1. Maryland Skin Cancer Prevention Program – Roberta Herbst

• MedChi is part of a coalition which is coordinating a legislative effort in 2014 to ban tanning bed use by minors. Update.

• Update on February 4, 2014 event. The coalition, along with physicians from the American Academy of Dermatology, participated in a skin cancer screening day in Annapolis for legislators and their staff in order to raise awareness about skin cancer prevention and early detection.  MedChi supported this activity.

2. Surveillance and Evaluation Unit (SEU) Updates – Annette Hopkins and Maya King

• Carmela Groves, SEU Program Manager – Retirement May, 1 2014 although her last day in the office was March 14, 2014. She will be missed very much!!! We wish her well in her new position at Westat. Carmela wishes everybody well and sends her regards.

• Health Officer Memo Audio Files of CRF-CPEST Teleconferences: Please see the attached instructions, Attachment 1, for how to access the CRF-CPEST Teleconference Audio Files that are now available on line. If you have difficulty with accessing these files and need further guidance, please contact Kelly Richardson, Epidemiologist, at 410-767-7842.

• Revisions to the CDB/EDB Access Forms: Please refer to the updated forms in Health Officer Memo #14-06, February 24, 2014.

• CDB QA Menu and New Reports-See HO Memo 14-08: We have a new QA menu in the Reports section that contains new QA reports and existing QA reports. We are requiring that you run the reports on a routine basis, at least quarterly (on or before September 30, December 31, March 31 and June 30 of each year), and that you incorporate this process into your policies and procedures. We also created a new line list report that provides data on screening, diagnostic and treatment procedures by cycle, called LL-CP.

• CDB Reports to Run for QA-See HO Memo 14-09: We have updated the list of reports for you to run for QA. This list is also in the Help Menu for easy access.

• Provider Colonoscopy Feedback Reports-See HO Memo 14-10: This year’s reports have been modified to reflect the changes to the CDB to capture serrated polyps. The reports are run in two different time frames; the first time frame is July 1, 2006 to December 31, 2010. The second time frame is January 1, 2011 to December 31, 2013. As in prior years, these reports will be sent to the coordinator for distribution to providers as specified in your provider contracts. Included with the memo is a Dear Colleague letter, a description of the reports and a template letter for providers.

• BRFSS 2012 Report and At-A-Glance Report: The BRFSS 2012 Report, a detailed report that addresses cancer screenings and behaviors, has been completed as well as an ‘At-A-Glance’ report that is a synopsis of the screenings and behaviors for quick reference. These will be posted to the web. Health Officer Memo 14-11 is forthcoming.

• CDB Training: Training is offered monthly. See HO Memo #13-43 for 2014 training dates. Next scheduled training is on Monday, April 7, 2014. Please contact Lorraine Underwood to register for training and further instructions at 410-767-0791 or via e-mail at lorraine.underwood@.

4. Education and Training – Barbara Andrews

• Community Health Educator III – Vacant position. We are interviewing for this position.

• Screen for Life: 2014 Local TV and Radio Distribution - The CDC’s Screen for Life: National Colorectal Cancer Action Campaign has started to distribute the locally tagged PSAs to media in your area.  Attachments 2 and 3 are lists of TV and radio stations in our state receiving the PSAs. The CDC identified these stations based on their support of running Screen for Life PSAs in the past, as well as their current ability and willingness to accept and broadcast PSAs.  

To increase plays in your area, please consider having your local staff contacting the media outlets on the list provided, and encourage them to run the PSAs during Colorectal Cancer Awareness Month and throughout the year.

• March 2014 - Colorectal Cancer Awareness Month – Hope you are all using the promotional materials provided in Health Officer Memo #14-05, February 12, 2014.

Also remember, Health Officer Memo #13-20, included Colorectal Cancer Slide Sets for Health Care Professionals/Providers and General Public. The slides should be reviewed and used, as appropriate, by staff and others involved in colorectal cancer education and outreach activities in your community.

• Cancer Prevention, Education/Outreach Materials Site Visit review. At each site visit, please provide the CCPC staff with a copy or sample of each flier, brochure, booklet, promotional item, etc. that your program and health department use for their health education and outreach activities. During the site visit or shortly thereafter, we will offer comment regarding the materials content. During the year, if you are updating any of your locally produced education/outreach materials, we are available to review and offer comments. Remember that a CRF-CPEST Grant “Condition of Award” states “All promotional and marketing [including education and outreach] materials should give credit to the Maryland Cigarette Restitution Fund Program.” You may contact Barbara via e-mail or 410-767-5123 for guidance regarding your materials.

5. Administrative and Fiscal Issues– Barbara Andrews

• Legislative Presentation on Cancer Accomplishments in Maryland

The DHMH Center for Cancer Prevention and Control recently had an opportunity to present to the Maryland General Assembly House of Delegates Health and Government Operations Committee on cancer accomplishments in Maryland.  The presentation is available online for anyone who is interested in viewing.  (The presentation begins at 13:41.)

• Proposed CRF-CPEST Fiscal Year 2015 Funding: We have learned that the Governor’s Budget includes level funding for the Cigarette Restitution Fund Cancer Prevention, Education, Screening and Treatment Programs. There may be some variances in individual jurisdictions resulting from cancer incidence and mortality rates/data with the required formula used to determine grant award budgets.

• FY15 CRF-CPEST Grant Application additions:

o We are requiring that you run the CDB QA reports on a routine basis, at least quarterly, (on or before September 30, December 31, March 31 and June 30 of each year), and that you incorporate this process into your policies and procedures.

o We are requiring that each CRF-CPEST client/enrollee be educated about the Smoking Cessation “Quit Line” and encourage CDB data entry regarding this education in the Core Demographic Screening Form, page 3 of 3 under “Provided literature/info. to client on dangers of tobacco use…”

Therefore, please ensure that you update your program’s policies and procedures on the above following the instructions that will be provided in the FY15 CRF-CPEST/Public Health Grant application instructions.

• CRF-CPEST Budget Modifications. Were due March 15, 2014. Please advise your lead contact with CRFP Unit regarding guidance if/when needed.

• CPT Codes and 2014 Medicare, Medicaid, etc., Reimbursement Schedule. We have worked on updates to the Medicare rate chart but are awaiting the Medicaid Physicians Fee Schedule from Medicaid for inclusion with our charts before sending out. We anticipate this will be available within the next month. We will send out as Health Officer Memo as in prior years.  

• MHIP Plus Plans Extended to March 31, 2014. Ensure that you provide appropriate and timely case management for any of your clients receiving CRF-CPEST funded services using the MHIP Plans.

• Questions and Answers regarding how the CRFP-CPEST Program will operate with the implementation of the Affordable Care Act in Maryland. Discussion Points are included in Attachment 4.

• CRF-CPEST FY 2014 Mid-Year Progress Report. Thanks you for your prompt submissions. If and when we have review comments, we have/will get back with you for additional information and/or revisions as need be.
