My name is Ricardo Beas and I am the pastor of the Natural Law Church of Health and Healing. I am writing on behalf of our church Members, Disciples, and on behalf of all Children of God in your state regarding your consideration of HB-6423 as to removing an individual's right to a religious exemption from vaccination, for them, their children, or anyone under their care. I respectfully request that you reject such an arbitrary and capricious effort, which would be an abuse of discretion and authority, instigated by the author(s) and sponsors of this bill. I request that you address this issue from both a Godly and a constitutional perspective, as follows:

When we speak of constitutional rights from a legal standpoint, this does not simply reflect what is written in the U.S. Constitution. In fact, based on legal precedent, it takes us back to the Declaration of Independence, the Common Law, the Magna Carta, and Natural Law, as declared and ordained by the Holy Bible, the Word of God, from where all authority, celestial or terrestrial, comes from. The Declaration of Independence states in part as follows:

"... That all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."

The U.S. Constitution and the Bill of Rights are simply a reflection and a restatement of our God-given rights as noted in the Holy Bible and the Declaration of Independence, as when it says in the Declaration of Independence that "men are created equal," it means that no man is above any other man, even if one of those men happens to be a government official arbitrarily, wrongfully, and unlawfully trying to exercise their authority to violate a person's protected rights.

The Declaration of Independence and the U.S. Constitution both affirm that we have God-given rights, that we are not bound by arbitrary government "de jure" and "de facto" pronouncements if they go against God's law and our health and our freedom, and that we have a right to decide on our own what is best to protect our health and all of our God-given rights.

These precedent-binding documents also remind us that, as expressed in the Holy Bible, being Children of God also means that we must obey God, our Father. God reminds us in the Holy Bible that we are the Temple of God, that we do not own our body, our spirit, or our soul ? God owns us in all three levels, as He is the Creator of this universal reality we call Life. We are but a drop in the Ocean of God. God is specific as to what He expects from each and every one of us. In Corinthians 3:16-17 and 6:19 the Bible states:

"Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you? If any man defiles the temple of God, him shall God destroy; for the temple of God is holy, which temple ye are ... What? know ye not that your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own?"

The Declaration of Independence and the U.S. Constitution is the reflection of both our Godgiven rights and our obligation to obey God. If we are the Temple of God, then we have a duty to protect it from all harm, whether it is our physical and/or spiritual body, or the body and spirit of those under our care, like our children and elders.

Due to our religious rights, as reflected and protected by the First Amendment of the Constitution of the United States, some of us are against and have a right to avoid vaccination of any kind based on overwhelming data regarding their harm, including information provided by the same vaccine manufacturers that prove that vaccines not only contain cells of aborted fetuses and insect parts, an aberration before our Lord God, but also that they contain many toxic substances, which include the following:

Thimerosal, mercury, aluminum (toxic heavy metals), formaldehyde, glyphosate, GMOs, peanut oil (most likely responsible the now common children's reactions to nuts), other live or inactivated viruses, bovine extract, polysorbate SO, monkey kidney tissue, and aborted fetal tissue. All these ingredients, individually and combined, can and have been proven to be detrimental to a person's health and they can and often do cause any or many of the diseases noted in the manufacturer's vaccine inserts, which include among others:

Nervous tics, allergic reaction, face edema, swelling face, pruritus, rash generalized; nausea, diarrhea, cellulitis, bronchiolitis, UTI, acute gastroenteritis, asthma, aspiration, breath holding, influenza, inguinal hernia repair, viral syndrome, URI, croup, thrush, wheezing, choking, conjunctivitis, pharyngitis, colic, colitis, congestive heart failure, severe migraine with unilateral facial paralysis; nerve compression in neck and arm, paraesthesia, hypocsthcsia, facial palsy, convulsion, syncope, myelitis, anaphylactic and anaphylactoid reactions (can kill you); systemic lupus erythematosus (SLE), Guillain-Barre syndrome; multiple sclerosis, arthritis pain in extremity, tachycardia, encephalopathy, coma, Collap.se or shock-like state, fainting, decreased level of consciousness, prolonged seizures, progressive neurologic disorder, including infantile spasms, uncontrolled epilepsy, or progressive

encephalopathy, anaphylaxis (death can occur within 30 minutes of onset). Sudden Infant Death Syndrome (SIDS), and Death. See the manufacturer's vaccine inserts where it lists all of the above diseases and possible injuries, at .

Due to these vaccines' content of aborted fetal matter, insect parts, toxic substances, and the probable ailments that can and often result from their use as noted above, our Church Members and Disciples, as well as other Children of God, firmly believe that using such vaccines is harmful and is therefore against our religious obligations and beliefs and are against God's Law, being that such vaccines would defile our body, which is the Temple of God, noting that such vaccines are "unclean". See the Holy Bible, 1611 King James Version: 1 Corinthians 6:19,1 Corinthians 3:16,1 Corinthians 3:17, Mark 2:17, Job 14:4, 2 Corinthians 6:17, Leviticus 5:2, Luke 17:21, Psalm 139:13-14, and Exodus 20:13.

While I respect any person's view where they may consider our Church, Members, Disciples or any other person against forced vaccination based religious beliefs to not be legitimate, such personal view is irrelevant when it comes to our constitutionally protected religious rights. As an example, as noted in a recent lawsuit by the Plaintiff's attorney and confirmed by the result of the lawsuit:

"The legal standard isn't whether officials agree with the religious beliefs or whether those beliefs are the recognized position or official doctrine of any particular religious organization or group. Absent proof establishing an undue hardship, federal law requires an employer to provide reasonable accommodations for sincerely held employee religious beliefs, even if some may consider those beliefs idiosyncratic."

While vaccines and their ingredients are proven to cause injury in some, if not all persons in various degrees, as noted in the potential injuries noted above from the manufacturers' vaccine inserts, I am not against anyone receiving a vaccine if they decide to take it, regardless of whether they are informed or not of their possible dangers. God's grants us free will. This includes the will to decide whether we will take our time to investigate the truth behind the dangers of vaccination or just takes some health officials' word that vaccines are safe, even though all the evidence proves the opposite. If vaccines are not safe and cause injury, then they defile our body and it would be against our religious belief and our obligation to God to protect His Temple within us.

Therefore and otherwise, you must vote against HB-6423 due to your legal obligation to comply with your Oath of Office to comply with the United States and your state's constitution, which requires you to protect our First Amendment and Constitutional right to be free, our right to practice our religion and serve God, and to protect ourselves and our children from all harm, as threatened by vaccination.
