South London and Maudsley NHS Foundation Trust (SLaM) is working with Macani, a highly respected Abu Dhabi based organisation with a mission to develop and extend high quality mental health care across the United Arab Emirates. The Team based in Dubai is collaborating with the Ministry of Health and Prevention to support the development of the Al Amal Psychiatric Hospital, the largest psychiatric hospital in the UAE.

A Director of Nursing is required; someone who is supportive to staff, interested in quality and has the drive and ambition to build upon existing expertise and help ensure the hospital develops into a centre of excellence.

A thorough induction programme will be offered along with a commitment to continuing professional development.  Teaching and supervision can be supported remotely using technology. 

A degree of flexibility and creativity will be required together with an appreciation of relevant cultural issues. Of greatest importance is the ability to deliver high quality, evidence based care. The ability to speak Arabic is an advantage but is not essential.  

The successful applicants will need to fulfil the professional registration requirements of the Ministry of Health and Prevention.

BACKGROUND

|The postholder will be employed by Macani LLC who is the local UAE partner of the Maudsley in the UAE. |

|In 2018 the service commenced a contract with the Ministry of Health and Prevention to support the development of the Al|

|Amal Psychiatric Hospital, Dubai. The Al Amal is the largest psychiatric Hospital in the region and MOHAP’s only |

|dedicated psychiatric hospital. The programme requires embedding quality and clinical pathways into the Hospital. The |

|aim is to support the existing Al Amal leadership team to develop the Hospital into a Centre of Excellence. |

JOB PURPOSE

The contract is to support the development of the Hospital, through Clinical Academic Groups, driving quality improvement across the hospital in partnership with Director colleagues and in collaboration with the existing Al Amal leadership. This will require providing advice, influencing and supporting the quality approach across the Hospital, especially within nursing practice;

• To provide nursing and clinical advice to the Al Amal Psychiatric Hospital and role model professional leadership for the nurses within the Hospital.

• To establish appropriate standards for delivery of nursing care across the Hospital, acknowledging specific requirements of different Clinical Academic Groups.

• With senior colleagues, to recommend accreditation routes for the Al Amal Hospital and to drive these forward.

• To oversee the Quality Department and support the development of the Head of Quality

• To ensure that suitable educational and developmental activities are in place to ensure nursing excellence across the organisation

• To support the delivery of the contracted service, including monitoring performance against objectives and ensuring high standards of corporate clinical governance.

KEY RESULT AREAS

Professional and clinical leadership:

• To promote excellence in all areas of nursing practice and patient care in accordance with agreed objectives, targets, quality standards, controls and resource constraints

• To provide innovative professional leadership, advice and guidance for nursing that supports the modernisation of services and implementation of strategic goals.

• To promote the work of the Maudsley and Al Amal nursing at national and international level by contributing to national leadership of the profession and supporting best practice, publications and conference presentations.

• To ensure that professional standards of nursing across the Hospital represent current best practice and regulatory requirements and lead the development and implementation of action to achieve this.

• To support the development of a multi disciplinary culture in which quality is an integral part of the delivery of all aspects of healthcare and the patient experience.

• To ensure that all relevant stature and professional requirements for nursing are reflected in strategy, policies and plans and performance management frameworks and that all nurses within the Hospital work within these statutory and regulatory frameworks.

• To support the recruitment and development of nursing staff.

• To help create an open, supportive and positive culture to promote patient safety.

• To support the recruitment and development of clinical support staff to ensure safe and effective clinical delivery

• To lead ‘Safer Staffing’ review processes on a six monthly basis and, as required, redesign and assurance work to promote safe outcomes

• To maximise nursing staff potential, ensure efficiency and effectiveness in achieving all aspects of their roles and ensure that a patient orientation is developed within the service which responds to the needs of service users.

• To contribute to curriculum development and review so that that the pre-registration and post registration nurse education and training meet strategic and operational requirements of the organisation.

• To promote research and develop clinical academic career opportunities for nurses and allied health professionals

Quality, Risk and governance agenda:

• To be lead for Risk Management within the Team, ensuring that an Assurance Framework and risk registers reflect risk within the Hospital and are used to provide assurance and to prioritise actions

• To oversee the Quality Department, providing guidance and support to the Head of Quality.

• To ensure compliance with all external standards including all aspects of compliance with human rights and equality standards, in collaboration with other Directors.

• To support the development of robust processes for Clinical Governance, including

o Complaints processes

o Incident processes

• To support the accreditation process, working with the Clinical Director, suggesting most appropriate accreditation bodies. To ensure learning is shared across the Hospital from this process and other relevant reviews.

• Encourage, support and develop evidence-based practice. Promote and develop innovative and creative approaches to clinical quality and quality performance, establishing targets and scope for continuous improvement.

• Work closely with the Managing Director and Clinical Director to implement best practice, and disseminate learning from critical incidents, clinical risk management and complaints, taking action to prevent the recurrence of events.

• Ensure the dissemination of best practice and achievement of excellence in communication, professional behaviour, staff attitude and patient/customer care.

• Work closely with the Clinical Director to ensure that statutory obligations in clinical services are met, and in doing so, ensure safe and appropriate standards of clinical practice.

• To share with the Clinical Director responsibility for high standards of clinical practice and performance ensuring the contribution of nursing staff to the overall requirements of the Hospital in respect of clinical governance.

• To ensure that all regulatory and risk management requirements are satisfied and to direct the development of systems, control processes which will establish safe and consistent service delivery and monitoring arrangements. Also to ensure that remedial action is promptly taken where unacceptable risks are identified.

Strategy Development and Business Planning

• As a member of the Senior Management Team to contribute to the overall direction and leadership of the Hospital.

• As a member of the SMT, to participate fully in the corporate management, decision making and strategy development of the Hospital so that high level expertise in the areas of nursing and clinical risk management are directly available to the Hospital.

• To act as ambassador for SLaM, MACANI and Maudsley Health, ensuring that the needs and views of the organisations are fairly represented in external (including national) forums and that opportunities are taken to enhance the reputation of the organisations and realise business development opportunities.

• Also to act as a role model and to embed the values of the Al Amal Psychiatric Hospital.
