The First Assistant assists with the operations of the division and directs the work of the subordinate attorneys and support staff within the division. The First Assistant also provides legal representation and legal counsel to client agencies including the Michigan Department of Licensing and Regulatory Affairs, Michigan Department of Military and Veterans Affairs, Marijuana Regulatory Agency, and the Michigan Department of State, as well as agencies, commissions, boards and staff within these Departments.15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time 60 LEGAL REPRESENTATION, CONSULTATION AND LITIGATIONIndividual tasks related to the duty.As a working supervisor, provides legal representation, legal advice and consultation to the Client agencies’ management and staff.Handles briefing and any court or administrative hearing appearances for legal matters involving client agencies.Handles citizen letter responses, formal or informal opinion drafting and preparation of memoranda of legal advice. Drafts proposed legislation and testifies before the legislative bodies concerning such legislation. Reviews the draft pleadings, memoranda of advice, appellate briefs, proposed legal strategy and other work of the division’s staff. Duty 2General Summary of Duty 2% of Time 40ADMINISTRATIONIndividual tasks related to the duty.Assists the Division Chief with the day-to-day administration of the division. Provides supervision and direction to attorneys and support staff within the division. Makes assignments to attorneys in the division, if requested by the Division Chief. Monitors workload distribution of the attorneys in the division.Develops and implements policies and procedures. This position will be responsible for assisting the Division Chief with the day-to-day administration of the Division as a working supervisor who will also be handling cases and other legal assignments. 26.What are the minimum education and experience qualifications needed to perform the essential functions of this position?EDUCATION:Juris Doctor degree from an accredited law school. EXPERIENCE:Six years of post-bar admission legal experience. It is highly desirable that the candidate have some management experience and legal experience in one or more of the substantive areas of legal practice handled by the division.KNOWLEDGE, SKILLS, AND ABILITIES:The incumbent must have: excellent research and writing skills, communication skills, interpersonal skills, and considerable analytic ability; extensive knowledge of and experience with appellate practice, litigation, and administrative law; ability to review and oversee the work of others and provide assistance to subordinates in developing their research, writing skills and litigation skills; ability to concurrently handle multiple tasks; thorough knowledge of the structure and operation of the Department of Attorney General; and ability to coordinate and work with, and to supervise others in the performance of the Division assignments.
