The ministry’s 110-person Information and Telecommunications Society is tasked with promoting the use of innovative technologies among the more than 900 municipalities under its parent organization’s jurisdiction. Working with Microsoft through the Technology Adoption Program, the organization upgraded its entire client computer fleet from the Windows Vista operating system to Windows 7. After just two weeks of preparation, the organization completed the migration of 115 of its desktop and laptop PCs. Now, with easier access to applications and faster PC performance through Windows 7, the organization’s employees are more productive and its IT team benefits from simplified PC management.SituationThe General Directorate is the oversight body for the Information and Telecommunications Society (ITS) of the Autonomous Community of Castilla-La Mancha in Spain, the country’s third largest region by land area. The General Directorate, which has a service population of more than 2 million citizens, has several key functions, including facilitating access to ITS programs and resources. The leadership body also promotes the adoption of new technologies throughout other government ministries in Spain and seeks to establish closer partnerships between the ITS and these organizations.Seeking to improve workforce productivity and take full advantage of the 32-bit and 64-bit architecture of its PC fleet, the leaders of the organization opted to migrate its 115 desktop PCs to the Windows 7 operating system. Previously, the organization’s desktop PCs had run the Windows Vista Enterprise operating system. The organization sought to minimize the impact of the migration by automating deployment tasks wherever possible and by ensuring that the various profiles of its user base were preserved. Leaders wanted to guarantee that employees retained local administrator permissions to ensure access to all necessary applications tools. They also placed a priority in protecting the integrity of personal data. SolutionIn line with its mission to promote the use of new technologies among government agencies, the General Directorate of Castilla-La Mancha participated in the Microsoft Technology Adoption Program for Windows 7. Through this program, the organization gained prerelease access to Windows 7, direct contact with the Microsoft product development team, and knowledge transfer and training resources to guide the deployment process. Preparing for Deployment The team from Microsoft helped the General Directorate configure a Deployment Host Configuration Protocol server (DHCP) to take advantage of Windows Deployment Services in the Windows Server 2008 operating system. Windows Deployment Services provides support for network-based installation of Windows operating systems. This capability would enable the ITS team to remotely deploy Windows 7 across its entire PC infrastructure, saving a substantial amount of time. Provisioning a DHCP server was a necessary first step in this process because Windows Deployment Services uses the Preboot Execution Environment specification, which relies on DHCS for IP addressing. In addition to helping the ITS team configure Windows Deployment Services for use in the migration process, Microsoft consultants provided best practices guidance on the use of the Microsoft Deployment Toolkit and the Windows Automated Installation Kit (AIK). These solution accelerators help organizations automate standard processes associated with operating system deployments, such as PC imaging. ITS staff also worked with the Microsoft team to develop custom scripts to handle deployment activity logging and other critical tasks. Simplifying Management of Deployment TasksSo that the ITS team could take advantage of new features in Microsoft Deployment Toolkit 2010, consultants from Microsoft recommended use of the Windows AIK. The Windows AIK is a comprehensive collection of tools and documentation resources designed to simplify the deployment of Windows operating systems and applications. Two particularly powerful tools are ImageX, which accelerates the capture, creation, and modification of Windows images, and the User State Migration Tool, which helps preserve individual user profiles during migration. Another enhancement in Microsoft Deployment Toolkit 2010 is support for consolidated deployment packages. By combining deployment points and distribution points into deployment shares, the latest version of the technology makes it possible for IT administrators to centrally manage all Windows 7 operating system components. And, through the easy-to-use common console feature in Microsoft Deployment Toolkit 2010, IT staff can more securely manage shares from a variety of locations, including from local disk drives and network shared folders.By working closely with consultants from Microsoft to take advantage of powerful deployment tools such as Windows Deployment Services, the General Directorate of Castilla-La Mancha successfully completed the migration of 115 PCs to Windows 7 in just over two weeks. The ITS team used Microsoft Deployment Toolkit 2010 to automate tasks, such as image generation and replication of linked deployment share content. By capitalizing on enhanced support for Windows PowerShell scripts in the latest release of the toolkit, the team also was able to fully automate several important management and logging functions.
