SPECIAL NOTE: This Request for Proposal (RFP) does not obligate the Minnesota State Colleges and Universities (Minnesota State) system, its Board of Trustees or Bemidji State University to award a contract or complete the proposed project and each reserves the right to cancel this RFP if it is considered to be in its best interest. Proposals must be clear and concise. Proposals that are difficult to follow or that do not conform to the RFP format or binding specifications may be rejected. Responding vendors must include the required information called for in this RFP. 1.0 General Information

1.1 Background Minnesota State is the third-largest system of state colleges and universities in the nation with 30 colleges, 7 universities and 54 campuses serving more than 350,000 students annually. Bemidji State University (BSU) is a public university focusing on arts, sciences and select professional programs with over 65 undergraduate majors and pre-professional programs and 14 graduate programs offered. BSU currently serves more 5,000 students in undergraduate, graduate and online degree programs. 1.2 Nature of Request for Proposal (RFP) Bemidji State University (hereinafter referred to as "University" or "BSU") is requesting proposals for a full-service printer for three issues of Bemidji State University magazine, published twice annually and distributed nationwide to university alumni and supporters. Services requested in this RFP include printing, addressing, sorting, bagging, and delivering the publication to the U.S. Postal Service for nonprofit mailing. Specifications are detailed in Section 2 of this RFP. The intent of this RFP is to provide suppliers with the information, requirements and instructions necessary to prepare a comprehensive proposal that will meet the University's needs. The University intends to select a preferred vendor to service the needs of the University as outlined in the RFP. This RFP is undertaken by Bemidji State University pursuant to the authority contained in provisions of Minnesota Statutes ? 136F.581 and other applicable laws. Vendor selection shall be based on the University's evaluation of responses and oral presentation, if requested. The University intends to enter into a contract with the selected vendor, which will contain all the terms and conditions required by this request for proposals (RFP), as well as any further terms and conditions negotiated between the University, the Minnesota State Colleges and Universities Office of General Counsel and/or the Office of the Attorney General, and the selected vendor.

1.3 Selection Criteria

General criteria upon which proposals will be evaluated include, but are not limited to, the following:

b. Qualifications, experience, personnel and equipment:............................................................. 30% ? Equipment and personnel necessary to print and produce quality publications. ? Experience producing quality publications. ? Experience in the efficient and accurate preparation of a non-profit bulk mailing that meets USPS standards. ? Demonstrated ability to work within time constraints and meet deadlines. ? Demonstrated ability to communicate effectively with a wide variety of clientele. ? Evidence of an environmental sustainability commitment and practice.

Travel costs incurred by the University for potential press checks or other site visits to Vendor may be considered in overall cost of the project.

If deemed necessary by the University, interviews and site visits may also be held as part of the evaluation process.

A proposal may be rejected if it is determined that a vendor's ability to work with the existing infrastructure will be too limited or difficult to manage. The vendor selection and contract award shall be made in the best interest of the University. Accordingly, the University shall select the vendor(s) whose proposal(s), and oral presentation(s), if requested, demonstrate in the University's sole opinion, the clear capability to best fulfill the purposes of this RFP in a cost-effective manner.

This Request for Proposal is not subject to competitive bidding requirements of Minnesota Law. The University reserves the right to accept multiple proposals. The University reserves the right to:

? Accept or reject any and all proposals, in whole or in part. ? Waive any informalities or minor defects in proposals if it is deemed not to have any material

effect on the final outcome. ? Accept any item(s) in any proposal, unless otherwise specified in writing by Responder. ? Negotiate separately as necessary in order to serve the best interests of the University.

This RFP shall not obligate the University to award a contract or complete the proposed project and the University reserves the right to cancel this RFP if it is considered to be in its best interest.

The University does not agree to reach a decision by any certain date although it is hoped the evaluation and selection will be completed by the date identified in Section 1.5 of this RFP.
