Executive Summary

1 Introduction

Deloitte has collaborated with the State of Illinois, Department of Human Services (DHS) Bureau of Child Care Development (BCCD) and Management Information System (MIS), to prepare the Detailed System Design (DSD) for the Child Care management System (CCMS). It is the product of careful detailed design definition and execution of more than 40 Joint Application Design (JAD) sessions for the purpose of designing the application components that will make up the CCMS solution. The document will act as the basis for construction activities during the next phase of the project.

This deliverable contains descriptions of updated processes, updated use cases, and requirements in addition to the design components for the user interface, reports, interfaces, and data conversion. The JAD session calendar as executed for the phase has been included as well as the knowledge transfer activities specifically completed during this phase of the project. The solution architecture and the technical environment configuration have been refined in this document as well as applicable system development standards included as appendices.

Appendix E contains outstanding action items and change control items associated to components of this deliverable that have not been resolved as of the submission of this document. These action and change control items have been documented in the Project Management Center tool.

DHS decisions on change control PMC entries 47061 (eligibility rules) and 47718 (provider and service authorization functionality) will have an impact on the eventual functionality implemented as part of the CCMS solution. During the DSD deliverable review process, DHS and Deloitte will work towards reaching agreement on the out-scope components of these two change control entries, for Deloitte to receive approval to estimate the impact of the change control items on the CCMS solution, and for Deloitte to provide that impact to DHS for a DHS determination to proceed with the implementation of the change orders.

By approving of this document, DHS agrees that the CCMS solution will be constructed based on the design specifications as defined in this deliverable, including revised requirements as result of the conclusion of the detailed design phase, and outstanding action items and change control items that need to be addressed during the Construction phase of the project.

To articulate the CCMS DSD, the document has been segmented into 12 sections and six appendices. The Document Navigation Guide in Section 1.2 provides a breakdown of the 18 documents and brief description of what can be found in each section.

|Section 4. Use Cases |This section includes the updated GSD use cases which were revised as a result of information|

|Section 5. Solution Architecture |This section defines the CCMS solution architecture including: solution components, data |

| |model, security architecture, audit architecture, deviations from state standards, and |

| |potential impacts on existing application. |

|Section 6. User Interface |This section defines the application screens and forms including mock-ups and the data |

| |processing logic. The section is organized by functional components as covered during the JAD|

| |sessions. |

|Section 7. Reports |This section defines the scheduled and ad-hoc CCMS reports including mock-ups and special |

| |data processing logic. |

|Section 8. Interfaces |This section defines the Interface Send, Interface Receive, Interim CCMS conversion, and |

| |conversion design specifications. This section also documents the specifications for |

| |interfaces between CCMS and various external systems. |

|Section 9. Technical Environment |This section documents the technical environments configuration which will support the |

|Configuration |following project milestones: Construction, Systems Integration Test, User Acceptance Test |

| |(UAT), Performance Test, Training and Production. The specifications include hardware and |

| |software requirements for these environments. |

| Section 10. Requirements Traceability |This section includes the comprehensive set of requirements from the GSD deliverable updated |

| |to reflect the DSD specifications. Requirements continued to be mapped to use cases and |

| |business processes for the purpose of providing traceability through the software development|

| |life cycle process. |

|Section 11. Knowledge Transfer. |The Deloitte Project Team worked closely and collaboratively with the DHS Project Team |

| |through the DSD phase activities that culminated in the development of this document. This |

| |section provides a documentation of these activities. |

|Section 12. Assumptions and Dependencies|This section documents system assumptions and dependencies that arose out of the |

| |clarification provided during the DSD phase. |

|Appendix A. User Interface Standards |This appendix defines the standards used for developing the user interface of the CCMS |

| |solution. |

|Appendix B. Accessibility Standards |This appendix defines accessibility considerations that will be embodied in the user |

| |interface design. |

|Appendix C. PDF Accessibility Guidelines|This appendix defines the guidelines used for developing the PDF forms that will be used in |
