This includes but is not limited to 1) program leadership and management, 2) volunteer leadership and management, and 3) senior staff leadership. The RC reports to the Director of Programming and Training (DPT), and coordinates frequently with the Program Managers, Programming and Training Specialists (PTS) the Training Manager (TM), and the Director of Management and Operations (DMO).DUTIES AND RESPONSIBILITIES: PROGRAM LEADERSHIP & MANAGEMENT 40% Develop a multi-year strategic plan, in collaboration with the DPT, including goals, objectives, activities, indicators, and a monitoring and evaluation plan to ensure that the Peace Corps Response program is operating in Jamaica according to the Peace Corps approach to development and in a manner aligned with Peace Corps’ global strategic plan.Develop position descriptions, in coordination with host-country agencies and Peace Corps Response headquarters personnel, which address national and local priorities and facilitate recruitment and selection while clarifying Peace Corps Response Volunteer (PCRV) responsibilities and Post expectations for applicants.Coordinates with PCR/W in the areas of recruitment, PD development and approval, requests for support, compliance with PC Response global guidelines, and required reporting to PCR/W.Develop and document Volunteer sites in compliance with regional and Post-specific site management guidelines.Design and manage a monitoring, reporting, and evaluation system for Response Volunteers to document and share their activities, outputs, outcomes, and learning.Cultivate and maintain positive, productive, and inclusive strategic relationships with host-country agencies and other partners.Prepare annual reports for multiple stakeholders, including but not limited to CD, DPT, PCR HQ, HCAs, PCRVs, and others as needed. Coordinate annual meetings with HCA central office stakeholders.VOLUNTEER LEADERSHIP & MANAGEMENT 40%Design, implement, and evaluate Response Volunteer pre-departure engagement and in-country orientation programs in close collaboration with the TM, DPT, and DMO.Prepares and conducts a three days up to two weeks orientation for incoming Volunteers, developing the orientation program and schedule in consultation with the DPT, other post staff, and the Volunteers’ partner organizations. Identifies the relevant content and human and material resources needed for the orientation, gathers and analyzes volunteer feedback and best practices to improve and augment orientation content and materials, and works with the DPT to ensure the overall quality of the orientation.Ensures that all Post staff are aware of PCRV arrival and departure dates, any changes in a PCRV’s status, or any support needs required from other units. Keeps required information in VIDA updated for PCRVs. Ensures that the Administrative Unit has the information it needs to prepare logistics for PCRV arrival and Orientation, and to process Volunteer allowances and other payments in a timely fashion. Provides orientation and training for partner organizations on requirements for hosting a PCRV. Also informs partner organizations in a timely manner of a PCRV arrival dates, and ensures that the organization provides an appropriate orientation for the PCRV upon arrival. Coach and manage PCRVs as needed using authoritative and/or facilitative interventions to a) champion performance that meets or exceeds expectations or b) to redirect performance that is not meeting expectations. Mediate interventions between PCRVs and third parties when necessary.Conduct and document PCRV site visits in compliance with regional and Post-specific site management guidelines.Addresses issues as they may arise between a Volunteer and the partner organization. Responds to concerns signaled by PCRV or their partner organization; ensures proper documentation of all incidents, behaviors and communications; and takes the lead in resolving issues, in line with Peace Corps Policy and Procedures. Coordinates closely with SSM and SSA to ensure safe and adequate living arrangements are made for each PCRV, that housing is properly inspected and approved prior to PCRV arrival and that ongoing support is provided. Complete administrative tasks related to PCRV service in a timely and comprehensive manner, i.e. approval of annual leave requests, pre- and post-site visit communication and planning, Close of Service document review and processing, and other duties as assigned by the DPT or CD. May include supervisory duties of Peace Corps Volunteer Leader (PCVL) or other staff member.SENIOR STAFF LEADERSHIP 15%Provide input and work on tasks affecting overall Post management and the success of the Peace Corps program and training, including Post's strategic and operational plans.Actively participate in the integrated planning and budgeting process (IPBS), assisting with the budgetary process so that it will adequately support and meet the objectives of the Response Program. Assist as needed with the planning and implementation of official visits from Peace Corps headquarters, U.S. Embassy and consulates or other high-profile stakeholders.Contribute to important Post documents, such as the Volunteer Handbook, Staff Handbook, Standard Operating Procedures, and other documents as determined by the DPT or CD.Exemplify professionalism by complying with all policies in the Peace Corps Manual, Staff Handbook, and by meeting all Peace Corps Staff Core Expectations.SAFETY & SECURITY 5%Addresses safety and security proactively by ensuring appropriate assignments for Volunteers and adhering to Peace Corps and post site preparation policies and procedures. Identifies and communicates Volunteer safety and security concerns or issues to the Safety and Security Manager (SSM) and the CD. Ensures prospective sites meet established programmatic and safety and security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites. Incorporates appropriate site-specific safety and security-related information into site history files. Ensures designated host country counterparts participate in counterpart orientation/training and are prepared to work with and support Volunteers, including their role in Volunteer safety and security. Maintains communication with each Volunteer and solicits periodic feedback, including information about Volunteer safety and security. Maintains a calendar of Volunteer site visits, and conducts appropriate number of site visits to assess Volunteer progress, safety and security, and to provide technical guidance and moral support. Writes reports to document the site visits. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security, and initiates corrective action as necessary. Assists CD, SSM and others to prepare for and respond to incidents and crises impacting V/Ts and Peace Corps operations. Acts as duty officer, as needed. May function as back-up SSM.
