District Parsonage Mortgage Fund $11,025 _______ _____TOTAL $41,825 $31,800 31,800Explanation of the BudgetHouse of the Carpenter: Children’s Outreach Programs and Camping Ministry: $4,500.00 The House of the Carpenter ministers with children in need through a variety of programs. The single largest program is our summer camping ministry. The HOC will offer camp to more than 200 children which will include day camps and resident camps in the Ohio Valley. Other specific children/youth ministries are the strings lessons class providing instruction in guitar and violin on a weekly basis. The school supply program makes educational supplies available in the fall and then again the first of each year. During Christmas each year, we reach and provide gifts for over 500 children and anticipate more requests in 2014. Children/youth also benefit directly and indirectly through the ongoing food pantry, clothing center, underwear room and utility assistance that are all part of the ministry of the HOC.The District Superintendent’s Discretionary Fund $5,000.00The funds from this line item support the ongoing work of the District Superintendent in and with leadership, work, teaching, and ministry in the Northern District. This fund is also used to provide resources to supplement unfunded programs. At times this fund is also used to assist pastors and local churches in times of need, and provide scholarship assistance for youth events and for pastors and churches enrolled in healthy vital conference workshops. 6The District Program Ministries $5,900.00This area supports the ongoing work of our District’s program, ministry, and mission teams and committees. Our goal is to find ways to be in ministry and mission to all. This is done through our programs, training events, and spiritual growth opportunities for pastors, laity, and congregations. Cabinet Work TeamsOne of Bishop Steiner Ball’s emphases is on mission work throughout the connection, and she believes that the Cabinet should lead by example in this area. Last quadrennium, the Cabinet helped with Hurricane Sandy relief in New Jersey; helping with ministry in McDowell County, WV; with an eyeglasses clinic in Haiti, and on a House of the Carpenter ramp-building team and making apple butter at Burlington United Methodist Family Services in our Conference. This year we’ll be working flood relief. This line item provides funding for these mission opportunities.Clergy EvaluationsAfter piloting, other instruments, our Conference has settled on conversation and evaluative questions prepared by the Lewis Center for Church Leadership. One year will be a paper-and-pencil process, and the next year will be a computer-assisted process called the Lewis Pastoral Leadership Inventory; this two-year cycle will continue over the years. This line item in each district budget spreads the cost of clergy evaluation evenly throughout the conference. The District Office Operations $10,300.00Though some of the cost of the District office is defrayed by the Conference, the District continues to absorb the largest percentage of the operating expenses for the District Office. This line item covers operations, communications, the annual purchase and/or lease of equipment in the District Office, as well as the upkeep of all equipment. Also, from time to time Equipment and Furniture wears out and needs replaced and the cost is budgeted from this line item. Ongoing needed supplies and materials are also purchased from this budget line. This line item also provides funds for a person to work as needed for the Administrative Assistant during illness or vacation leaves.District Parsonage Maintenance Fund$4,500.00Our District, as all Districts throughout the Annual Conference, is responsible for providing a parsonage for our District Superintendent. In addition, it is our responsibility for maintaining the parsonage. Funds from this line item are for the regular maintenance of the home, repairs, service contracts, and ongoing improvements that may arise.7Northern District Committee on Ordained Ministry2017 District ReportNorthern District Committee on Ordained MinistryWest Virginia ConferenceThe United Methodist Church“The Chrisan leader of the future is called to be completely irrelevant and to stand in this world with nothing to oer but his or her own vulnerable self. (You can find the whole story in I Samuel, chapter 17.) And you know the story of the unnamed child who came to hear Jesus preach…how the little boy offered up his small lunch of two fish and five buns, and it was enough for Jesus to feed the whole congregation of 5,000. (That story is in John, chapter 6.) And of course you’re familiar with the creation story, where God created everything that is out of nothing—out of waste and void. (Genesis, chapter 1) Such big things: a dead enemy and his army scattered in fear; a miracle of practical generosity, where there was enough for everyone and to spare; rivers and trees and turtles and ravens and dry land and blue sky and us…such big things, brought about from things so small. We’ve been focusing on small groups this year, making our own something big out of something small. Sometimes our little groups can seem so insignificant, like little rocks, like a little lunch, like a universe of nothing. But big things can be brought about from things so small. The small group at your church can become home for someone feeling all alone in the world. The small group at your church can teach someone about God’s love for each person in all creation-and even for him or her. The small group at your church can grow someone’s talent for singing or knitting or prayer. The small group at your church can nurture a little spark of faith into a faith strong enough to move mountains. We’re growing big things from small things in the Northern District, too. As we preach and teach the Word of God, we’re forming disciples. As we feed, clothe, visit, and work with those in need, we become a spiritual breath of fresh air—we’re changing the world! As we pool our tithes together in conference or district apportionments, we’re making ministry possible here, across our state, throughout our nation, and around the world. Each of us, using our God-given gifts, can be part of the biggest thing ever: the Kingdom of God! So if you have a lot of time, talent, gifts, service, or witness to give: by all means, give it! And if you have only a little (for real-this isn’t a pass to be stingy!), by all means, give it! God can take our small lives—lives God loves more than we could ever imagine—and make something big for the Kingdom. So go…and give!Cordially,Rev. Martha S. OgnibeneLay Leader ReportDear Friends in Christ,This is my first year to serve as Northern District Lay Leader. As district lay leader, I have the honor and responsibility to advocate for the laity of our district. The ministry of the laity is the work of mission and ministry to which each believer is called. As Christians we are all called to this ministry. Each of us has a responsibility to proclaim the Good News and reach out to others in love. I am hoping to be able to support the laity in becoming better able to make disciples for Jesus Christ in their own communities. On April 1, 2017 the Northern District hosted Rev. Dan and Rev. Sue Lowther, Conference Disaster Relief Coordinators at Elm Grove United Methodist Church. The Early Disaster Response Training helped participants learn how to provide a caring Christian presence in the aftermath of a disaster in their own communities. Our thanks to Dan and Sue for sharing their expertise and faith with those who attended the training. The District Committee on Lay Servant Ministries is planning a Local Church Officer Training for next year. Leadership is an extension of discipleship. It calls for Christians who are committed to increasing their leadership skills and deepening their spiritual practices. Those in leadership need to understand their roles and then carry out their roles effectively. Leadership in the church begins with a personal and growing faith and a passion for sharing God’s love for all people. We need leaders who can equip their congregations to live out God’s mission in the world. I’m excited as we begin to plan for this event. Look for further updates on the upcoming Local Church Officer Training!I am also a member of the Northern District Connectional Team. The team is preparing for its fourth visit to all the churches in the Northern District. This year the team and churches will consider what it really means to be the church…what does Jesus expect of us? What should we be doing to live out the gospel of Jesus Christ? Interesting questions to ponder.Thank you for all you are doing in Jesus’ name all across the Northern District. Thank you for your faithfulness and love for our Lord! Due to lack of adequate registration (only 3 individuals for each class), these classes were cancelled. There is a complete list of all Certified Lay Servants and Certified Lay Speakers provided in this booklet with contact information for your convenience. Please feel free to call on these laity as indicated, if you are in need of assistance.NEW LAY SPEAKERSI am pleased to report that the Northern District has (6) new individuals who have successfully completed the new requirements for becoming a Certified Lay Speaker. They are: 1) Edward J. Corbitt – Christ UMC 2) Linda Criswell – Mt. Olivet UMC 3) Betty Lou Harris – Franklin UMC 4) James (Jeff) Mauck – Warwood UMC 5) Carol P. Miller – Simpson UMC 6) Mary Tennant – Simpson UMCIn addition to completing the Basic Course for Lay Servant Ministries, they completed a course of study including: Discovering Spiritual Gifts, Leading Worship, Leading in Prayer, You Can Preach, Living Our UM Beliefs (Heritage) and Life Together in the UM Connection (Polity). Upon completion of these courses, each one had an interview with the District Committee on Lay Servant Ministries and has been recommended to the Conference Committee on Lay Servant Ministries for certification.Twenty-one (21) laity completed the Basic Course this year. Thirty (30) laity completed Advanced Courses. At the end of 2016-2017, the Northern District has a total of twenty-five (25) Local Lay Servants, fifty-five (55) Certified Lay Servants and ten (10) Certified Lay Speakers. Serving takes many forms. In order to offer these courses to the laity in the Northern District, there are many people who worked to prepare the classes and classrooms for us to use. I would like to thank the following persons for planning, organizing, setting up and/or teaching this year’s classes: Rev. Dennis Mehaffie, Rev. Phil Dukes, Coley Dize, Rev. Jean Van Camp. Chuck Sapp, Peggy Klages, Debbie Yurisko and Dianna Lawrence of New Martinsville, Rev. Carl Tribett and Pat Ramsey of Wellsburg UMC and Karen Estep and Sandye Yoho of Simpson UMC, Moundsville. Further I would like to thank the churches for their willingness to host Lay Academy.I would be remiss if I did not thank my friend Phil Dukes who is helping me to get the lay academy information computerized and user friendly. We will continue to try to meet the needs of the laity of the Northern District by reviewing all course evaluations and incorporating suggestions as appropriate. Lay Servant Ministries is becoming a more critical need as we have fewer people entering into a vocation of full time clergy. The availability of clergy is declining in the local church. In response to this ever increasing need, efforts are being made to offer more online courses, as well as sessions in the Fall and Spring. The Northern District is increasing its utilization of more technology to meet the needs of lay servants. We have formed a closed group on Facebook for dialogue and interaction among lay servants in this district.Grace and peace.Carol P. MillerDirector, Lay Servant MinistrieslefttopC.O.M.E. REPORTThe 2017 C.O.M.E. Challenge involved each church coming up with a creative project to raise $100 for our two missions, House of the Carpenter and Greater Clarksburg Cooperative Parish. Pleasant Hill UMC held a Pampered Chef party raising $110 plus a matching fund check for $100 to make a total of $210. Warwood UMC had a taco-in-the-bag luncheon after church one Sunday and raised $565 in donations. The youth of Triadelphia UMC raised $120 for our missions. What a good way to involve the youth! I am sure that some of the other churches had exciting projects also, but these are the only ones that shared their ideas. As of April 10, I have received checks from 18 of our 67 churches. The deadline given was for April 15. I am sure that I will be hearing from other churches. The churches sending their donations so far are: Calvary UMC, Fairview UMC, Follansbee UMC, Franklin UMC, Graysville UMC, Greggsville UMC, Little UMC, Nessly Chapel UMC, Pleasant Hill UMC, Ruble UMC, Rush Run UMC, St. Paul’s UMC, Paden City, Simpson UMC, Triadelphia UMC, Trinity UMC, New Cumberland, Trinity UMC, Reader, Warwood UMC, and Washington Lands. As of April 10, our total is $3,377.09. What a blessing for our missions.Thank you, Barbara Cover,Northern District C.O.M.E. CoordinatorWHEELING/OHIO PARISHThis year we have had a very productive and busy year as a parish. We have met weekly here at Elm Grove United Methodist Church for lectionary study on Tuesdays at 9 AM. We cover the lectionary text and offer mutual support to the clergy in our parish. We have covered for each other while on vacations. We held our second annual Blue Christmas Service this year at Mt Olivet United Methodist Church which was lay led. This service is intended to help people who are recovering from a major loss in their lives. We also had pulpit exchanges within the parish this year, as well as helping to preach at Mt Olivet’s Monday night worship with each of us taking at least one evening to speak and encourage the community of faith. This is also my last year in active pastoring and I pray that Christ’s spirit would be with the churches as ministry goes forward. Bryan CarpenterNorthern District Disaster Response MinistriesOn April 1, 2017 Rev. Dan Lowther presented the Early Response Team training. Rev. Dan and Sue Lowther the Conference coordinators. Early Response teams were first created by the United Methodist Church in the mid 1990s. It began, as it remains today, a cooperative effort between the United Methodist Committee on Relief and United Methodist Volunteers in Mission. Our district has a trailer and will provide flood buckets and essential items when the need arises. Each church in the district will be contacted to provide names and phone numbers.I will look forward to ministry and will have more to report as the time progresses. CLERGY SUPPORT AND PASTORAL CARE TEAMThe Ministries of the Northern District delivered gift cards to the new families who moved into the district. July of 2016, a peace lily plant was delivered to Rev. Elizabeth Carson and family after the death of her husband Rev Gail Carson. The remainder of the year, cards were sent to those families who have lost loved ones. Many wishes and prayers to those moving from our District. May God Bless You and your families. ? The Business meeting was led by Gene Holt. Reports were given by several of the Men’s groups that were present. We also talked about the Gathering in Jackson’s Mills in September. More information to come. We closed with prayer by Mr. Vince Dumire. No meeting has been set yet for the Spring. Gene Holt, President0-3847NORTHERN DISTRICT UNITED METHODISTWOMEN DISTRICT CONFERENCE REPORT 2017 The United Methodist Women is the largest denominational faith organization for women with approximately 800,000 members…800,00 women who are focused on mission! United Methodist Women inherit this vision from women’s missionary societies of eight different denominations that have merged through the years into the United Methodist Church. 2016 marked the 147th year of implementing the Vision of United Methodist Women which is to turn faith, hope and love into action on behalf of women, children and youth around the world. The legacy of mission work began when the Women’s Foreign Missionary society first organized in Boston in response to a lack of women’s health in India. To ensure this work will continue into the distant future, a Legacy Fund campaign has been establish to celebrate our 150th Anniversary on March 23, 2019. United Methodist Women are busy supporting mission projects for women and children in our local churches as well as in state, national, and international mission projects. More than $20,000,000 was given to missions in 2016. The West Virginia Conference gave more than $200,000 to Missions and an additional $14,000 for Mission Giving Plus. The Northern District contributed $14,782 of its $17,000 Pledge to Missions and more than $1500.00 was given through Call to Prayer and Self Denial and numerous designated gifts. Without each individual woman and each local unit committed to mission, this would not happen. With their giving, United Methodist Women members have not only shared God’s gifts with women, children and youth in the US and around the world, but also have given witness to the love of Jesus. United Methodist Women Living the Vision for 2010-2020 was adopted in 2010. It adds goals to the purpose of United Methodist Women and gives energy to its vision in order to remain vital in the years to come. “A woman of words and not of deeds is like a garden full of weeds.” (Author Unknown) United Methodist Women are certainly NOT weeds! It is the love of God that moves us and makes us grow into dedicated workers serving the needs of women and children in the United States and more than 100 countries around the world. The women of the Northern District are allowing the Holy Spirit to work in and through them to make a difference in the lives of others. What a blessing it is to be part of this great organization of the United Methodist Church ~ United Methodist Women! These children and their families make up part of the more than 1,300 people who receive services through the House of the Carpenter every week. Often, people glance over that number without reflecting on what it represents:285 children receiving weekend backpacks every FridayNearly 500 people being served through the Food Pantry every weekBetween 80 – 100 meeting with Alcoholics Anonymous each week40 or more gathering weekly for our community dinner and NOVA worship serviceThen add the thrift store, underwear room, utility assistance, Leadership Academy, Bible Study, Building Bridges After School, Girls Scouts, Guitar Lessons and more1,300 children, youth and adults who represent Jesus experience the love and grace of God through the people of God in this place. This does not include the hundreds of volunteers who contribute thousands of hours each year to the HOC. Last year, the volunteer hours averaged 380 hours a week. This is equal to 9.5 full time staff people each week giving their time to serve at the HOC.This year the HOC has experienced a growth in programming with the addition of the Leadership Academy which is a yearlong program with high school students helping them develop social, academic, and leadership skills while engaged with practical spiritual formation. A new Bible Study was formed this year as well. The first one has been primarily a women’s study using the resource “Beautiful Already”. Two community groups have been utilizing the HOC as a meeting place this year. A Girl Scout Troo p meets weekly and the AA group meets twice a week. The WVU Extension hosted their Science and Technology Training event at the HOC. Currently plans are being developed for a Special Needs Camp that will be held at the HOC building later this summer.“Whatever you do with the least of these, my sisters and brothers, you have done unto me.” All of us are thankful for the opportunity to minister to all who are part of the family of God. We are also thankful to all the congregations, organizations, businesses, foundations and individuals who provide support which makes our work possible. Together we look forward in joyful anticipation of what God will do next.Grace and PeaceMike287020000FUSION Campus Ministry@WLUWLU FUSION Campus Ministry…..is a safe place to belong and to grow in faith. It is a place to unpack the questions and temptations of life, a place to explore other faiths, and for some, a place to discern a call to ministry. It is a place to meet other Christians and together experience the challenges and joys of working alongside God in this world. It is a place that fosters leadership development and empowers tomorrow’s community and church leaders. It is a place of hope and unconditional love. It is a place Where God and Life Meets and in that place is a space for all! More than ever, Fusion understands the role campus ministry plays on our college campuses. We see firsthand our little home on the hilltop has not been immune to the increase in issues such as anxiety, depression and suicidal ideation. Your young adults have gone off to college and are coming face to face with life and challenges everyday and they need love and support, combined with their faith in God to get them through. Fusion becomes their home away from home. I can enthusiastically share with you that we have new students answering a call to ministry. I could share about the increase in attendance at worship, fellowship and other FUSION programming. I can happily say that the number of students participating in our service/mission projects have tripled this year. I could share stories of how the students are growing in faith. But the story I choose to share is one about a young lady who we will call Sally. Sally and my paths had crossed several times on campus, but never in the chapel. Sally grew up in an abusive home and defeating all odds made her way to college. The stress of college brought on a physical illness that made Sally’s adjustment to college life even more challenging. The struggles of life had gotten the best of Sally and she decided to harm herself. Sally shared, that as she huddle in a quiet spot with her knife in hand, she changed her mind and decided to call me instead. That cold winter morning changed both of our lives. Sally is in the chapel every day. Sally has shared her story of a God she would sing to when she was a child in hopes that he would keep her safe. Today she is getting to know that God up close and personal. Sally’s smile is what gets me up every morning after more late nights then I would like to admit. I could tell you more stories like Sally’s story, unfortunately there are far to many. That is why your support to campus ministry is so appreciated. It is you, the church, who makes campus ministry possible. Your apportionment dollars and your donations allows campus ministry to exist. Please consider putting a donation to WLU Fusion Campus Ministry in your budget. I can promise you it will make a difference. Pressing on…….Rev.
