LIAISON OFFICER (LNO), DEFENSE SECURITY COOPERATION AGENCY (DSCA)

1. Position Title: Liaison Officer (LNO) 2. Position Location: Bureau of Medicine and Surgery (BUMED), Office of Global Health Engagement (GHEO) at Defense Health Headquarters (DHHQ), Falls Church, VA and Defense Security Cooperation Agency (DSCA), Arlington, VA 3. Requested Military Rank/Corps: Military LT-CDR (O3-O5) 2XXX (MC/DC/MSC/NC) 4. Tour Length: 3 years 5. The LNO, DSCA position is for Active Duty only

Position Overview

The Liaison Officer (LNO), Defense Security Cooperation Agency (DSCA) will be an O3 ? O5 Medical Department Officer from Budget Submitting Office 18 (BSO-18). The assignment as an LNO to DSCA from BUMED will be under a Memoranda of Agreement (MOA) between BUMED and DSCA. In this capacity, the LNO will engage in security cooperation programs that advance U.S. national security and foreign policy interests, develop experience building the capacity to respond to shared challenges, and train in a unified approach to Global Health Engagement (GHE) planning and cooperation on matters of mutual interest to BUMED/Navy Medicine and DSCA.

Duties and Responsibilities

1. Serve as the primary Navy GHE advisor to DSCA leadership for the development and execution of GHE-related security cooperation program activities.

2. Provide GHE resident expertise in support of all DSCA directorates. The officer will provide review, assessment, and validation of all security cooperation GHE-related projects or activities to ensure these projects/activities meet health standards and are in accordance with policies, regulations, and procedures.

3. Assist DSCA, combatant commands (CCMD), component commands, Department of Defense (DoD) agencies, military departments, and other DoD stakeholders in developing GHE strategies and planning, synchronizing, executing, assessing, monitoring, and evaluating GHE-related security cooperation activities.

4. Support the military services in the development or enhancement of GHE programs or initiatives.

5. Coordinate with the U.S. Government interagency, international governmental organizations (IGO), and nongovernmental organizations (NGOs) to synchronize GHE activities to maximize efficient and effective utilization of limited resources.

6. Coordinate and support the review of DoD policies, positions, plans, and procedures related to GHE.

7. Research, coordinate, and otherwise support the development of DSCA positions concerning the execution of GHE activities.

8. Develop and prepare reports, point papers, programmatic statements and recommendations, briefings, meetings, and other pertinent documents related to GHE for DSCA.

9. Participate in departmental and interagency meetings, briefings, conferences, and working groups, as well as meetings with representatives of foreign governments, IGOs, NGOs, and other stakeholders as the resident GHE expert as it relates to security cooperation.

10. Review interagency planning documents, policies, proposals, guidance to evaluate their impact on DoD GHE activities. Support the development of DSCA responses if required.

11. Act as the DSCA GHE liaison to relevant policy, program management, and resource planning staff within DoD, Department of State (DoS), United States Agency for International Development (USAID), Office of U.S. Foreign Disaster Assistance, and other major stakeholders relevant to GHE.

12. Provide technical support, conduct GHE educational/awareness outreach, and participate in workshops to facilitate successful planning and execution of DoD GHE activities.

13. Function as the preceptor for the Navy GHE Fellow. Preceptor duties will include development and maintenance of training plans and facilitation of short-term rotations within DoD or interagency organizations.

14. Accomplish other GHE related tasks as requested by the DSCA HOM Division Chief that do not conflict or interfere with the LNO's assigned BUMED responsibilities. Director, GHEO (M52) is responsible for oversight and assignment of responsibilities.

15. Obtain concurrence from DSCA HDM Division Chief before submitting a leave request through the Navy Standard Integrated Personnel System (NSIPS) for approval by Director, GHEO.

16. Report immediately any occurrence of a lost DSCA access badge to the DSCA security officer.

17. Surrender any DSCA access badges to the DSCA security office upon the conclusion of the LNO assignment, or when the LNO no longer requires continuous access to DSCA facilities.

18. Comply with all DoD, U.S. Navy and BUMED mandatory training and readiness requirements. Report all training completion through BUMED CSTARS portal.

19. Assume all other responsibilities and perform duties as assigned.

Supervision and Guidance

1. The LNO directly reports to the Director, GHEO, the DSCA Military Personnel Officer and the DSCA Security Officer

2. The LNO remains subject to the Uniform Code of Military Justice (UCMJ) and other applicable DoD and Department of the Navy (DoN) regulations and policies

3. The LNO will also be subject to the DSCA policies that govern the internal operation and management of DSCA

Contact with Others

The LNO will interact with combatant commands (CCMD), component commands, DoD agencies, military departments, interagency partners, international governmental organizations (IGO), and nongovernmental organizations (NGOs).

Familiar with databases such as Global Theatre Security Cooperation Management Information System (G-TSCMIS), Overseas Humanitarian Assistance Shared Information System (OHASIS), and Joint Lessons Learned (JLL)

Mandatory Training - Security Cooperation Workforce Certification. This position is a part of the Security Cooperation Workforce (SCW) and requires SCW certification in accordance with SECNAV Memo, DoD Security Cooperation Workforce Certification, of 5 March 2020 and the Implementation Guidelines for DoD Security Cooperation Workforce Certification Program of December 2019. Upon reporting on the job, the officer will start to obtain the required SCW Certification at the Intermediate level under the SC Case Life Cycle Management Area of Concentration (AOC) based on the established certification timeline. Once certified, the officer must remain in good standing for the duration of their time in the position and fulfill continuous learning requirements.

Mandatory Qualifications 1. 68M Global Health Specialist Additional Qualification Designator (AQD) and Global Health Specialist Program Professional Tier 2. Completion of training incorporating the established GHE competencies
