Program Specialist for Professional Development and Training

Characteristics of Work:

The Program Specialist for Professional Development and Training provides state-of-the-art training and professional development to Title II, Adult Education programs. The employee is responsible for developing and providing research-based professional development to local adult education instructors, administrators, and staff. This position is responsible for ensuring that pedagogical strategies, curriculum design, and professional development are research-based and responsive to the demands of the changing workplace and the adult learner. In addition, this position will assist in program monitoring to ensure compliance with local, state, and federal guidelines and provide programmatic technical assistance as needed. The employee reports directly to the Director of Adult Education and High School Equivalency.

Examples of Work:

The following responsibilities are intended only as examples of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position.

1. Incorporates research-based teaching and learning theory in the development of all training and professional development activities. 2. Assists in administering the adult education program conforming to federal and state procedures and guidelines by maintaining a thorough

knowledge of program operations. 3. Creates and manages a statewide strategic plan for professional development and integrated education and training models:

1. Works closely with the director in the development of all training and professional development activities. 2. Develops, directs, and manages professional development with local programs, which includes, but is not limited to, assessing

staff development needs, evaluating activities offered, and coordinating training with other agencies and literacy providers. 3. Leads the AE Professional Development Team and provides support to ensure statewide professional development is consistent,

research based and effective. 4. Assists in planning the AE Conference. 5. Develops and maintain relevant training resources and materials that support the professional development of faculty, staff, and

administrators. 6. Ensures the implementation and perpetuation of evidence-based professional development design, using research-based success elements,

e.g., collaborative, job-imbedded, time intensive, etc. 7. Coordinates and develops evidence-based curriculum and instructional delivery strategies to promote student achievement, assist educators

in identifying appropriate programs, and educates mentors, instructors, and staff in the use of innovated and appropriate learning practices that support College and Career Readiness Standards. 8. Promotes and facilitates the application of learner-centered teaching strategies, innovative curricula, and quality instructional materials. 9. Conducts desk reviews, provides technical assistance, and assists with on-site monitoring of local adult education programs and continuous support for program improvement. 10. Annually monitors local programs to ensure professional development requirements are met. 11. Tracks, reports, and maintains records of participation, satisfaction, and other measurements to ensure continuous improvement of programs and services. 12. Reviews, evaluates, and disseminates research-based models and other promising practices to state staff and local program directors. 13. Maintains strong coordination with internal staff, including, but not limited to, MSVCC and Workforce, Office of Adult Education, Career and Technical Education staff, to provide seamless instructional and student support to the colleges. 14. Manages responsibilities as a member of the MCCB's team(s). 15. Maintains strong and coordinated working relationships with internal staff to provide seamless instructional and student support to the colleges. 16. Represents MCCB in professional attire, demeanor, and daily discharge of duties. 17. Performs all other duties as assigned.

Minimum Requirements: A master's degree from an accredited college or university or bachelor's with three years of adult education experience. Knowledge and understanding of applicable laws, rules, and regulations including the Workforce Innovation and Opportunity Act, the Mississippi WIOA State Plan for Adult Education, and the Americans with Disabilities Act. Knowledge of adult education delivery systems and the operational factors unique to diverse local providers in adult education. Knowledge of research-based practices in instruction and program management. Excellent written and verbal communication skills. Ability to keep meticulous records and write detailed reports and correspondence. Experience developing and delivering professional development/training. Proficiency in Microsoft Office, including Word, Excel, PowerPoint, Zoom, and Google Classroom. Ability to work well under pressure, prioritize and plan work activities to meet multiple deadlines, manage time effectively, and work collaboratively and independently to achieve stated goals. Frequent in-state travel is a requirement of this position. Substitution Statement: Graduation from a standard bachelor's degree program of directly related education and six years directly related experience in adult education may be substituted on an equal basis.
