Public access was also made available through a conference telephone call.The meeting was called to order by Mayor Kevin Robinson, in the Chair and the roll being called, the following Council Members were present:Present: Nelson, Orrison, Larsen, Wunschel (by phone), Hanson, Reit, MoriartyAbsent: NoneIt was moved by Council Member Hanson, seconded by Council Member Moriarty to approve items on the consent agenda, as follows: Approve City Council Minutes of September 8, 2020; Licenses:? Approve Ownership Update and Renewal of Class C Liquor License with Sunday Sales & Catering Privilege for Sports Page Bar & Grill; and Renewal of Class C Beer Permit with Sunday Sales for Cargo Express; both subject to final approval by Iowa Alcoholic Beverages Division;Approve Purchase of (2) 20 Yard Roll Off Containers and (18) 2 Yard Rearload Containers for Solid Waste Division from Elliott Equipment, Grimes, Iowa for a total of $17,238.00 (CIP Item);Approve Sidewalk Construction and Assessment Agreement for Benjamin & Janeen Vanzwol, 900 2nd Avenue S.E., and Larry & Martha Lane, 821 E. 4th Street;RESOLUTION NO. 6108 RESOLUTION APPROVING OFFICIAL 2019-2020 FISCAL YEAR STREET FINANCE REPORT;RESOLUTION NO. 6109 A RESOLUTION PROPOSING THE SALE AND TRANSFER OF CITY REAL PROPERTY, FORMER RAILROAD RIGHT-OF-WAY LOCATED IN IN THE NORTHWEST QUARTER OF THE SOUTHWEST QUARTER OF SECTION 6, TOWNSHIP 96 NORTH, RANGE 36 WEST OF THE 5TH P.M., CLAY COUNTY, IOWA, CONSISTING OF APPROXIMATELY 20,388.5 SQUARE FEET, SCHEDULING A PUBLIC HEARING; AND DIRECTING THE PUBLICATION OF NOTICE (Hearing Date 10/5/2020, The Mayor put the question upon the motion, and the roll being called, the vote thereon was as follows:Ayes: Nelson, Orrison, Larsen, Wunschel, Hanson, Reit, MoriartyNays: NoneWhereupon the Mayor declared the motion duly carried.It was moved by Council Member Orrison, seconded by Council Member Nelson to table Three Year Agreement for ESRI GIS Software Maintenance Agreement, shared by City, County and SMU until October 5, 2020. The motion was declared carried when all Council Members present voted aye on voice call vote.It was moved by Council Member Hanson, seconded by Council Member Reit to table action on an Ordinance Amending the Zoning Classification of Real Property Owned by IGL Construction, LLC, locally known as 221 32nd Avenue West; and Amending the Official Zoning Map. No vote was taken.It was moved by Council Member Hanson, seconded by Council Member Reit to rescind motion to table action on an Ordinance Amending the Zoning Classification of Real Property Owned by IGL Construction, LLC, locally known as 221 32nd Avenue West; and Amending the Official Zoning Map. No vote was taken.Council Member Nelson, seconded by Council Member Moriarty moved that the rules requiring certain ordinances to be placed on file at two meetings prior to the meeting at which it is adopted be suspended. The motion was declared carried when all Council Members present voted aye on voice call vote.Council Member Nelson moved that the proposed ordinance entitled “AN ORDINANCE AMENDING THE ZONING CLASSIFICATION OF REAL PROPERTY OWNED BY IGL CONSTRUCTION, LLC, LOCALLY KNOWN AS 221 32ND AVENUE WEST; AND AMENDING THE OFFICIAL ZONING MAP ” be finally passed and adopted as Ordinance No. 860. Council Member Reit seconded the motion.
