This study compares the performance of the large charter school authorizers in Michigan by using Michigan’s 2011-12 School Ranking Business Rules, i.e. the rules used for the state’s school top to bottom list. Large authorizers are defined as those with three or more schools. Part I ranks authorizers by the Top to Bottom rules. ................
