Using CMAQ funds, the grant program will distribute $1.58 million to support workforce transportation projects. Commuter Rail Communities Coalition, which is a group of local mayors and managers advocating for commuter rail improvements. SWAP communities are encouraged to have their leadership participate—they do not need to have a commuter rail station within their municipalityThe Task Force on Regional Transit Authority Performance and Funding recently released their report titled, “A Vision for the Future of Massachusetts’ Regional Transit Authorities.” Regional Transportation Management AssociationsFollowing Paul’s updates, we heard presentations from three transportation management associations (TMAs) that operate near the SWAP subregion—CrossTown Connect, Neponset Valley TMA, and the MetroWest/495 TMA. Below is a summary of the presentations and discussion:Scott Zadakis, Crosstown ConnectTraditionally, a TMA is an organization put together by a business community look to enhance transportation options, decrease traffic & air pollutionCrosstown Connect formed by community of Acton, then brought in 4 more communities (Maynard, Littleton, and Boxborough)A Community Innovation Challenge grant was awarded to establish the TMA, looked at popular Council on Aging shuttle routes to determine what fixed routes to start withHighest ridership is the Acton Rail Shuttle, which is funded by Acton Commuter Rail parking revenue (14,000 trips/year)Also operate Maynard/Acton Commuter Shuttle and Littleton/Westford Commuter ShuttleKaren Dumaine, Neponset Valley TMANeponset Valley TMA is more of a traditional business-focused TMA, but is doing more work with communitiesPurpose of NVTMA: provide mobility options, reduce SOV travel and improve congestion, air qualityMarketing & promotions crucial: on-site events, lunch and learns, education workshops, promotional materials, green commuter incentives, email newslettersFacilitate pre-tax commuter benefits, manage carpool preferential parking programs, new employee onboarding informationSuburban mobility working group: 3 subcommittees: Infrastructure/existing projects, Health and human services for all, Foxborough Commuter Rail/Reverse Commute Stephanie Hirshon, MetroWest/495 TMABorn out of Marlborough Chamber of Commerce’s need to address transportation demand managementMid-1990s: Marlborough Chamber and MetroWest Chamber joined together to create TMAContinues to serve these areas and focused on corporate centers, but also moving toward more residential areas tooAugust 2018: launched MetroWest Express BussSecured bus through MassDOT Bus Plus program, operated by LimolinerDiscussion:One of the biggest challenges is changing commuting behavior, and convincing employers to see the benefit of contributing to TMAsTMAs are always looking for ways to facilitate cross-border connections; don’t want a border to be the reason something does not happenOptimizing COA shuttles can be a good place to startGood marketing is crucial to the success of TMAsNext Meeting SWAP will reconvene on Tuesday, September 10 from 9:30am-11:30am at the Franklin Municipal Building.
