MARIONVILLE BOARD OF ALDERMEN REGULAR SESSION MINUTESMarionville Fire Station Conference Room, 101 S CentralThursday, December 19, 2019Mayor Rapp called the meeting to order at 6:30 p.m. On roll call the following Aldermen were present: Joe Shook, Gina Herndon, Dale Blankenship and Kay Leffingwell. Jessica Wilson and Melissa Freeman were absent.Following roll call, Mayor Rapp led the Pledge of Allegiance to the Flag of the United States of America and opened the meeting with prayer.Approve Order of Agenda: Alderman Leffingwell made the motion to approve the order of the agenda as presented. Alderman Herndon seconded. Motion passed on roll call vote as follows:AYES: 4- Herndon, Leffingwell, Blankenship, Shook Approve minutes of the regular meeting on November 14th, Special meetings on November 18th and December 3, 2019: Alderman Leffingwell asked for a correction to the November 18th minutes to correct Gina Herndon’s last name. Alderman Shook made the motion to approve the minutes as presented with the name correction. Alderman Blankenship seconded. Motion passed on roll call vote as follows:AYES: 4- Leffingwell, Blankenship, Shook, HerndonApprove payment of Bills, Adjustments, Bank Recs and Cash Reports: Alderman Blankenship made the motion to approve the payment of Bills, Adjustments, Bank Recs and Cash Reports as presented. Alderman Shook seconded. Motion passed on roll call vote as follows:AYES: 4- Herndon, Blankenship, Shook, LeffingwellCitizens Comments/Official Guests & Visitors (None)DEPARTMENT REPORTSKris Bowling, Fire Chief: The department has a new volunteer as of last week. He should be able to be here some during the day.Zeke Williams: Mr. Williams is currently operating our wastewater treatment plant. Mr. Williams said Andy and Matthew have been a great help and are learning the process of how things work. Pictures were provided that showed some issues with rags, which is the number one (1) problem. They got the bar screen working today. The grit removal is now working, but has a couple of small leaks. They will be installing a rebuild kit on the return pumps. He suggested sending the parts we currently have back to have them rebuilt little by little. Clarifier number one (1) was plugged with rags. About seventy-five (75%) percent of the plant was turned into sludge holding. There has been fourteen (14) loads of sludge so far. A lot of progress has been made. The water is good and passing all our tests. The creek has been cleaned up. Two (2) aerators are not working. They are looking at different companies and prices. It will cost approximately twelve thousand dollars ($12,000). Mr. Williams indicated he doesn’t know what equipment was in the lab before, but there is no lab equipment there now. He doesn’t know if the equipment we purchase now will adapt to what is out there. Overall good things are coming around slowly.Andy Barnett, Street Supervisor: They have been working on the sewer machine and helping with issues at the treatment plant. Blevins Asphalt has indicated they will make the speed bumps as soon as the weather is good.Karyn Marsh, ACO: The aldermen looked over her report. As of today, the pound is empty.OLD BUSINESSDiscuss occupancy & inspection sheet: Rick Woods, Building Inspector/Code Enforcer, couldn’t be here tonight. Aldermen were given a few samples to look at. This would be an occupancy permit for rentals. Alderman Shook made the motion to postpone this item until Rick Woods is available for further input. Alderman Blankenship seconded. Motion passed on roll call vote as follows:AYES: 4- Leffingwell, Blankenship, Herndon, ShookACO Regulations: The Board had received a list of changes to the Animal Regulations, Chapter 205, in the City Codes. Kayrn Marsh, ACO, reviewed the suggested changes. Alderman Blankenship made the motion to accept the changes presented and amend the Animal Regulations. Alderman Shook seconded. Motion passed on roll call vote as follows and an ordinance will be drafted:AYES: 4- Blankenship Shook, Leffingwell, Herndon Demo/Burn of 605 S Fiske: Mayor Rapp stated the house on this property has been condemned and there is no ownership. The fire department has indicated there is not much in the interior for a training burn. It would cost about the same for the fire department to burn it or for the city to find someone to demolish it. Mayor Rapp is trying to get bids for someone to demo it and clean up. Alderman Leffingwell made the motion to have this house demolished for up to $3,000 then file for a quiet title. Alderman Herndon seconded. Motion passed on roll call vote as follows:AYES: 4- Leffingwell, Herndon, Shook, BlankenshipNEW BUSINESSBill 2019-10/Ordinance 10-2019—“AN ORDINANCE APPROVING THE PROPOSED PAY SCALE & COMPENSATION OF WAGES FOR CITY EMPLOYEES”: This changes the minimum pay for a patrol officer to fifteen dollars and ten cents ($15.10). Bill 2019-10 was read twice by title only. Alderman Blankenship made the motion to approve Bill 2019-10 as presented. Alderman Shook seconded. Motion passed on roll call vote as follows:AYES: 4- Shook, Blankenship, Herndon, and LeffingwellResolution 03-2019R—“A RESOLUTION BY THE BOARD OF ALDERMEN OF THE CITY OF MARIONVILLE, MISSOURI, ADOPTING A BUDGET FOR THE FISCAL YEAR 2020”: Alderman Leffingwell made the motion to approve Resolution 03-2019R and the 2020 Budget as presented. Alderman Shook seconded. Motion passed on roll call vote as follows:AYES: 4-Leffingwell, Shook, Blankenship, HerndonALDERMEN COMMENTSJoe Shook: Stated the Public Works department did a good job on the streets this week during the winter weather.Kay Leffingwell: Asked if any of the trailer issues have been settled. It was noted one (1) was dismissed and the other two (2) have not been set for trial yet. MAYOR COMMENTSMayor Rapp stated Liberty Utilities has run a water line under Highway 60 and we can hookup the municipal building with water any time. She had a large map of the cemetery made and the cemetery committee will meet again after the first of the year. Filing is open for city offices. The Park Board needs two (2) members, so let her know if they have any suggestions. She is meeting with Trekk on January 6 to go over their proposal for the I & I.ADJOURNMENTAlderman Shook made the motion to adjourn; seconded by Alderman Blankenship. All voted aye.
