Date Change for March SessionPlease note a change in the dates for our session in March. We are moving everything back by one day, so we will meet on Thursday and Friday, March 22 & 23, 2018. Attached is a revised schedule of meetings reflecting this change. We try hard to avoid situations, but sometimes they prove unavoidable.Written AssignmentsAttached is the list of written assignments. A majority of you got your first choice, and all but one or two participants got one of their identified choices. I am convinced that compared with my former “pass the form around” method, the ballot approach has proven to be fairer. Among those who have a case study to do, two have already chosen the topic. I encourage the others to reflect on what they would like to present, and discuss the proposed topic with me by the time that we are on the European study visit.Our February SessionFor our next session, on Thursday and Friday, February 8 & 9, 2018, we continue to emphasize public management and leadership. We begin at 15:15 on Thursday with Walter Natynczyk, Deputy Minister of Veterans’ Affairs and formerly Chief of the Defense Staff. He will discuss Leading VAC to Meet Veterans’ Expectations.Just before dinner we have reserved about half an hour for Taking Stock. This will give us a chance to compare notes, review past speakers, and deal with questions.After dinner, we will welcome Michael Ferguson, Auditor General of Canada. He will share his observations on Strengths and Weaknesses of Public Service Performance. On Friday morning, Marta Morgan, Deputy Minister of Immigration, Refugees and Citizenship, will join us at 8:45. She will discuss Taking Charge of a Large and Complex Department. After the break, Keith Coulter, retired former Commissioner of Corrections Canada and previously Chief of the Communications Security Establishment, will speak about Career Lessons in Leadership.Following lunch, our guest will be Chantal Maheu, Deputy Secretary to the Cabinet (Plans and Consultations) at the Privy Council Office. Chantal will present on What Central Agencies Really Do. Finally, Kevin Radford, Assistant Deputy Minister for Real Property Services at Public Services and Procurement Canada, will address Reinventing the Workplace.Suggested ReadingsSince we have been loading you up with readings so far in the program, and since we will propose a fair number of readings next month in preparation for our European study visit, and because our February topics do not lend themselves easily to pertinent preparatory readings, you are hereby spared for this month from recommended readings!!But still, I cannot resist offering one enthusiastic suggestion. Peter Russell’s Canada’s Odyssey: A Country Based on Incomplete Conquests deserves a very wide audience. An octogenarian veteran of the constitutional struggles of a couple of decades ago, Professor Russell is offering a kind of valedictory tale of what he has learned about this country; perhaps for the first time a “mainstream” academic gives more or less equal weight to the Indigenous, French, and “English” strands of our story. So if you are feeling neglected by a lack of readings proposed specifically for our next session, I urge you to dip into this fine work.Participant PresentationsAs I mentioned in last month’s message, it has proven useful to have short (10 minutes maximum) participant presentations on selected topics that will be important during our study tour.
