NOW IS THE TIME…SENATOR CONTACT KITINTRODUCTION You have probably contacted us because you received the “MAKE YOUR VOICE HEARD” post card from the Fund asking you to call your Senator. It is critical that we mobilize at this critical moment in time and ask Senators to support multi-employer pension plan relief in the next Covid19 Stimulus Bill. This Kit has been developed to assist you in preparing for your contact with your two U.S. Senators. The goal of this effort is to have large numbers of retirees, beneficiaries, active and inactive workers, employers and union officials associated with the GCC/IBT, and other labor unions, contact their Senators, preferably by phone or electronic message. The timing is such that a regular letter is not likely to reach Senators in time and face to face visits are unlikely to be accepted because of the Pandemic. In this Kit, you will find not only the Senator telephone numbers and fax numbers where applicable but also the addresses for all 100 U.S. Senators as well as other information and tips on how to contact your Senators’ by telephone, fax (where applicable) and other electronic means. Read through the contents slowly and carefully to get a better feel for how you may wish to contact your Senators. WHAT IS THE ISSUE? Including legislation in the next Covid-19 Stimulus bill to fix the MULTI-EMPLOYER PENSION CRISIS! Congress has kicked the can down the road for 10 years on this issue and unless they are pressured at this moment in time, they are likely to kick the can even further down the road. Congress has bailed out the Airlines, the Auto industry, Banks and Wall Street. Isn’t it about time they resolve the pension crisis? If this crisis is not addressed soon, the result will bethe insolvency of many more multi-employer pension plans, including the Graphic Arts Industry Joint Pension Trust (“Joint Pension Trust”); the reduction and/or loss of participant pension benefits to the detriment of retirees, active workers and beneficiaries; and immeasurable harm to an already fragile economy as inaction will result in the ultimate solution being much more costly than if it was to be addressed today. If your Senators are Democrats, tell them how important it is that they not cave in to the argument that the Covid-19 legislation should only be utilized to address Covid-19 related matters. Tell them retirees, beneficiaries, and workers have been neglected in favor of the likes of the airline industry, auto industry, banks and Wall Street for too long and that this will be an important issue for you on Election Day. Tell them that the anxiety you live with on a daily basis worrying about whether your pension will be there is growing and that the negative impact of a Pension Benefit Guaranty Corporation (the federal entity that insures multiemployer pension funds) insolvency is immeasurable and will harm to you and millions or similarly situated individuals nation wide. If your Senators are Republicans and are up for election this fall, use your vote as leverage and tell them retirees, beneficiaries, and workers have been neglected in favor of the likes of the airline industry, auto industry, banks and Wall Street for too long and that this will be an important issue for you on Election Day. Tell them that the anxiety you live with on daily basis worrying about whether your pension will be there is growing and that the negative impact of a Pension Benefit Guaranty Corporation (the federal entity that insures multiemployer pension funds) insolvency is immeasurable and will harm to you and millions or similarly situated individuals nation wide. Tell them that this issue is very important to you and that you hope it is also high on their list of priorities. Resolving the inadequate funding of the Pension Benefit Guarantee Corporation (PBGC). The PBGC is the arm of the federal government that insures pension plans and it recently announced that it will become insolvent in 2025 if no action is taken by Congress. KNOW THE SPECIFICS What bill are you supporting? – HR6800, “the Heroes Act”, passed by the House of Representatives on May 15, 2020, and more specifically, “the Emergency Pension Plan Relief Act” contained within the Heroes Act. What does HR6800 say? – HR6800 contains the “Emergency Pension Plan Relief Act” (“EPPRA”). EPPRA calls for adequate funding for the PBGC and allows expansion of the so called partition process allowing pension plans In critical and declining status (like the Joint Pension Trust), Poorly funded plans with high ratios of retirees to active participants (like the Joint Pension Trust), Plans that have already suspended benefits, or certain plans that have already become insolvent, to avail themselves of the partition tool. This Act is designed to resolve the financial issues facing multi-employer pension funds and safeguard your pension. 3. Under the Heroes Act, the special partition program would be available to plans meeting one of the above criteria through 2024. Plans that are partitioned would need to restore any benefits previously cut or suspended. 4. How does the proposed bill impact you and the Senators’ other similarly situated constituents? – The pensions of retirees and current workers, like yourself, were earned during years of hard work. To gain pension benefits, you gave up pay raises and other benefits. It is not your fault that these plans are on the verge of insolvency, but this awful situation will lead to a minimum of harsh benefit cuts and possibly termination of pension benefits if the PBGC goes insolvent. The loss of these pension benefits will result in serious hardship to you in retirement and at this stage of your life there is no way for you to replace the pension income that you were promised and depend on. HOW DO I CONTACT MY SENATORS? You have several methods you can use to timely convey your feeling to your Senators! You can contact them by: Telephone (Senator phone numbers provided herein); Electronic message/email (web address to send automated pre-written messages to your Senators discussed herein); and Fax (Senator fax numbers provided herein, where applicable) HOW DO I CALL A SENATORS OFFICE? Call your Senators’ Washington, DC office, give the receptionist your name and ask to speak to the aid/staffer handling the multiemployer pension crisis issue. Provide the aid/staffer with the information you would include in a letter: Introduce yourself, tell the staffer where you are from, and, that you are a participant in the Graphic Arts Industry Joint Pension Trust. Tell the staffer what you want - be specific! Give him/her the bill number (HR6800), a very brief summary, and why the bill is important to you. Make it personal and explain how a reduction or termination of your pension benefits would affect you. If (s)he asks you a question you cannot answer, do not panic! Tell him/her you will get back to him/her with that information. We can even set up a call with you to talk you through this exercise. Be brief. These folks are as busy as you are! If the staffer is not available, leave a message . . . and call back the next day, just for good measure! (S)he might be busy when you call, so suggest setting up a phone meeting at a mutually convenient time. HOW CAN I SEND AN ELECTRONIC MESSAGE TO MY SENATORS? The GCC/IBT National Penson Fund has partnered with “The Action Network” and have given us permission to use their website. “The Action Network” provides you with an easy on-line method to send a pre-written electronic message directly to your Senators. Visit the following site: letters/letter-to-senatorsThis website will provide you with a summary of how this crisis has developed over time and by entering your contact information, it will allow you to send a pre-written message directly to your individual Senators. In the alternative, you can modify the message to be sent to your Senators but do your best to keep it brief and to the point. In the next section you will see that you can also send an electronic message by going to your Senators individual website and sending your comments through the Senators website. The Senators’ websites are set forth in the LIST OF U.S. SENATORS BY STATE which starts on page 11. WHAT DO I SAY IN A FAX OR ELECTRONIC MESSAGE/EMAIL? Sample letters for retirees, vested but not retired participants, actively working participants and beneficiaries to send via fax to their Senators (start on page 8). Very few Senators accept emails directly today. In most cases you have to access the Senators’ website and submit your message through their platform. The sample letters that follow provide you an outline of what to include in your email letters, electronic message or submission through your Senators’ website. If you wish to compose your own letter, here are some tips. 1. Introduce yourself. The reader should know your name, where you are from and that you are a retiree, vested but not retired participants, actively working participant or beneficiary participating in the Graphic Arts Industry Joint Pension Trust. 2. Tell your Senator that you want him/her to support HR6800 “the Heroes Act” because without it, your pension benefit could be subject to reduction or termination. 3. Make it personal! Do you have any stories about the issue at hand, or do you know people who do? Share those stories! 4. Be brief! Share a story, but be sure to be concise. The reader will have limited time. 5. Thank your Senators or their aide/staffer for his/her time. 6. If you are writing a traditional letter and sending by fax it to the Senators’ Washington, DC offices. Remember that you have two U.S. Senators. 7. Senators have made it more difficult to send emails directly to them. Some Senators will not accept emails and others require you to go to their websites to send a message. We are providing you with a list of electronic contact information for Senators but its reliability is suspect. Communicating with your Senators’ office by telephone is the most effective way to get this message across. The downside of mail or via email is that it is less effective than speaking with someone in the Senators’ office by phone or in person. Also, your letter or email is seldom read by the person you are sending it to. Senators have three or four people on their staff that do nothing but answer the mail. The volume of mail pouring into most legislative offices is overwhelming, and your Senator simply lacks the time to personally read and answer your letter. Almost all letters are answered using computers; only rarely does a Senator actually read his mail, and rarely signs his own letters. Good legislative offices tally incoming letters and present the Senators with the totals on given issues. Remember, in most cases, aides/staffers will be handling your communication. Try to make their jobs easier, and design your letter to stand out from the clutter.
