MEMORANDUM

TO: State Board of Education

SUBJECT: Approval of Criteria for Section 22k: Competitive Student-Centric Grants Program

From the appropriation made under Section 22k of the 2013 State School Aid Act, $8,000,000 has been appropriated for competitive, student-centric grants. Individual public school districts and public school academies are eligible to apply for grants on a per pupil basis.

Section 22k Competitive Student-Centric Grants will be paid directly to qualifying districts via the State Aid Management System no later than December 20, 2013.

It is recommended that the State Board of Education approve the criteria for the Section 22k: Competitive Student-Centric Grants Program as described in the State Superintendent’s memorandum dated July 22, 2013.

Criteria for 22k – Competitive Student-Centric Grant Program

The State Board of Education has adopted as its mission “All students graduate ready for careers, college, and community.”

To the extent possible, all grant criteria and grant awards will serve to further attain the above goal.

PRIORITIES, POLICIES, AND PROGRAMS THAT THESE CRITERIA SUPPORT

The grant supports this goal by enabling districts to increase the use of personalized teaching methods, including the integration of technology for K-14 grade students to improve learning and outcomes and close achievement gaps in reading and math, with an initial focus on African-American young men for whom data show are Michigan’s persistently lowest achieving student group.

Defined in Statute:

• Provides a rigorous curriculum aligned to state, national, and international standards.

• Organizes instructional delivery in such a way that individual pupils advance to the next level of learning based on their individual mastery of each subject area.

• Allows for school site-based autonomy in decision making.

• Ensures that teachers have access to all of the following:

i. timely and meaningful pupil academic achievement data,

ii. best instructional practices,

iii. time to collaborate with others,

iv. mentors,

v. professional development tied to pupil needs as demonstrated by data.

Proposed by Staff:

Significant consideration will be given to applicant districts that:

• increase the use of personalized teaching methods, including the integration of technology for K-14 grade students to improve learning and outcomes,

• close achievement gaps in reading and math, with an initial focus on African-American young men for whom data show are Michigan’s persistently lowest achieving student group,

• implement Universal Design for Learning (UDL) methodology to address these critical issues.

ELIGIBLE APPLICANTS/TARGET POPULATION TO BE SERVED BY GRANT

All individual public school districts and public school academies in the State of Michigan are eligible to apply for this grant.
