Technology Manager I (ITM I), the ITS II performs as the highest technical analyst for the Department of Justice’s (DOJ) Integrated Applications and Services Section. The ITS II plays a key role in working closely with Research Center program clients, developers, and other DOJ staff in the coordination of the analysis, specifications, testing, planning and implementation of data collection, statistical analysis, and reporting systems. In addition, the ITS II will also provide primary analytical support to the enhancements and changes to the DOJ’s Data Mart and the upcoming Data Warehouse effort. The incumbent will perform a wide variety of the most complex administrative and technical tasks and may act as technical or team leader, when required. The ITS II’s duties include, but are not limited to: working cooperatively with both clients and development staff in identifying and defining functional solutions that meet identified business requirements; developing and updating systems and applications documents such as requirement specifications, training manuals, and presentations; data modeling; data dictionary creation and maintenance; workflow design; development of test plans and scripts for new releases of application software; performing system testing and integration testing; and isolating, defining, and resolving the more complex application problems. Edit and review detailed design specifications and programs written by journey-level peers and consultants to ensure proper system and interface compatibility, HDC standards are followed, and level and thoroughness of documentation.Research and recommend the use of enterprise technologies, vendor products and proposed modifications to custom system software that support the Department’s strategic goals and objectives.Keep abreast of changes and trends in the information technology industry, and effectively apply knowledge of current industry trends to evaluate alternative proposals and recommend optimal solutions.30% Analytical/TechnicalCreate and maintain the data dictionary to provide data element and entity definitions, data source, and usage information.Create and maintain data mapping documents between source and target data stores to support, extract, transform, and load (ETL) processes. Analyze and define technical functional solutions to meet identified business requirements. Identify, analyze, and prioritize design, development and implementation tasks and maintenance activities for technical staff.Lead application design, database planning, and support activities.
