JOB DESCRIPTION

|Title of Post: |Development Officer |

|Hours of Work: |21 hours per week to be worked within normal working hours. (Normal office hours are from 9.00 to 17.00 with an |

| |hour for lunch (unpaid), Monday to Friday inclusive). At times there will be a need to work in the evenings and |

| |on weekends therefore a high degree of flexibility may be required in working hours, for which time off in lieu |

| |is allowed. |

| |The successful candidate will be expected to work from home initially due to the pandemic and lockdown |

| |restrictions, this will then be office based in Golspie –we expect to be homeworking until the end of June 2021 |

| |but there may be options for flexible and homeworking after that time. |

|Duration of Post: |until 31st March 2023. There is a probationary period of 3 months. |

|Remuneration: |£24934 pro rata (£13.70 per hour) |

| |Travel costs: as per HMRC mileage rate, i.e. 45p currently from either the office or home whichever is shortest. |

MAIN TASKS

This job description is broad-based and is not intended to be an exhaustive list of all possible duties as it is recognised that jobs change over time.

➢ To setup, co-ordinate and facilitate a Funding Forum, a Third Sector Resilience Network and a Third Sector Community Planning Forum. To assist/facilitate other VGS Forums and on occasion where appropriate those co-ordinated on a partnership basis for example Sutherland Community Partnership Subgroups/Forums/Networks.

➢ Encourage and support participation and involvement of third sector organisations in statutory and non-statutory engagement initiatives including Sutherland Community Partnership.

➢ Where appropriate to link collaboratively with public agencies (including the Sutherland Community Partnership) and third sector organisations to improve the planning and delivery of services by making them more responsive to the needs and aspirations of the local community and that the principles of partnership working are adopted as a measure of good practice.

➢ To respond to local needs in order to promote and develop the capacity of the voluntary and community sector, thus enabling and empowering the sector to be self-reliant in the future. To enable this, map the third sector in Sutherland and produce a directory.

➢ Contribute to the efficient delivery of the organisation’s objectives and the HTSI Workplan. To work collectively across the development team and wider HTSI network collaboratively, respectfully, fairly and honestly; always undertaking to represent the organisation in an appropriate manner and with the integrity expected by VGS

➢ All Staff Duties: Maintain accurate and up to date records using the MILO database and any other data system as used by VGS. To prepare and assist with reports, articles, and any VGS monitoring requirements. To attend staff and other meetings of VGS as required. Monitor and produce articles for social media.

This role will also work collaboratively with existing staff who undertake the following tasks:-

➢ Promote and develop potential volunteers and opportunities in the area. To log volunteers / volunteering opportunities in Sutherland into Milo database system which links with Volunteer Scotland Promote and deliver Saltire Awards ( ) to include making presentations to youth groups, local secondary schools and working with other relevant Youth Workers in the area.

➢ Promote good volunteering practice. Promote and mentor Volunteer Friendly awards and any other awards that may be appropriate.

➢ Provide advice and guidance to voluntary organisations, social enterprises etc on structure and management issues such as: constitutions, company formation, SCIO’s, charity recognition; managing people - roles and responsibilities of committees/directors; financial management, seeking funding, funding bids and any other relevant voluntary sector legal and compliance matters; plus the promotion of good practice in governance and management. Promote good practice for project development through assistance and advice on business planning, costing and budgeting, applying for funding, managing funds, recruiting and managing staff etc.

PERSON SPECIFICATION

1. Experience

1. Experience of working within the Third Sector for more than two years

2. Experience of the implementation and upkeep of work planning

3. Experience of hosting and facilitating meetings/forums

4. Experience of delivering training

5. Experience of leading on communication and engagement

6. Experience of working within a community setting

2. Knowledge and skills

1. Knowledge of the third sector, ideally within Sutherland and/or a rural area.

2. Knowledge of political systems and key public authority structures within Highland and more widely within Scotland

3. Knowledge of key policy areas of interest and relevance to the Sector

4. An ability to write and communicate to a very high standard.

5. An ability to engage with a wide range of people including within communities and government.

6. A high competency in articulating complex ideas.

7. Knowledge of the role and functions of an Interface, specifically the Highland TSI.

8. Good presentational skills, including the ability to create and use PowerPoint.

9. Good Computer and IT skills including – Microsoft 365 (Outlook, Word, Access, Excel, Teams), Zoom, Facebook and twitter

10. Some awareness of filming, social reporting and/or other digital engagement tools would be an advantage but isn’t essential.
