|SCOPE/ROLE PURPOSE: |

|The Inclusive Early Childhood Care and Development (IECCD) MEAL Officer is responsible for developing and strengthening of the MEAL systems for the IECCD |

|project. S/he is responsible for providing support in: the development and execution of annual MEAL plans; development and/or adaption of MEAL tools; |

|training of staff, communities and partners in key MEAL concepts and skills; documentation and dissemination of key learnings from MEAL and research |

|results in support of the project objectives and outcomes; and ensuring that the IECCD project is accountable to beneficiaries and other stakeholders in |

|line with Save the Children and donor policies and practices. The MEAL Officer undertakes this role in close collaboration with IECCD Project staff and key|

|stakeholders, in consultation with the Senior MEAL Manager. The role holder is expected to work outside the normal hours to meet specific demands as the |

|situation may demand. |

|Dimensions: Works with program partner, Inclusive Education and IECCD team and MEAL staff. |

|KEY AREAS OF ACCOUNTABILITY: |

|Provide Monitoring Evaluation, Accountability and Learning related support to downstream partners in the project. This includes coordinating routine |

|monitoring and training of relevant partners in MEAL methodologies and tools (including sampling techniques, data collection tools and techniques, data |

|analysis and reporting). |

|Participate in the initiation and conduct of the baseline, and end term evaluation of the project |

|Develop and manage the Management Information System (data base) and relevant tools for the project. |

|Develop up to date quarterly output performance reports. |

|Develop and implement a MEAL framework. |

|Develop and implement quarterly and annual Monitoring, Evaluation, Accountability and Learning Plans for the IECCD project; |

|Provide ongoing support in reviewing of MEAL framework, plans and tools for the IECCD project, |

|Supervising field-based partner project staff and volunteers in the project impact areas through regular contact, field visits and meetings; and |

|undertaking data quality assurance (DQA) of the IECCD project. |

|Provide support in regular documentation and sharing/dissemination of lessons learned, case studies and best practices (through monthly, quarterly and |

|annual reports, presentations etc) to inform on-going implementation, advocacy and future programming. |

|Compile and disseminate project reports (monthly, quarterly and annual reports, presentations etc) to stakeholders at CBCC, community and district levels, |

|in collaboration with project and partner teams, to inform on-going implementation and future programming. |

|Promote accountability in general and to children in particular, among all staff and volunteers at CBCC, community and district levels in the project |

|impact areas, through: training, coaching and follow up, facilitating establishment and utilisation of appropriate feedback mechanisms to improve |

|programming and enhance accountability. |

|Support consistent and systematic integration of MEAL issues into the IECCD project (identification of gaps in the implementation and facilitating |

|identification of solutions to enhance quality implementation |

|Represent the IECCD project at relevant forums as requested by the IECCD project management team and SCI leadership. |

|Maintain coordination and effective relationships with his/her team, colleagues, external partners and supporters, relevant Government departments and |

|other NGOs. |

|Follow up implementation status for project activities based on review recommendations. |

|Facilitate downward and upward accountability of downstream partners by compiling monthly, quarterly and annual output performance reports including best |

|practices stories for project learning. |

|QUALIFICATIONS |

|Degree level qualification in statistics or demography or its equivalent. |

|Experience in inclusive education programs for Vulnerable children such as affected by AIDS (OVC) and girls’ education is an added advantage |

|EXPERIENCE & SKILLS. |

|At least 5 years hands-on experience in Monitoring, Evaluation and research work in the education sector or related development fields, preferably with a |

|non-governmental organization |

|High level ability in quantitative as well as qualitative research methods. |

|Significant experience in designing and maintenance of management information systems and tools |

|Excellent analytical skills and ability to effectively use Microsoft Excel, SPSS, ACCESS and similar statistical packages. |

|High level of understanding and ability to critically review research/evaluation reports by independent consultants. |

|Ability to communicate scientific data to communities, program staff, and partners in simple and clear manner |

|Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure |

|Good communication and interpersonal skills and ability to work as part of a team |

|Commitment to and understanding of Save the Children’s aims, values and principles. |

|Willingness to travel to the field and work in challenging environment from time to time |
