The membership works as a progressive alliance to champion the value of public libraries and to make a positive difference in the communities that they serve. As the peak body, PLV advocates on behalf of the sector, builds the capacity of members through professional development, provides value through partnership arrangements and demonstrates good governance in the management of the Association. This work is underpinned by a well-defined set of values and guiding behaviours.PLV’s strategic direction is set out in Public Libraries Victoria Four Year Strategic Plan 2019-2022.The Strategic Plan is supported by an annual action plan.Position Objectives StrategicContribute to development and achievement of PLV’s strategic goals and associated Action PlanActively seek out, nurture and develop partnerships while embracing ‘a culture of collaboration and innovation’OperationalDeliver innovative and customer focused service consistent with PLV’s Vision, Values, Mission and Purpose Lead the delivery of PLV’s Strategic Plan and Annual Action Plan and report on outcomes achievedActively engage and interact with members, suppliers and key stakeholders to achieve positive outcomes for the sectorManage the day to day operations of PLV including organising meetings, events and conferences as requiredKey Responsibilities and DutiesLeadershipAdvocate on behalf of PLV and its Members Contribute to the planning, development and implementation of PLV policies Ensure that PLV meets the goals and objectives as defined in the Strategic Plan Finance and Administration Prepare Budgets in consultation with the Executive Committee Prepare reports for the President, the Executive Committee and the Membership as requiredEnsure full legislative and regulatory complianceManage and continuously evaluate resources, systems and processes, costs and procedures to maximise productivityMaintain effective document management and retrieval systems Manage and monitor the overall expenditure of the Library service against the budgetSelection CriteriaUnderstanding of, and appreciation for, the Public Library SectorDemonstrated understanding of good governance within a government or non-profit environment. Extensive experience in financial management including budgeting, financial monitoring and reporting. Employment Status - Prior to commencement of duties the successful applicant must provide proof of permission to work in AustraliaHealth Declaration – the preferred applicant will be required to complete a Health Declaration form as part of the conditions of employmentHours – Up to 38 hours per week (Part time applications will be considered)Multiskilling – The employee may be directed to carry out any duties within the limit of his/her skills, competence and trainingQualifying Period – As per the Fair Work Act 2009 and Regulations – 6 monthsRecreation Leave - Annual leave must be taken at times that are mutually agreeable to both employee and employer, within twelve months of it falling dueRisk Management – Employees are responsible for taking all reasonable steps to ensure they are aware of the inherent risks associated with their work and for taking appropriate action to minimise or eliminate such risksSick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off (if applicable), annual leave, LSL or public holidayA full Australian driver’s licence must be maintained at all times.
