Background: The North Georgia Veterans are impressed by the ways in which neighboring Georgia cities and counties honor their deceased military veterans on Memorial Day, Independence Day and Veterans Day. Accordingly, the North Georgia Veterans have investigated neighboring city and county programs and want to establish a similar deceased veterans recognition program for Big Canoe.

Purpose: This SOP prescribes the guidelines for the North Georgia Veterans, the POA, the Wood Workers Club and the Boy Scouts, to establish a Veteran’s Memorial Marker Program. It also sets the criteria for Big Canoe Property Owners who want to submit applications for Memorial Markers to recognize their deceased family members who served in the Armed Forces of the United States.

Criteria: The attached application form (reference b) can be used by Big Canoe Property Owners to request a Memorial Marker for a deceased family member who was a veteran of the US Armed Services. The following information submitted by the applicant will be used to help determine the eligibility for a deceased veteran to be recognized with a Memorial Marker:

Name and family relationship of the deceased veteran who served with honor in a branch of the US Armed Services.

Application must be submitted by a Big Canoe Property Owner in good standing.

Property Owners are limited to not more than two markers per POA Account/Lot Number.

Official documentation (DD Form 214, Discharge Certificate, etc.) or other eligibility evidence acceptable to the North Georgia Veterans Memorial Marker Committee.

A one-time donation of $50.00 for each marker to cover initial construction and future maintenance costs.

Responsibilities:

The North Georgia Veterans have the overall responsibility for the Memorial Marker Program with the following specific tasks:

Identify an overall project leader to coordinate the construction, placement, removal and storage of all markers.

Establish a Memorial Marker Committee to review submitted applications to determine eligibility for markers.

Establish a separate bank account to fund the Memorial Markers Program. At the discretion of the North Georgia Veterans Board, accumulated funds in excess of anticipated needs for marker repairs and replacements may be donated to charitable organizations such as the Big Canoe Boy Scouts.

Identify team leaders who will be given predetermined routes with specific guidance for the placement and removal of markers.

Identify work parties that will support team leaders in the placement and removal of markers.

Assist the Wood Workers Club in the construction of the Memorial Markers as needed.

The Big Canoe POA is requested to provide the following support for the Program:

Grant approval for the Memorial Markers to be temporarily displayed three times each year as follows: during the week that includes Memorial Day; during the week that includes July 4th; and during the week that includes Veteran’s Day.

Provide a secure covered area for the storage of all Memorial Markers and associated materials.

Wood Workers Club (WWC) of Big Canoe is requested to support the program by constructing the Memorial Markers, with the assistance of the North Georgia Veterans as may be needed.

Big Canoe Boy Scout Troop is in support of this Program with the following specific tasks:

Identify scout team leaders who will be given predetermined routes with specific guidance for the placement and removal of markers.

Identify scout work parties that will support team leaders in the placement and removal of markers.

A local Painting and Construction Company has submitted a proposal to prime, seal and paint the markers. The company is donating the labor and will ask his supplier to donate the paint.

McEver Sign Shop in Dawsonville will make the horizontal and vertical black vinyl lettering for each marker. This is the same company that supplies Dahlonega with their marker lettering.

Procedure:

Markers will be temporarily displayed three times each year as follows: during the week that includes Memorial Day; during the week that includes July 4th; and during the week that includes Veteran’s Day.

Individual markers will be constructed, painted white and black lettering decals applied once applications are approved by the Memorial Marker Committee.

Subject to POA approval, the first set of 70 Memorial Markers will be installed on every third guardrail support post, on both sides of the road on the Lake Petit Dam, beginning at the Big Canoe Veterans Memorial Overlook and Flag Pole. As needed, a maximum of 220 markers can be placed on the dam using all available guardrail support posts. Additional display areas will be requested of the POA if needed.

Once approved and constructed, each marker on display must have a family related applicant/sponsor who is still a current Big Canoe Property Owner. Markers without a current Big Canoe Property Owner sponsor will be given to the original applicant or repurposed.

Materials and Designs:

Standard Design – The Veteran’s Memorial Marker Committee Information Packet from Dahlonega, Georgia (reference a) prescribes the basic standards for Markers to be constructed with the following specifics:

American Flag (12” X 18” nylon hemmed attached to a 5/16th inch X 30” wooden dowel)

1” X 4” spruce boards cut so that the arms shall join at right angles. The length of the main body of the marker is 36”. The cross arm is 24”. The top knot extends 3” above the cross arm.

A 3/8” hole drilled into the center of the top knot will be drilled to a depth of 4” to accommodate the wooden dowel and American Flag.

On the back of the marker a 3/8” drain hole slanting down towards the foot of the marker will be drilled at the base of the bottom of the dowel for the American Flag.

Markers will be painted white with black lettering to display the name of the deceased veteran, the war or conflict in which the veteran served, if any, and/or their branch of service, and KIA, MIA, and POW designations as may be appropriate. Rank will not be displayed on the markers as we are honoring all deceased veterans regardless of rank.

Angle iron supports 24” X 1” X 1/8” will be bolted to the lower main body of the Marker and driven 10” into the ground.

Modified Design – The initial markers will be of a modified design and installed on the guardrail support post on both sides of the road with the lettering facing the direction of oncoming vehicular traffic. Markers will be attached to the guardrail support posts beginning at the Big Canoe Veterans Memorial Overlook and Flag Pole. These guard rail support post mounted markers will not require angle iron as specified in the standard design and will have the following modified design:

The length of the main body of the Marker will be 48” versus 36”.

The additional length of the main body will be used to attach the markers to the guard rail support posts using pre-fabricated support sleeves that will remain in place on the guard rail support posts once installed.

Communication and Outreach:

The initial advertising and promotion of the Memorial Marker Program will occur as soon as POA approval is obtained.

Smoke Signals and Inside the Gates will be provided articles explaining the program and how interested property owners can obtain applications to recognize their deceased veterans.

Application forms will be made readily available through the North Georgia Veterans website and in hard copy at the postal facility.

The initial set of Memorial Markers will be installed on or about May 22, 2020 in preparation for a Memorial Day Dedication on the dam on May 25, 2020.

Amendments: This SOP may be modified as lessons are learned during the initial implementation of this program with the aforementioned Big Canoe organizations.
