72MINUTESJanuary 17, 2017Lincoln County Board of EducationThe Lincoln County Board of Education met in regular session on Tuesday, January 17, 2017 at 6:00 p.m. at the county office in Hamlin.Call to order – The meeting was called to order by President Priestley. Those present: Steve Priestley, Larry Wilkerson, Fred Curry, Rodney Baker, Carol Smith, and Superintendent Jeff Midkiff.Pledge of Allegiance.Approval of minutes – Motion by Carol Smith, second by Rodney Baker to approve minutes of the December 20, 2016 and January 3, 2017 regular meetings.All yes vote.Presentations/Reports – Superintendent Midkiff presented a report from the Office of Education Performance Audits (OEPA) resulting from the December 2016 review of the county school system. The full report is available on-line at oepa.state.wv.us/reportsJonah Adkins, Curriculum/Assessment/Technology Director, presented an assessment update based on Smarter Balanced assessments from the 2015-2016 school year. The current school year testing window opens April 17, 2017 notwithstanding changes to the school calendar.Administrative – Motion by Larry Wilkerson, second by Fred Curry to approve administrative items as presented:Out of state travel for the following personnel:Kim Cook, David Cook to Blacksburg, VA to transport and chaperone Honor Bands students, January 19-22, 2017. (no expenses)Carla Donahue to Lynchburg, VA to participate in required live class meeting at Liberty University, February 3-4, March 3-4, and April 7-8, 2017. The funding of eight RESA’s around the state is in jeopardy because of revenue reductions.Superintendent Midkiff announced that bid specs for the LCHS football field should be ready for advertising in two weeks. The Board has expressed a desire to advertise and award a bid so that work can begin in March. Mr. Midkiff also announced that School Calendar guidelines are now available and the first meeting of the county calendar committee is Friday, January 20.President Priestley announced a special Board work session on Wednesday, February 1, 2016 at 9:00 a.m. to discuss personnel costs for the 2017-2018 fiscal year.Adjournment – Motion by Larry Wilkerson, second by Fred Curry to adjourn until January 31, 2017 at 1:00 p.m. at the county office in Hamlin.All yes vote.Date Approved _______________________________President ___________________________________Secretary ___________________________________ ................
