MACOMB COUNTY COMMUNITY MENTAL HEALTH SERVICESREQUEST FOR PROPOSAL: LEARNING MANAGEMENT SYSTEMBACKGROUNDUnder the direction of the Macomb County Board of Commissioners and the Macomb County Community Mental Health Board, Macomb County Community Mental Health Services (MCCMHS) provides an expansive network of behavioral health services to the community-at-large. The Michigan Department of Health and Human Services is the primary funder for behavioral health services and has designated MCCMHS as Region 9, a Prepaid Inpatient Health Plan (PIHP), for Medicaid beneficiaries within Macomb County. MCCMHS employs over four hundred (400) team members and oversees a provider network of over two hundred (200) vendors. The MCCMHS service system consists of administrators, program supervisors, clinically licensed professionals, and direct service providers. MCCMHS has a vast service network consisting of directly operated and contracted service providers. The service sectors provide behavioral health and support services to adults and children with mental illness, developmental disabilities, and substance use treatment needs. Services are available in American Sign Language, as well as other alternative languages as needed. MCCMHS programs and services are accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF).I. PURPOSEMCCMHS is seeking a qualified Firm(s) to submit proposals for a web-based Learning Management System (LMS) to provide employee development training to MCCMHS and the contracted provider network. The Contractor will berequired to work collaboratively with the MCCMHS administration to support and allow for customizable training to meet all the employee development traininggoals. Draft ContractA.SCOPE MCCMHS's main objective is to increase access and capacity for online training to provide education, training, and compliance.MCCMHS requires the LMS to provide training services in the following areas: Accreditation (confidentiality, health, and safety, rights of the person served, etc.)Emergency Preparedness (workplace violence, active shooter, pandemic crisis, etc.) Clinical (continuing education and training modules) Supervisory and Leadership (supervisory skills, leadership skill, conflict resolution, delegation, giving employee feedback, performance evaluations, etc.) Employee Development (research and analytical skills, forming recommendations, memo and report writing skills, customer service, change management, team building, collaboration, etc.) Career Development (values & ethics, project management, stress management and organization/planning/time management, etc.) Technology (cybersecurity, Microsoft Office product skills, etc.)B.AudienceThe LMS needs to support the targeted audiences of all-employees, first-line supervisors, managers, and administrators. MCCMHS and the contracted provider network employ personnel with various professionalskills and educational backgrounds. The selected Contractor will be required to support the 508 accommodations, as documented in the American with Disabilities Act. The selected Contractor will be able to provide interactive learning approaches to accommodate persons withdisabilities. C.Project SummaryThe Contractor will be required to provide and meet the General Requirements, Functional Requirements, and the Technical Requirements listed below: 1. LMS General Requirements: Access to 5,000 users slots with an option to increase Over forty-one (41) PowerPoint trainings that will be reformatted into the Sharable Content Object Reference Model (SCORM) content and uploaded to the LMS to start. We plan to continue to expand upon and revise the current training library. Time managed notification for annual and biannual trainingOnboarding training regimens Training Compliance and ongoing monitoring to ensure provider qualification.Provide ongoing training to further staff development, growth and continuation to meet provider qualificationsImprove and expand upon current synchronous training capabilities to support remote learning engagementEnsuring interactive training is readily available at users convenience on a variety mobile device, tablet and internet browsers Data mitigation of users records from previous LMS Exceptional customer support and technical assistance 2. PROPOSAL CONTENT Submission of a proposal indicates acceptance by a Firm of the conditions contained in this RFP unless stated otherwise in the proposal.Proposals shall be limited to fifteen (15) pages, not including the Letter of Introduction, table of contents, single-page resume of the President/CEO, and key project staffselected for the project, certifications, and other required forms. Proposals should provide the requested information in an electronic PDF formatthat is concise, well-organized, and follow the format as outlined below. A.Letter of Introduction A signed Letter of Introduction, on company letterhead, introducing and summarizing the Firm's qualifications. It should clearly state the Firm’s understanding of the requirements under this RFP and highlight any unique qualifications, designated contact person, and contact information regarding who can receive distributed RFP information. B. Table of Contents Include a Table of Contents displaying the organization of the proposal being submitted. C.Vendor QualificationsProvide a general history of your company, including working with the product line, similar-sized projects, and programming enhancements that have been implemented throughout the product's lifespan.Provide three (3) examples of projects performed that demonstrate the qualifications and competence for each of the disciplines/requested areas of expertise.3. Provide information about how your company supports customer service needs in the successful implementation of your product and achieve the desired functionality.4. All subcontractors utilized to fulfill the scope of work will need to be identified in the RFP5. Provide two (2) client references.D.Vendor Support Provide a description of the support during and after implementation, includingfollow-up response times for any service needs. Provide a current copy of the Firm’s quality control, testing, and support plan E.Methods to meet the Scope of Services The proposal should set forth a full description of the approach to providethe scope of services outlined above in Section I. Provide an attachment of the proposed course curriculum identifying the following, at a minimum: Course name Topic (supervision, communication, career development, etc.) Outcomes of the class that will enable the participant to utilize his/her learning in the workplace Audience level (supervisor, manager, employee, etc.) Mode(s) of instruction The minimum duration of each course (hours)Number of sessions per courseF. Rates and FeesProvide detailed information outlining all fees and costs associated with the proposed project, inclusive of the design, production, testing, and softwarefor the LMS.Provide a fixed cost for the completion of all deliverablesBreak out costs based on the scope of the project, including itemized one-time setup costs, implementation costs, seat license, and ongoing hourly rates/fees, if applicable.III.Selection Criteria MCCMHS will review all submitted proposals for adherence to the request’s requirements and capabilities to identify the proposal providing the best value based on the following criteria:Experience with similar productsProject understanding and key requirement functionality Rates and Fees identified within the proposal MCCMHS will make a selection based on RFP submittals and will ask a shortlistof offerors to provide a demonstration prior to finalizing the selection.
