Digester Cleaning and Hauling Contract

GENERAL

The City of Rhinelander will be soliciting sealed bids from qualified sludge handling contractors for the cleaning and disposing of sludge from an anaerobic digester at their treatment facility located at 2775 Highway 17 South, Rhinelander, WI. The contract will be for cleaning and disposing of sludge in the Spring or Summer of 2021. Solicitation is made only to haulers providing extensive experience in hauling and disposing of municipal wastewater biosolids.

Description of Biosolids

The City of Rhinelander WWTF produces a Class “A” biosolid as described in the Wisconsin Administrative code NR 204. Biosolids are expected to be in the 2-5% solids range, and are located in a concrete tank (thermophilic digester) 38’ diameter with a 7’ deep center cone. The tank has a max side wall depth of 18’ and a maximum operating volume of 170,000 gallons. The digester is mixed with a center mounted draft tube mixer. There is a 36” diameter access plate on tank cover. The city will provide a hydrant with a 2” hose connection for non-potable water. The storage facility is available for inspection prior to bid, and additional details can be provided upon request.

The City of Rhinelander will provide an analytical biosolids analysis including total solids content and all permit required biosolids testing.

Bidder shall be responsible and assume all liability with regard to the hauling, spreading and cleaning to be provided. Indemnification of the City shall be provided as to any service provided by Bidder. Certificates of insurance demonstrating adequate insurance coverage must be submitted within 3 days after the bid deadline. Insurance coverage limits shall be as follows:

Commercial general liability insurance: $1,000,000

Automobile liability insurance: $1,000,000

Umbrella: $1,000,000

Hauling and Disposal Requirements

Bids shall be for cleaning and hauling in the Spring or Summer of 2021. Sludge can be pumped or trucked to our drying pads for dewatering prior to hauling out. Sludge shall be removed from facility within 45 days of being placed on drying pads. Pad dimensions are 140’ by 250’ (north pad) and 105’ by 180’ (south pad). Both pads are sloped, curbed and drained. Hauler is responsible for obtaining all required permits, sludge disposal sites, soils tests, log book hours and gallons and/or yards hauled, all equipment mobilization for loading of biosolids at the City of Rhinelander facility and at the land application or sanitary landfill sites, and providing to the City written documentation of sludge disposal in accordance with applicable laws and regulations including annual DNR Land application report forms 3400-054, 3400-055, 3400-056, with calculation work sheets.

The total bid price will be based on the sum of the lump sum bid items for the cleaning and hauling period, pressure washing and cleaning of tank and the cost per gallon of sludge above the 6’ foot mark removed. The hauler is responsible for site cleanup when work is complete, and also must provide the City of Rhinelander WWTP with a schedule of the hauling. Any costs required to cover bidders cost of fuel should be included in the bid (no fuel surcharge will be approved during duration of service contract). It is recommended that arrangements to examine the storage facility prior to the bid be made by contacting Jim Gossage at the Rhinelander WWTP at (715) 362-4731. Deadline for bids is Wednesday February 24th at 4:00pm.

Bidders should submit a separated price for the following:

1. Lump sum price for Spring or Summer of 2021.

2. Price per gallon for all volume removed above the 6’ foot tank level.

3. Price to pressure wash and clean the inside of the tank.

Contractor Selection

The Contract will be awarded to the Contractor and proposal in the best interest of the City of Rhinelander and may not be the lowest cost bidder. The City of Rhinelander reserves the right to reject any or all bids, waive or not waive any informality in the bids received.

Payment Terms

Billing for the Biosolids hauling services shall be delivered to the City within 30 days of completion of biosolids hauling during a given hauling period. Billing should include an itemized list of services provided including total quantity of Biosolids hauled, gallons or yards hauled per load. The City of Rhinelander shall reserve the right to contest any portion of the billing which does not follow the agreement contract herein. The City shall submit payment within 30 days of the receipt of a bill for the uncontested amount. The remaining balance shall be paid upon resolution of any discrepancies.
